The Directorate of General Physical and Social Education has informed us that you requested your school team
during the final quarter of the final basketball match with the Al-Ja'fariya Private Intermediate School team
and during the final basketball matches for intermediate schools in the city of Baghdad - to withdraw and leave
the court without any reason or legal justification for that. This took place at a time when
the match was proceeding in a friendly manner and in a legal and formal way, and at a time when the referees
were exerting all their efforts to manage it with complete neutrality and in light of the observed laws and regulations
which led to the stoppage of the match and to the creation of an atmosphere of chaos and resentment among the spectators.
This behavior of yours, if it indicates anything, clearly indicates your disregard for responsibility
and your blatant and indifferent violation of the rules of the games and the specific instructions for them, and this
is not consistent with the sportsmanlike spirit and with what the responsible authorities aim for in holding such a match
and it negatively affects the sports movement and the souls of both students and spectators alike, while
you could have objected to the competent authorities if you had an objection of this
kind after the end of the game, not during it, in accordance with the procedures and regulations applicable in this
regard, and to distance yourself from everything that would lead to friction, provocation, and disruption
of order.
For this reason, it has been decided - to warn you - and to inform you that the Ministry of Education will
not hesitate to take the strictest disciplinary measures against you and deprive you of teaching in all
government and private schools of all levels if any such occurrence arises from you
in the future, and he who warns is excused.

Instructions for Record Keeping
With reference to Article (61) of the Primary Schools Regulation No. 12 of 1950, for the purpose of
unifying and organizing records in all schools, the following instructions are followed:
1 - General Enrollment Registers for Students
A - Writing information specific to the student in all fields designated for him, especially regarding
transfer and its reason.
B - Numbering the pages of the register with serial numbers since the school's establishment.
C - Emphasizing the presence of the student's photo, stamped with the school's stamp and signed by the principal.
D - Creating an index with the numbers and names of students for each register at its beginning.
E - Recording the final exam grades for each student with a statement of their result.
F - Paying attention to the fields specific to the student's personal, health, and social conditions.
2 - Daily Attendance Registers - Inspection -
A - The student's serial numbers are written in blue ink and their admission numbers in red ink.
B - Student attendance and absences are marked daily according to the instructions written in the register.
C - Transferred, leaver, dismissed, mistakenly registered, repeated students,
or newly registered students are marked in the remarks field with the date of the marking.
D - They must be preserved and bound annually and handed over during turnover to serve as a reference for recording
the student after graduation.
3 - Library Register
A - All incoming or purchased books are registered in the register after approval, mentioning their
serial numbers and stamping them with the school stamp.
B - All information mentioned in the fields of the specific register page is recorded.
C - Prices of school books are recorded.
D - They are placed in a special cabinet vertically according to their registration sequence after recording
this number on the book cover with an adhesive tape.
E - Magazines and bulletins received by the school are recorded in a special register.
F - To ensure that students and teachers benefit from school books, we see assigning it to the
Arabic language teacher to take charge of arranging them, preserving them, and organizing their lending.
4 - School Furniture Register
A - Desks, tables, chairs, cabinets, cupboards, wooden racks,
heaters, side tables, water taps, electrical appliances, and curtains are recorded in it.
B - Their serial numbers are marked and all information mentioned in the register fields is recorded with
a statement of their prices.
C - Fragile and perishable materials or those consumed immediately like inkwells are not recorded.
5 - Technical Supplies Registers:
A - School Supplies Register: All school supplies such as maps, photographs,
geometry tools, and everything related to illustrative aids are recorded in it.
B - Sports Supplies Register: All sports and scouting supplies and trophies are recorded in it.
C - Laboratory Supplies Register: Laboratory materials and tools are recorded in it, especially
chemical and physical ones.

D - Nutrition Supplies Register - pertains to schools included in the nutrition program - and records all materials and tools used in nutrition, such as cooking utensils.
E - Petty Cash Register: -
1 - All monthly petty cash expenses are recorded in it as follows: -

4 - Leaves, promotions, and others are recorded in the notes field at the bottom.
G - Teachers' Observations Register - Classroom Visits - One page is allocated for each teacher to record observations about their teaching in the class, performance of duties, scientific capabilities, adaptation to the environment, and activities performed inside and outside the school, stating the date.
H - Teachers' Minutes Register - It records the resolutions of the Teachers' Council, which meets at least once a month under the chairmanship of the school principal to look into school affairs and what must be taken to raise its level and solve its problems. The minutes of the meeting are signed by the teachers.
I - Incoming and Outgoing Register - All incoming reports are recorded in the incoming section after being stamped with the school seal and having the registration number and date placed on them, then kept in private files, and notifying teachers of what concerns them for their information and signature. Similarly, every correspondence issued from the school is recorded in the outgoing section after assigning a serial number, and it must be recorded at the time without delay.
J - Book Distribution Register - This register is organized according to the issued instructions.
K - School Shop Register - Organized according to the instructions issued in the Ministry of Education letter No. 46850 dated 12/12/1954.
L - Table Tennis Account Register - Organized according to the instructions contained in the 1954 booklet.
M - Stamps Account Register - Organized as follows in schools that send letters by mail.

