Please circulate the following to the private schools in your province, as well as to the teachers who
teach in private schools.
This Ministry has noticed a clear discrepancy between the grades given by
teachers in private schools and the grades these students obtain in the final
examinations in public schools. There is also a clear discrepancy between the grades of these teachers
in public schools and their grades in private schools. This Ministry is currently studying
the reports of these schools for the past academic year and will take the necessary measures against those who fall short.
However, we wish to emphasize the necessity of treating private school students the same as public school students,
especially since the task of graduating students from intermediate schools has become entrusted to the schools without any distinction,
whether in teaching, grade estimation, or the standards of examination papers. This Ministry
will take all necessary measures to safeguard this and will not hesitate to impose punishment on those who fall short,
in addition to depriving them of the right to teach in private schools. We also request the administrations of private
schools to monitor this, as they are primarily responsible for ensuring academic standards and the accuracy of
testing and examination procedures. The Ministry will not hesitate to apply the measures authorized by the General
Education Law. We call upon everyone to cooperate and stand together to make private schools
capable of performing the services expected of them as a pillar of the cultural renaissance in the country.

I have noticed that most of the principals of the schools I visited do not give importance to these records despite
the circulars issued in this regard, therefore I emphasized to them to observe the following points in these
records, please support me with emphasis, especially since these records are considered the primary reference for the student
after their graduation.
1- Writing information regarding the student in all fields of the page allocated to them, especially
regarding the transfer and its reason.
2- Emphasizing the presence of the student's photo in the record, stamped with the school stamp and signed with the signature of
the principal.
3- Numbering the pages of the record with sequential numbers since the school's establishment.
4- Making an index of numbers and names of students for each record at its beginning.

Please circulate the following to all primary schools, both public and private.
You must have read in the newspapers and heard on the radio about this Ministry's intention to cancel the general exams
for primary education. Since the bill to amendment the General Education Law is currently presented
to the Parliament for consideration of its legislation, we cannot know whether its legislation will be completed
this year or not. However, we would like to emphasize to all principals, teachers, and inspectors of primary schools the necessity
of observing the sound educational goal when conducting school exams, by attempting to promote students in the stages
of the first four years of primary education from one grade to another, and not keeping them in their grades except in cases
of extreme necessity and for valid educational reasons, by studying the problems of lagging students during the year,
trying to treat their problems, and investigating the causes of their weakness, provided that this is done in cooperation with the school administration,
inspectors, and parents as much as possible, to bring the largest number of students to the level where they are able
to move to the next grade at the end of the year. We expect that those remaining in their grades will only be those
who did not respond to the efforts made. We believe that if the school exerts its efforts in developing students'
abilities, adapting education to suit these abilities, and making it interesting to them, this will be sufficient to avoid many ⟦...⟧
⟦...⟧ students in their grades and overcoming difficulties. We hope that the school administration remains in constant contact and supervision
⟦...⟧ in order to be able to apply this in a manner that achieves the sound educational goal.
As for students in the fifth and sixth primary grades, we hope that the guidance and supervision

Please circulate the following to all intermediate, secondary, and vocational schools of all types /
Since the matter of graduating students from intermediate schools is currently entrusted to the schools, and given the importance of this responsibility which we believe all educators in the teaching family realize its importance and the seriousness of the results resulting from it, we expect that guidance and supervision will be precise and that the students' daily and monthly grades will be studied and consistent with reality, and that the student's record will be a true picture of his academic situation and scientific level. We are also confident that teachers are free from every influence and pressure that may be placed on them in estimating these grades, and that their guide is the student's interest and the public interest. We also hope that they will be positive in matters of examinations and tests, which must be guiding and instructional, and aim to attempt to eliminate their complexity of fear and awe by being free from intransigence and rigidity and giving sufficient opportunities for the student to show his abilities and to enable the teacher to discover his weaknesses and strengths and to benefit and avoid many of the errors of student failure ....
We found that there is a great discrepancy between the estimates of some teachers in private schools and teachers in official schools, and the final examinations for the third intermediate classes revealed this great disparity, which sometimes reaches (60 percent) and may not exceed 25 percent in most cases except rarely. There is no doubt that most of those working in teaching in private schools are also from the teaching family and from those who do not miss these observations. Therefore, we hope that the Directorates of ⟦Education⟧ Education and the administrations of these schools will pay attention to these aspects, which the Ministry will take with a serious view due to their seriousness and to safeguard general culture from defect and decay.
And the necessity
We would like to refer to the third intermediate classes in particular and the necessity of giving sufficient attention to them, as graduates of these classes are accepted into teachers' houses, schools of commerce, industry, agriculture, and home arts, as well as in public jobs, and are authorized to enter exams ⟦for admission⟧ for preparatory study, which is under consideration. Therefore, we would like to confirm to those concerned that this Ministry will not be lenient in holding the negligent accountable and taking all measures against them.

