building to the (Presidency of Public Execution) building located in the Orfali neighborhood in Bab al-Sharqi, and that
it will begin its work on the morning of Tuesday, 22 / 7 / 1958.
Please announce this to all ministries and their affiliated departments in the newspapers and radio.

It has been noted that some ministries have started sending their communications in the name of (Commander of the Military Forces for Martial Law Administration)
while there is no position or title by this name, but rather two new positions after the Revolution was announced
on 14 July 1958, namely (Commander-in-Chief of the Armed Forces) and the Military Governor General, as the specialization
of each of them differs from the other. Since it is preferable for regular official communications to remain addressed to
(Ministry of Defense), the Prime Minister has directed that I request you and the directorates affiliated with your ministry to follow the
usual method and send all communications in the name of the Ministry of Defense except for matters within the jurisdiction of
(the Military Governor General) and limited to those related to martial law administration to avoid the discrepancy created by such communications.

You have announced in Al-Bilad newspaper more than once about opening a summer course before obtaining
any official approval, thereby violating the instructions issued in this regard notified to you
as well as announcing in the same newspaper your readiness to give private lessons to those
who wish among the female and male students who failed subjects, while this is absolutely prohibited
and conflicts with the Ministry of Education circular No. 38321 dated 3 / 11 / 955 notified
to all public and private schools, as private tutoring is not permissible at all
except after obtaining the approval of the General Directorate of Education in accordance with the provisions of paragraph (E) of
Article Sixteen of the Secondary Schools Regulation No. 54 of 1954 and Article
Eleven of the Elementary Schools Regulation No. 12 of 1950 .
And this action of yours, if it indicates anything, indicates your disregard for regulations
and instructions in force in a blatant and indifferent manner .
Accordingly, it has been decided to - warn you - and not approve the opening of the course
which you requested our approval for in your letter No. 454 dated 7 / 6 / 1958 and
we shall not hesitate to take all necessary measures to close your school for one
academic year in case you open the course under discussion and start teaching
or commit any violation in the future, and any male or female teacher who violates this will be banned from teaching for one year in all
private schools in accordance with what was stated
in paragraph (D) of Article Eight of the Private and Foreign Schools Regulation No. 67
of 1954, provided that you post this warning and decision on the notice board
at your school as a lesson .

The Directorate of General Education has decided to bar Ms. Rasmiya Mahmoud Ali Hussein from teaching
in private and foreign schools for one academic year, in accordance with the provisions of paragraph (d) of Article
eight of the Private and Foreign Schools Regulation, because the aforementioned individual had commenced
teaching at the Western Armenian Private Primary School in Adhamiya without any official
approval. Despite the rejection of her appointment by the Directorate of General Education, she continued
teaching until the end of the past year and was included among the school's approved teachers as
noted in the school report submitted about the school on 4/16/1958. Therefore,

4. The staff of the course must be within the staff of the institute or school approved by
the Ministry in the previous academic year, and any surplus requires its approval.
5. The teachers and instructors of Arabic language, history, geography, and national lessons
must be among the teachers and instructors previously appointed or nominated by the Ministry and holders of
educational IDs. If they are not available, candidates for this purpose shall be nominated from among the teachers
and instructors of official schools or those nominated by the administrations of the institutes and schools mentioned
above to decide on their appointment in accordance with the provisions of Article Twenty-Seven of
the Public Education Law with its amendments No. 57 of 1940.
6. The number of students in each class must not exceed forty except in
cases of urgent necessity and with the approval of the Ministry.
7. The curriculum of the summer courses must be within the prescribed academic curriculum.
8. Fees must not exceed one Dinar per month for each student, and this must be announced
on the notice board in the institute or school.
9. These courses are subject to inspection by male and female inspectors and to the supervision of the Directorate of
Education of the Liwa to ensure compliance and application of the conditions mentioned above.
10. The Ministry must be informed in the event of bypassing any of the conditions referred to above
or failure to implement them in preparation for applying the provisions of the Public Education Law and the Regulation of
Private and Foreign Schools No. 67 of 1954 against the administrations of the negligent institutes
or schools.
11. Study in these courses begins from June 16 until the end of August.
12. Applications for opening summer courses are submitted during the first week of
the month of May of each year so that the competent authorities can study them
and take the necessary action regarding them.

1 Our letter No. 51277 dated 12 / 11 / 1957 is cancelled. It included
the appointment of teacher Mr. Nerses Toma as Director of the Western Armenian Private
Primary School.
2 Those responsible for the aforementioned school are requested to nominate a competent director from among
those who meet the statutory conditions instead of the aforementioned person as quickly as possible.
3 The task of the aforementioned person is limited to teaching language and Armenian language until further notice
⟦...⟧ and not to accept any correspondence or document submitted with his signature.
4 We do not approve the appointment of Ms. Matilda Moussa as a teacher in the school under
discussion.
5 It has become clear to us from the inspection reports submitted regarding this school that the aforementioned teacher
was listed in the staff registry and that she has actually been practicing teaching there for some time until this date
without obtaining any official approval. Something for which we do not know how to justify the motive
behind the school administration's request to appoint her as stated in your letter No. 7552 dated
30 / 3 / 1958 referred to above if such is the case. Other than disregard for the regulations
and instructions issued in this regard.
6 Based on the above and based on the text of paragraph (d) of Article 8 of the
Private and Foreign Schools Regulation No. 7 of / 1954, it has been decided as follows -

Please circulate the following to the private schools in your province, as well as to the teachers who
teach in private schools.
This Ministry has noticed a clear discrepancy between the grades given by
teachers in private schools and the grades these students obtain in the final
examinations in public schools. There is also a clear discrepancy between the grades of these teachers
in public schools and their grades in private schools. This Ministry is currently studying
the reports of these schools for the past academic year and will take the necessary measures against those who fall short.
However, we wish to emphasize the necessity of treating private school students the same as public school students,
especially since the task of graduating students from intermediate schools has become entrusted to the schools without any distinction,
whether in teaching, grade estimation, or the standards of examination papers. This Ministry
will take all necessary measures to safeguard this and will not hesitate to impose punishment on those who fall short,
in addition to depriving them of the right to teach in private schools. We also request the administrations of private
schools to monitor this, as they are primarily responsible for ensuring academic standards and the accuracy of
testing and examination procedures. The Ministry will not hesitate to apply the measures authorized by the General
Education Law. We call upon everyone to cooperate and stand together to make private schools
capable of performing the services expected of them as a pillar of the cultural renaissance in the country.

the circulars issued in this regard, therefore I emphasized to them to observe the following points in these
records, please support me with emphasis, especially since these records are considered the primary reference for the student
after their graduation.
1- Writing information regarding the student in all fields of the page allocated to them, especially
regarding the transfer and its reason.
2- Emphasizing the presence of the student's photo in the record, stamped with the school stamp and signed with the signature of
the principal.
3- Numbering the pages of the record with sequential numbers since the school's establishment.
4- Making an index of numbers and names of students for each record at its beginning.
5- Recording final exam grades for each student and stating their result.
6- Paying attention to the fields regarding the student's personal, health, and social conditions.