This Directorate receives many requests regarding approval to perform plays or hold
cinema shows. Despite the instructions you have, most of your requests are received without meeting the conditions.
Therefore, please adhere to the instructions below when submitting requests in this regard.
In the event of a request to hold a theatrical performance:
1- The request shall be submitted via a letter addressed to this Directorate - School Activities, mentioning
the name of the play, its author, and the date, hour, and place of its performance.
2- Two copies of the ceremony program and two copies of each play, poem, or speech to be delivered on stage shall be sent.
3- Mention the name of the person under whose patronage the school wishes to hold the ceremony.
4- Four tickets shall be sent to this Directorate (School Activities) to be sent to the Security Police.
5- Please give us sufficient time to be able to contact and obtain the approvals of the competent authorities in this regard.
6- These conditions apply to plays that your schools intend to show on television, except for mentioning
the time and date, and excluding the third and fourth paragraphs above.

Based on the recommendations of the Illiteracy Eradication Books Committee in the Office of the Ministry of Education
and Teaching, we announce competitions to create concise follow-up books in the Arabic language on the following
subjects for advanced students in illiteracy eradication classes. And in the Kurdish language for similar
students in the schools of the Northern Region, provided that a single book does not exceed (50)
pages and that the books are written in an interesting style and simplified language suitable for the level of adults who
have studied for one year in illiteracy eradication classes.

It has been decided to open a training course for male and female science teachers for intermediate schools as follows :-
1- The course will be held at the College of Science for a duration of one month starting from the first of August.
2- The curriculum consists of conducting practical experiments for teaching Chemistry, Physics, and Biology.
3- The salary of the nominated male or female teacher shall not exceed forty-five Dinars.
4- Each male or female teacher shall be paid seven hundred and fifty Fils per day for food and travel
expenses back and forth, except for those on the staff of Baghdad city center.
5- The internal dormitory for students of the Elementary Teachers' House is designated for the residence of male teachers
from outside Baghdad city center. The internal dormitory for female students of the College of Arts is designated for the residence of female teachers.
6- The nominated male or female teacher must be currently teaching science
in intermediate studies and must be a graduate of a high school specialized in teaching science.
Please circulate this to school administrations and provide us with the names of male and female teachers
whom you nominate, provided that the responses reach us within a maximum period of one month from the
date you receive this letter, ensuring the nomination letter includes (name of the male or female teacher,
salary - the school where they teach science - the subjects they teach - the school
they graduated from - year of graduation). The number of nominees shall be three male teachers and one
female teacher from each district except Baghdad, where the number of nominees shall be five male teachers and four female teachers
from Baghdad city center, and eight male teachers and four female teachers from outside Baghdad city center.

We regret to inform you that the behavior of the sports teacher in your school, Mr. Hazem Ali, during
the final basketball match festival - for intermediate schools - which took place on Wednesday afternoon
corresponding to 1 / 4 / 959 at the Central Preparatory School for Boys between your school and Al-Jaafariya Intermediate School was contrary
to all game laws and their specific instructions and far from the sound sportsman spirit, as
the aforementioned person ordered his school team to leave the court and withdraw from the match without completing it, while
only a few minutes remained until its end - and the referees were making their efforts to conduct it according to the law
and in a neutral spirit. This behavior of his was evidence of disregard for sports laws and educational regulations,
which led to great resentment. While we record our deep regret for this
incident, we inform you of the following :-
1 - It has been decided to deprive your school of the second-place trophy for the Intermediate Schools Basketball Championship
because your team did not complete the competition.
2 - It has been decided to deprive your team of the second-place prizes for their withdrawal from the court without completing the match -
and we draw your attention to the fact that the Ministry will be forced in the future to deprive your sports teams from participating
in its competitions with official schools if they or those responsible for them repeat anything indicating a lack of respect
for regulations and laws and for the display of a sound sportsman spirit.
