According to the decision of the Preparatory Committee of the General Union of Students regarding representation ratios in the General Conference of the Union
of Students, which will be held on February 16-20, 1959, the Preparatory Committee wishes to inform all Student Union committees
to elect school delegates, provided that this is done according to the following procedures.
1 - A - Representatives of the preparatory stage meet by themselves in five-stage secondary schools
and elect their delegates.
B - Representatives of the intermediate stage meet by themselves and elect their designated delegates.
2 - As for the delegates of the teachers' training houses, educational courses, separate preparatory schools, and separate
intermediate schools, the committee meets ⟦in its entirety⟧ to elect the delegate (male or female) in girls' schools.

the conference. We would like to emphasize the necessity of the administration not interfering in the election of delegates and that its mission is supervision

A new attempt is currently being made in the Ministry of Education to reconsider the curricula
of education and its prescribed books to make them consistent with the goals of our democratic republic to serve the people
from the intellectual and cultural standpoint. A new attempt is also being made to identify the problems of the members
of the teaching bodies related to the curricula, the prescribed books, and the school administration that actually exists.
Out of a desire to study the practical problems faced by the teaching bodies for boys and girls at various
stages of study, it has been initially decided to hold a conference in Baghdad Province to identify those problems
in preparation for addressing them. Please urge the members of the teaching bodies under your jurisdiction to participate
in this conference and prepare for it by preparing their written notes on the curriculum
syllabi they teach and on the prescribed books, each in their field of specialization, and on school administration problems -
in terms of the relationship of the principal with the teaching body, the students, their guardians, and the responsible authorities.
Note that the conference will be limited to hearing their observations that they express during the discussion
and on the notes they submit in writing to the supervisors of the conference affairs so that those in charge
can directly identify those problems and address them. The conference will begin holding its sessions in the hall of

Based on Article 4 of the Teachers' Syndicate Law No. 66 of 958
Iraqi persons who practice the teaching profession in official and non-official schools
at all levels of education are considered members of the Teachers' Syndicate. Please circulate this to all
private and foreign institutes and schools affiliated with you and request the administration of each of these to collect the affiliation fee
to the syndicate in question, amounting to one dinar from each person, and pay it to the Secretariat of the
Founding Body of the Syndicate at the Teachers' Club located in the Al-Haywadhiya neighborhood in Baghdad as quickly as possible
and within a period not exceeding the twentieth day of the current month and inform us of this. The administration of each
institute or school will be responsible for that, and the registration of every teacher and instructor who refuses to pay will be cancelled and they will not be allowed
to practice the teaching profession in the aforementioned institutes and schools.

correspondence. It was founded 30 years ago by the League of Nations under the project of the Institute of Intellectual Cooperation.
UNESCO supports this federation at the present time and calls upon all institutes
and governmental and non-governmental institutions to participate in its activities, as UNESCO focuses its efforts
at the present time on implementing a major project regarding establishing mutual understanding of cultural values between
East and West, and building strong links and ties between youth all over the world.
The organization hopes that secondary schools will participate in this project by choosing students who wish and have
the ability to correspond with youth in the other part of the world. The letter indicates that UNESCO

1- The distribution of lessons in your school is flawed compared to what is practiced in official schools in accordance with
the system and instructions. Lessons are either in excess of the prescribed amount or less than it, especially
Arabic language, social studies, objects, and health lessons.
2- Religious studies were limited to only one lesson for the sixth grade only.
3- You have completely deleted physical education lessons from some classes. And some of its hours from
other classes.
4- You have deleted manual labor (crafts) lessons from all classes entirely.
Your aforementioned violations, which were not based on a specific foundation, are definitive proof
that you are handling the instructions and regulations according to your desires and a clear evidence of your lack of concern
and indifference toward every violation of them. In view of the multiplicity of your violations and the many complaints submitted to us
about you, we have decided to warn you ⟦line⟧ for the last time ⟦line⟧ provided that you immediately implement the following, and avoid
any other regulatory violation in the future, lest you expose your school to closure for an entire year in accordance with the provisions of
the regulation:-
1- Distribution of subjects according to what is prescribed in the regulation and the instructions notified to you literally without
omission or addition.
2- Teaching religion to all classes and in the prescribed hours, provided that the religion of the majority of your school students is taught
in accordance with the provisions of the regulation.
3- Not deleting any subject prescribed in the curriculum.
4- Finally, hanging this warning on the school notice board for a period of two weeks.

