Subject - Visits to Kuwait
The Ministry of Foreign Affairs informed us by its letter numbered C / 1217 / 1217 / 103 / 6636
and dated 10 / 3 / 1958 that the British Embassy in Baghdad suggested to
the competent Iraqi authorities to observe the following two points regarding the visit of delegations
of schools and colleges to Kuwait: -
1- That the relevant authorities prepare a program including the planned visits
to Kuwait from the beginning of the school year, provided that the program includes the number
of these delegations and the dates of the visits, and that these programs are sent to the competent
Kuwaiti authorities before the first of January.
2- That the Iraqi authorities dispatch a liaison officer to be a link between the Iraqi
and Kuwaiti authorities, to visit Kuwait before the school holidays begin
to organize the matter of these visits and to stay in Kuwait for the duration of the delegations' visit to it.
We hope you will kindly take note and circulate this to the affiliated colleges and take what is necessary
in this regard.

Intermediate and Preparatory.

Following up on our letter numbered 11621 and dated 16 / 3 / 1958.
Below are the details of the hours and the attendance schedule to be followed when applying summer hours in our schools
Intermediate and Secondary. Please inform the mentioned schools in your governorate.
Non-Double Shift Schools
⟦line⟧
1) The number of lesson hours for the three intermediate classes for boys shall be (31) periods. Thus, the two physical education hours
are deleted from the three classes. The weekly hours shall be five per day except for Wednesday, where the
periods shall be six.
2) The number of weekly hours for the three intermediate classes for girls shall be (32) periods, by deleting the two hours of
physical education and singing from the three classes, as well as one hour of drawing in each of the three
classes. The periods are distributed on the basis of six periods on Saturday and Wednesday and five on the remaining days.
3) The number of weekly hours for the fourth and fifth grades - Scientific and Literary - for boys shall be (30) thirty periods only.
Therefore, two hours of physical education periods are deleted in the mentioned classes.
4) The number of weekly hours for the fourth and fifth grades (Literary and Scientific) for girls shall be (32) thirty-two periods only.
Two hours of physical education and singing periods are deleted from each of the two fourth grades - Scientific and Literary - and the fifth Scientific.
As for the fifth Literary, the physical education hour and the drawing hour are deleted from it.
Daily periods are set at (6) six on Saturday and Wednesday and five on the remaining days.
5) The duration of the lesson is (45) minutes, and attendance times and the duration of the break between each lesson and another are as in the attached schedule.
Double Shift Schools
⟦line⟧
What is mentioned above also applies to double shift schools, taking into account the following:-
1) The section that attends in the morning is shortened continuously, and the same applies to the section that attends in the evening.
2) The lesson hours for intermediate classes for boys shall be (30) thirty periods. Two hours of physical education
and one hour of drawing are deleted from the three classes.
3) Each of the morning and evening sections for the fourth and fifth grades (preparatory for boys) as well as the three intermediate
classes (for boys) shall study during the days of the week at a rate of (5) five periods per day.
4) Each of the morning and evening sections for the preparatory classes (for girls) as well as each of the morning and evening sections
in the intermediate classes (for girls) shall study for four days at a rate of (5) five lessons and two days at a rate of (6) six lessons,
provided that the evening section periods are five when the morning section periods on that day are six.
5) Attendance begins at eight in the morning and the duration of the break is (5) five minutes, except for the third break, which is (10) ten
minutes.

Travel and Nationality Directorate has placed serial numbers on the forms of the certificates -
mentioned starting from number 175625, and nationality certificates have been issued with this
sequence starting from 17 / 2 / 1958, and serial numbers have also been placed on
duplicate copies of the certificates starting from number (1) in addition to putting the
original certificate number in writing. Accordingly, we kindly request generalizing this to all ministries

Desiring to activate the sports movement among male and female primary school students in this
province, this Governorate has established the sports stadium in Al-Bijia. To maintain this stadium,
we have decided to set the fee for every football match held in the mentioned stadium at five
dinars, excluding matches played by teams from primary, intermediate, and secondary schools and scientific

No. 1757 dated 24 / 10 / 1957 in which we had inquired about the behavior of one
of the students of the mentioned school named Ghadhban Jassim, accused before this court according to Article
167 of the Penal Code. We were forced to settle this case without waiting for the response
of the mentioned school due to its long delay. Since the work of this court requires in
most cases cooperation with school administrations to study the social conditions of delinquents in
the school, how they behave therein, and their relationship with teachers and students in all aspects, we request
circulation to all schools affiliated with your directorate to cooperate with this court in this critical
social field and not to delay their responses, as occurred in this case.

Subject - Restricting work to Iraqis

This Ministry wishes to inform you that the new Labor Law No. (1) of 1958
which will be implemented four months after its publication in the Official Gazette, has restricted
the right to practice work in Iraq to Iraqis alone, and foreign labor will find no space
for work in Iraq except within the narrow limits specified by the law. This Ministry will work
diligently and with all its capabilities to create a generation of skilled workers capable of bearing responsibility
and advancing production and the national economy to a level appropriate for it. For this purpose, it has begun
taking preliminary steps to establish a large vocational training center with the assistance of the International Labor
Office to be the first nucleus for developing competencies and refining technical talents that the country has
become in dire need of more than ever before.
The Directorate of General Labor and Social Security is currently preparing the regulations
and instructions required to facilitate the implementation of the law and has circulated to all industrial projects,
companies, banks, administrations, and public places requesting owners to prepare from now
to train Iraqis in technical work with a view to replacing foreigners after the
law becomes effective. While this Ministry supports the opinion of the aforementioned Directorate, it requests ministries
and official and semi-official departments to support it in this path by instructing
their subordinate departments to begin selecting and training the Iraqi workers they need in
technical works in preparation for entrusting them to them after dispensing with foreigners. This is with the presentation
that both this Ministry and the Directorate of General Labor and Social Security are ready
to discuss this subject and provide all possible assistance related to selecting competent elements
from Iraqis or the method of training and preparing them so that official and semi-official entities
are fully prepared to replace foreigners when the new law is put into full
implementation.
Enclosed is a copy of the public call made by the Director of General Labor and Social Security
from the radio house regarding the subject, for your kind perusal.

We request to instruct all administrations of secondary and intermediate schools in Iraq,
official and private, day or evening, to notify their students who are within
the age of liability (born 1939, 1938 and above) to report to their recruitment committees
bringing with them their census books and school certificates confirming their continued
study at any time for the purpose of undergoing examination and marking against their names
in the recruitment registers, as there is a large number among those currently evading
military service who are students of these schools, and the continued presence of the names
of these students among the evaders causes confusion in the registers and increases the number
of evaders. Furthermore, by reporting to their recruitment committees and being provided with the service book
after deferring their military service, it spares them from the violation penalty stipulated
in Article (32) of the D.L. and inform us.