Subject - Instructions
We have noticed that some schools have not adhered to the instructions regarding the organization of transfer documents and
forms, which has led to confusion in their certification and prolonged correspondence
regarding them. Therefore, we are re-recording for you the instructions regarding the organization of the aforementioned documents, whether
the document is for transfer or for any other purpose. We request that this be followed with all precision, attention, and care.
Furthermore, the administration of any violating school will be held responsible for it and liable to disciplinary
penalties.
1 - Documents must be written in ink, and the photograph must be pasted with glue. It is absolutely prohibited to use
pins or clips. No more than two stamps may be cancelled at once. The photograph and stamp
must be stamped with the school seal and signed by the responsible official himself,
provided that his name is mentioned under the stamp explicitly and clearly, and it must also be signed by
the clerk with his name also mentioned.
2 - Documents must be addressed to a specific party, and they may not be addressed to (To Whom
It May Concern) under any circumstances.
3 - Students may not be provided with final exam grades for the terminal classes
for the primary, secondary, and intermediate studies before the date of their abolition, which is
the year 55/1956. Rather, the grades of the last general examination (Baccalaureate)
in which the student failed may be mentioned. However, if the student fails the school final examination,
his school grades may not be recorded; rather, it is sufficient to indicate that he failed in
the school averages and did not participate in the general examination.
4 - A student who is provided with a transfer document to another school severs his relationship with his original school.
His original school may not provide the transferred student with any document, whatever its
type, except in one case: the loss of the document, on the condition that the approval of
the Director of Education is obtained to provide the student with a second document as a lost replacement, and the number
and date of approval must be indicated on the document.
5 - Grades for letters are listed in their designated places in the table, and a line is placed in
the blanks as indicated by the academic year for each year. If the grades are transferred from another
school, the name of the school is also mentioned. As for classes in which grades are not listed, a
large ( X ) is placed filling the entire blank. If the student is in the
third class and has participated in the entrance exam and passed, it is mentioned that he took the entrance exam
and passed, because it is obvious that he has passed the school exam for the third intermediate class.
6 - No document may be organized except after referring to: first, the General Register; second,
the Grade Register; third, the student's file. From reviewing these three registers, the student's name,
photograph, class, and academic year are verified, as well as whether he completed, failed, or passed, and the reason for failure (illness
or failing), the number of years of failure, and whether he was previously provided with a document or documents or
not. All this information must be taken from these three registers in a correct
and accurate manner that leaves no room for doubt.

A - The full name of the school shall be written.
B - The entity to which the document is to be addressed shall be written.
C - The student's name, grade, and whether the exam is General or School, the academic year,
and whether they passed, completed (makeup exam), or failed, and whether the success or failure was in
the first or second session shall be written.
D - The number and date of the document by which the student was transferred to the school shall be written, for example, admitted
according to transfer document No. (50 dated 1/8/1954) issued
from Al-Nizamiyah Intermediate School for Boys in Baghdad or in Mosul.
E - Documents previously provided to the student shall be recorded, and if not provided, the phrase
(not previously provided with documents) shall be written in front of the second paragraph, and document type means
whether the document is intermediate or preparatory.
F - The grades in which the student failed and the number of years of failure in each
grade shall be written accurately, and if the student has not failed, "did not fail" shall be written,
along with the subjects in which the student completed (makeup), their conduct, and regularity of attendance. The
date the student left the school must be mentioned, especially if the document is for transfer, but if
the document is not for transfer and the student is still attending and studying, it should be mentioned
that they are still attending and studying. Then the document is registered in a special
register for documents, and the number and date are placed on both copies of the document, as
the first copy, which has the photograph and the stamp, is sent to us with an official letter for certification.
As for the second copy, which has the photograph only, it is kept in the student's personal file.
If damage occurs to one of the documents as a result of crossing out or cancellation
or otherwise, both copies of the documents must be sent to us with an official letter for the purpose
of their destruction.