It has become clear to us from the report submitted about your school by the inspector, Ms. Bahija
Mahmoud Shukri, that you have committed the following violations:
1- Your total lack of adherence to the Kindergarten Regulation and the official Primary School Regulation regarding
admission and registration absolutely.
2- You did not record the names of the students admitted in the current year in the
General Register; instead, you settled for registering them in the fee payment book under the pretext of delaying
that until the end of the school year.
3- You did not organize grade registers in accordance with what is practiced in official schools,
in addition to the fact that you recorded the averages in pencil.
4- You extract the final average contrary to what is stipulated in Article 38
of the Primary School Regulation.
5- You did not organize detailed registers for the school's accounts.
Based on your commission of the aforementioned violations, which, if they indicate anything, they
indicate your lack of adherence to the regulations and instructions and your total lack of interest in them. In view of
the recurrence and multiplicity of your violations, we have decided to - warn you - for the last time, provided that you
implement the following while adhering to the provisions of the regulation, proceeding according to instructions, and avoiding any
violation in the future. In the event of committing any regulatory violation, your school will be closed
for a full year in accordance with the provisions of the regulation:
1- Addressing the deficiencies that we previously indicated to you in our letter 40849 on 10 / 12 / 1958.
2- Providing us with the number and date of the approval that authorized you to open the kindergarten and for the return of the written licenses
pertaining to your school in its various sections.
3- Informing us of the numbers and dates of the approvals issued by this Directorate for teaching English,
French, and Armenian, while mentioning the names of the teachers who teach the mentioned
subjects and referring to the approvals of their appointment.
4- Finally, posting this warning on the school's notice board for a period of two weeks.

Subject - Conference to study education problems.
A serious attempt is currently being made in the Ministry of Education to reconsider the education curricula
and its prescribed books to make them consistent with the goals of our democratic republic to serve the people
from the intellectual and cultural side. A serious attempt is also being made to identify the problems of the members of
the teaching staff related to the curricula, the prescribed books, and the existing school administration
effectively. Desiring to study the practical problems faced by the teaching staffs for boys
and girls in various stages of study, it has been initially decided to hold a conference in Baghdad
Province to identify those problems in preparation for addressing them. Please encourage members of the teaching
staffs affiliated with you to participate in this conference and prepare for it by
preparing their written notes on the details of the curricula they teach and on the prescribed books,
each in their subject of specialization, and on school administration problems in terms of the director's relationship with the teaching
staff, the students, their guardians, and the responsible authorities. This is with the knowledge that the conference
will be limited to hearing the observations they express during the discussion and the observations
they submit in writing to the supervisors of the conference affairs so that those in charge can identify
those problems directly and address them. The conference will begin holding its sessions in the hall of the Central Preparatory
School for Boys as follows:-

Below is the text of the memorandum from the Specialist Inspector Mr. Fouad Qandil numbered 15 and dated
15 / 12 / 1958 - communicated to us by the letter of the Laboratories Directorate numbered 61335 on 28 / 12 / 1958 -
Please, after reviewing it, notify the male and female science teachers to act accordingly and preserve
⟦the materials⟧, machines, and equipment when borrowing them. In case of consumption of some chemical materials or damage
to machines and equipment when performing experiments, a decision regarding that should be submitted to us so we may take necessary action according to financial instructions.

- Copy of the Memorandum -
I have noticed that some schools, especially the newly established ones, do not have all the tools ⟦and equipment⟧
⟦necessary⟧ for study, while some secondary or intermediate schools established before them have complete equipment
and tools. Some cooperation can occur, especially between schools close to each other, by lending the tools
or the necessary equipment for the lesson and then returning it again after use while maintaining it. In some schools there is
a physics lab, a chemistry lab, and a science and biology lab that are fully equipped, and sometimes they need to exchange some tools
and equipment, but what I have noticed in some schools - is that each lab is considered by its owner as completely independent
and that there is no need for cooperation with others or exchanging some tools or lending them again to the lab from which they were taken.
Since cooperation between nearby schools and between the labs of the same school is one of the most important matters that facilitate
the teaching of science and the conducting of experiments, therefore please cooperate between schools and labs, especially in the same
schools, as well as between secondary schools.
