Further to our letter No. 5514 dated 25 / 10 / 1958, regarding the students
who failed or have re-exams, the Council of Ministers decided in its session held on 29 / 10 / 58
the following:
A. In view of the harsh conditions faced by students during the past year, which
affected their psyche in studying, and therefore to guarantee the rights of the students, the Council
of Ministers decided, in celebration of the establishment of the Iraqi Republic, to consider the male or female student who has a re-exam
in one or two subjects as passing, provided that the grade
obtained in each subject is not less than 30 degrees, regardless of the total sum.
B. This applies to all classes in primary, intermediate, and secondary schools
or their equivalent, whether they are private or official.
C. If a male or female college student has a re-exam in one or two subjects, they shall be considered
passing, provided that they take an exam for it in the academic year 58 / 1959
and that the amendment of the regulation in coming years regarding this paragraph be considered
so that student rights are preserved while maintaining the academic standard.
D. The effect of this decision is limited to the academic year 957 / 958 only.

During our audit of some lesson distribution schedules for teachers,
we noticed a need to bring attention to the following matters. Please review and act accordingly:
1 - The necessity of assigning (10) hours per week to every male or female assistant from their specialty subjects
or subjects similar to the specialty if there are hours assigned to teachers as lectures.
2 - Approval must be obtained from us to exempt the principal from teaching, with a statement of the reasons
calling for that request.
3 - The necessity of not assigning less than (22) hours to a teacher while assigning more than that to another
teacher of the same specialty, as it is not permitted to grant lectures to a teacher unless his colleague completes the specialty lessons
up to the minimum prescribed quota.
4 - Observe the accuracy of the distribution of lesson hours according to the hour details reported to you in the curriculum
booklets.
5 - When requesting the issuance of orders for lectures, the following must be done:
A - Provide us with two copies of the lesson distribution schedule.
B - Draft a letter containing the following information, to which the
lesson distribution schedule is attached.

6 - When any change occurs in the distribution of lessons that requires a change in the assignment of lectures, what
was stated in paragraph five above shall be followed.
7 - Many school administrations have not yet provided us with the lesson distribution schedule, so we hope
it reaches us as quickly as possible so that we can audit them and issue lecture orders and work on
filling vacancies.
8 - The lesson distribution schedule must include the name of ⟦...⟧ the school principal and his specialty, as well as
the names of the assistants and their specialty.
9 - No vacant hours should be left in any subject if there is a specialized teacher whose total assigned classes
is less than (30) hours.

possible and to save them from the futile follow-ups by the owners.
We emphasize to you once again the necessity of adhering to what was stated in our previous circular
as it has appeared to this Directorate that most school administrations have not complied with this
so, to escape the persistence of document owners, they are lenient in giving them to the owners by hand
and this is what we request a final refrain from... we suggest that school
administrations mentioned refer in their official letters to the number of documents and names of their owners
and they must send a messenger from them to receive them in the same number from the employee of
outgoing mail directly on the second day, thus they can determine the date
for the document owners to visit them - the school administration - to receive them.
As for schools that send their mail via official
mail, the necessary care will be given to ensure their completion and return
to their schools fully.

The registration of a student in intermediate and preparatory schools is not sufficient to consider him
a student, as mere registration is nothing but a permission and authorization for the student to attend the class
in which he registered. However, if it is proven that the student did not attend at all after registration, he is not
considered a student at that time, even if he had registered, and it shall be considered a failure year for him. Exceptions to this are
students who registered and did not attend, but instead sufficed with taking a document to any entity certifying
their status as students or benefited from registration in any form; for them, the academic year
in which they registered shall be considered a year of failure.
We also hope it is clear that the entity specialized in examination affairs and the calculation of
years of failure or success and related inquiries is the Directorate of Examinations
and Certificates. Therefore, please direct all questions related to these matters to it and follow
its instructions and recommendations in this regard.

be informed of the matter.

criminal record, in addition to identity verification for those intended to be appointed
in all private and foreign schools and institutes, similar to the teachers of
official schools.
To facilitate transactions and save time, please request the management of those
institutes and schools affiliated with you to contact the relevant security departments
directly for the mentioned purpose, and then submit the staff list along with the qualifications and names
of the teaching candidates and all documents stipulated in the regulations according to due process
to take the necessary actions in this regard.

citizens to obtain civil status booklets for the purpose of submitting them to schools, colleges, and institutes
on one hand, and the speed of citizens in volunteering for the People's Resistance and joining the army
and the inability of the responsible employees to meet these requests, which causes delays for all of them
in obtaining the required civil status booklets, and in order to preserve the public interest and facilitate the work of applicants -
we suggest accepting the old civil status booklets issued from the records of the year / 1934 for the purpose of registering
students in the institutions affiliated with you, especially in the stages following primary education, and that
is following the approach we adopted in the year / 1956, the details of which are shown in our letter 19243
on 9 / 9 / 1956, requesting you to kindly circulate this to the concerned parties and inform us ⟦line⟧

I greet you as ⟦unknown⟧ soldiers who sacrifice themselves for the sake of serving their country and the good of their nation, and on this occasion
I remind you that your sacred profession has rights over you that are summarized as follows:
1- Good reputation and a pleasant mention resulting from your sound thinking, satisfactory behavior, and your creed emanating
from the glory of your Arab nation and your eternal Islamic heritage ⟦line⟧.
2- Sincerity to duty, dedication for the sake of the public interest, and self-denial.
3- Appearing before society with an appearance of modesty and dignity, and staying away from everything that would tarnish your reputation
and touch the dignity of your profession.
4- Harmony and unification of efforts for the sake of public service, and leaving behind bickering and biases that lead to division and cracking
the ranks.
5- Strong faith in your new entity, and caution against halluncinators and plotters, and not allowing them to undermine your resolve or
weaken your strength.