There is nothing in the secondary school regulations that allows a teacher to strike a student or expel them
from the classroom - as indicated in the school administration's letter - for such
behavior is not considered wise on the part of the teacher and is inconsistent with Article
(37) of the Secondary School Regulations No. 54 of 1954, which states the
following:-
The basis of order and discipline in secondary schools is that it should be self-imposed and based on
the student's sense of self-responsibility for managing themselves and directing their behavior in accordance with
high moral character.
Members of the teaching staff must be good role models for students in their behavior inside
and outside the school, and provide advice and guidance to create a school atmosphere characterized by cooperation,
solidarity, and diligence in work.
Therefore, the teacher should have submitted his complaint against the student to the school administration in a way
that does not make him appear as an adversary, but rather for the purpose of holding the student accountable for the attributed violations
that contravene the system, which a student living in a school community must
avoid.
If the investigation finds that one of the penalties must be imposed, the penalty should be
proportionate to the offense committed.
As for rushing to impose penalties that result in removing the student from the school community,
this is something we do not approve of, nor does it agree with the spirit of education for the aforementioned reasons. We request that
the school administration reconsider the penalty imposed on the student Muhammad al-Haj Razzaq al-Ali
and inform us.

Subject - Winter Flower Seeds.
Enclosed herewith is a list of the types of winter flower seeds, their prices, and quantities available in
the Nursery Multiplication Division at the Za'faraniya Farm, sent to us via the Ministry of Agriculture letter No.
13849 on 20 / 10 / 1958, in accordance with the letter from the General Directorate of Vocational Education No.
42860 on 25 / 10 / 1958; please review it, observe the following, and inform us: -
1- Pay attention to establishing experimental fields for various agricultural operations and planting vegetables
each in its season, fruits, timber trees, and flowers, and organizing the gardens
whether ground school gardens or in pots and planters (this is to be implemented according to the capability of each
school).
2- Benefit from this list, noting that seeds can be sent via
mail or by other means.
3- The buyer shall bear the postage or transport fees and the price according to the sales list, and send
the amounts to the Ministry of Agriculture, Technical Affairs Department.
4- The minimum quantity that can be sold is four grams per type, and the prices of paper bags
shall be added to the seed prices.

1 - Merging the Student Health Eye Clinic with the Central Student Health Clinic and considering all employees
and workers of the Student Health Eye Clinic as part of the staff of the Central Student Health Clinic.
2 - Establishing a maternity and childhood care center in Al-Kureiyat under the name (Maternity and Childhood Care Center
in Al-Kureiyat - it shall be linked in all aspects to the Directorate of Maternity and Childhood Care.

The film library of the Illustration Media Center is ready to lend films, filmstrips
and slides to all schools and cultural institutions affiliated with the Ministry of Education
in Baghdad and beyond, in order to benefit from them as much as possible according to the following conditions.
1 - It is not possible to borrow more than three educational cinema films or five filmstrips or three sets
of slides at one time.
2 - The loan period shall not exceed more than one week starting from the date the films reach the
borrowing party.
3 - Please select film titles from the center's film guide. Their recorded numbers must also be mentioned
beside them.
4 - The films must be screened by a specialized person for the purpose of using them correctly and he shall be
responsible for them and shall preserve them from any damage during the period they remain with you.
5 - Requests for borrowing should reach us from the Province's Education Directorate one week before the date

6- Please do not repair any film when a break occurs, regardless of its type, as this is <del>our specialty</del> our specialty. Please also inform us of any break or damage when returning the films to us, stating the reason.
7- The center apologizes for not sending <del>the films</del> the films for another batch if it has not received the previous batch
from the same borrowing entity within the specified time limit, as this affects the
requests of other institutions and limits their benefit from them.
8- The person responsible for the screening is requested to fill out the form attached to the films accurately
and return it to us with the films.
9- Requests should be sent to the following address:

Following the above instructions will help us distribute the films in a regular and effective manner
that ensures all schools benefit from using them in all parts of the Republic.
