All Ministries - except Finance
This Ministry receives numerous requests from Ministries of Education and departments responsible
for public library affairs in various parts of the world, including requests to obtain publications issued by
our dear Republic, whether they are reports issued by ministries and their departments regarding their activities
and achievements, or magazines such as the Academy's "Sumer," "Al-Ustadh," "The Military Journal," "Al-Adab" issued
by the College of Arts, "Al-Mu'allim," "Agriculture," "Al-Waqa'i'," "The Policeman," and medicine and pharmacy journals, and so forth.
Desiring to expand the scope of positive publicity for Iraq abroad so the world is aware of its progress
in various humanitarian fields, and to strengthen the bonds of brotherhood and friendship between our Republic and
sisterly and friendly countries, and so that this Ministry does not fail to fulfill these requests which aim to complete
the desired understanding between the countries of the world, we kindly request you to ask your subordinate institutions for the following:-
1- Each department shall allocate twenty copies of every publication it issues, and shall keep the
said copies separately, to be sent directly to the entities that this Ministry will
designate in the future.
2- Provide us with a list containing the names of those publications to keep track of them and to enable us to fulfill requests
in light of what is distributed and what remains after distribution successively.
This Ministry, while emphasizing its interest in this matter, requests your kind orders at the earliest
convenience, accompanied by your confirmation and informing us.

Referring to our letter No. 50263 dated 5 / 11 / 1958.
We list below the instructions regarding the loaning of new textbooks to exempt students, specifically
poor students, children of retirees, students in internal departments, and children of employees whose
salaries are less than (50) Dinars, as stipulated in the first paragraph of the Education Council decision
taken in its twenty-seventh session held on Monday, 3 / 11 / 1958 -
conveyed to you in our letter No. 50263 dated 15 / 11 / 1958.
1- Administrations of Intermediate and Secondary schools, Teacher Training Institutes, and Agricultural, Industrial,
Commercial, and Home Arts schools must loan new books to the exempt students covered by the text of the aforementioned decision
according to official lists in accordance with the instructions regarding this matter, and they must
also urge them to preserve them in the manner they deem sufficient for that, and every student shall be fined the full price
if his loaned book is lost or torn.
2- School administrations must stamp the loaned textbooks with the official stamp in at least
three places, provided that the competent official responsible for signing signs each stamp and marks
the dates of the loan on them.
3- Cancelled books that were previously provided to exempt students at the beginning of the school year
under previous instructions are not to be recovered if they were replaced by new prescribed books, nor shall
the price of the books be returned to the students if they had purchased them and their prices were paid to the treasury.
4- If the student to whom the textbooks were loaned is transferred to another official school, then
what was loaned to him must be recorded in the transfer document, and the school he is transferred to must recover them from him at
