We list below paragraphs 1 to 6 of the decision of the Council of Education taken in its twenty-ninth session
held on Thursday 6 / 11 / 58. Please act accordingly and circulate it to all schools affiliated
to you to act accordingly.
Paragraphs
1 - Anyone considered successful in the third intermediate grade as a result of the exam or by decisions of the Council of Ministers
has the right to apply to secondary or vocational schools, and those schools must make room to accept them in all their branches
according to their capabilities.
2 - Female and male students who failed and then passed by decisions of the Council of Ministers in various grades and stages
of study have the right to remain in their previous grades if they ⟦wish⟧ to do so, and upon returning to them, they lose all
privileges of those who passed, and what applies to their classmates in their grades applies to them.
3 - Petitions of students who had requirements in the third intermediate grades for the year 54 / 55 and before were considered, and it was ⟦decided⟧
there is no objection to allowing them to enter school exams at their scheduled times and in the subjects
in which they failed. If they pass, the decision taken by the Council of Education in its
twenty-second session regarding decisions issued by the Council of Ministers concerning the advancement of failing male and female
students to higher grades shall apply to them. Given that the pressure will be great on schools at various stages
and because this Ministry suffers from a shortage of teachers, cramped ⟦premises⟧, and their inability to accommodate all students, and based
on what the public interest requires in giving the opportunity to all students wishing to complete their studies,
the Council of Education has approved the following:
A - Making attendance double-shift in schools subject to this pressure
B - Making the periods five for each daily shift
C - Making the period duration (40) minutes
D - Deleting some hours from the regular schedule
E - This decision shall be implemented according to detailed instructions left to the Directorate of General Education. (( To be continued ))

schooling extensive with various creative arts capable of expression and creation, such as drawing, sculpture,

in that is a field for creativity and escaping the shackles of slavery and tasting creative freedom so that -
students become free-willed and benefit from the flourishing culture witnessed by the engravings and decorations

First: Economic Activity - Agricultural Guidance
A - Instructions on the latest agricultural methods and on creating experimental fields for various
agricultural operations; sending circulars with recommendations on organizing, fertilizing,
irrigating, and servicing fields - planting vegetables each in its season, planting fruit and how to distribute
and sell it to student farmers.
B - Planting timber trees and flowers and organizing school ground gardens
or in basins and pots.
C - Taking care to combat harmful insects, especially the cotton worm and aphids, and enlightening
schools regarding insects, their life stages, and their harms, and knowing how to use
spraying methods and Barium Fluosilicate and treating the infected.

d - Poultry farming and production improvement regarding the hatching of chickens, ducks, geese, and other birds,
as well as caring for the breeding and improvement of their strains, and studying the improvement of animal
production such as sheep, goats, cattle, and buffalo, and identifying cattle plague and other
common animal diseases.
e - Beekeeping and guiding students in a practical, applied manner on the establishment of modern apiaries,
training on them, honey extraction and filtration, and the method of wax sheeting, packaging,
display, and distribution.
f - Interest in silkworm rearing, collecting its production, and selling it.
g - Arbor Day and interest in organizing its curricula and preparing locations for planting trees
and maintaining them.
h - Cooperative societies within the school, for example (management of school shops),
charity and helping the poor, sports and games - school theater).
Second: Physical, Mental, and Psychological Health = -
a - Combating diseases within the school regarding the conduct of collective examinations and instructing orderlies,
nurses, and health teachers (male and female) to follow up, treat, and attend to first aid
for sudden accidents within the school.
b - Caring for the school first aid kit, organizing the school pharmacy, and providing it
with necessary medicines, and assisting specialized male and female teachers by reducing their hours.
Graduates of health courses are preferred, along with working to establish health courses
for middle and secondary schools and completing the primary school course.
c - Forming health committees within the school, for example (the hygiene committee which supervises
the cleanliness of yards, classrooms, restrooms, desks, books, and students' clothes,
as well as the cleanliness of houses, streets near the school, and homes, and the health
guidance committee among residents regarding hygiene, infectious and common diseases,
and related matters, etc.)
d - Mother's Day - and educating girls on childcare and working to provide
assistance such as clothes, food, and milk to breastfeeding mothers and other
poor women, and holding festivals and parades suitable for International Mother's Day
so that the mothers and women of Iraq participate in it to raise the status of the Iraqi mother.

Third - School Nutrition

A - Improving it by involving students in distribution to assist the supervisory body.
B - Opening a training course for directors of schools included in the nutrition program under the supervision
of the Student Health Directorate, UNICEF, and the Illustration Media Center.
C - Appointing female and male nutrition inspectors, and they must participate in this course.
D - Exempting directors of schools included in the nutrition program from teaching duties.
E - Requesting the local administration and the Ministry of Interior to add funds for purchasing tools, furniture,
and nutrition supplies.
F - The nutrition materials supply committee should work with sincere desire and good intentions, which is better than

Media, and Exhibitions

A - Guiding female and male teachers under the supervision of specialists and benefiting from professors of the Institute
of Fine Arts and others, within a curriculum of responsibilities required of students,
and benefiting from teachers of vocational and arts institutes and others in the subject of sewing,
tailoring, knitting, etc.
B - Requesting female and male teachers to prepare illustration media and conduct competitions in exhibitions
prepared for that, where encouraging prizes are presented, preferring low-cost
and useful educational illustration media over others, and benefiting from specialists in the Illustration
Media Center.
C - Organizing individual exhibitions, sponsoring them, supervising them, and monitoring them accurately, as well as
unified exhibitions, encouraging the display of what students make, and punishing

the members of the educational family and strictly adhere to the recommendations and directives contained therein.

The leader began his valuable speech by revealing a fact unknown to many, which is that His Excellency
worked in the field of education; he was the first teacher who knew the problems of education and entered its arena.
It is no wonder that he gives teachers and education issues his greatest attention.
His Excellency spoke about the importance of education, saying - in essence, that we are fighting a relentless war
against ignorance and illiteracy, and while we work to raise the people's standard materially, raising
their cultural level is one of our basic goals, because educated and aware nations can
withstand shocks and disasters and cannot be defeated. The Iraqi people have been deprived
in their majority of the blessing of knowledge, and they will not be able to determine their fate unless they realize their interest and understand
their duties. Let us work to crush ignorance and spread knowledge in every corner of the homeland so that it is possible
for every citizen to contribute to the towering structure that our revolution aims for.
Then His Excellency spoke about the philosophy of the revolution and the goals of the Republic, saying in essence - that before us
is much work that was not completed overnight, and this is only a transitional stage in which we eliminate corruption
and prepare the reasons for a decent life for all citizens. In this stage, we are most in need of
unity of ranks among students. Students are the subject of our attention, and we watch their mental growth with love,
care, and sympathy; they are the builders of the future, the pioneers of the new society, and the springs of our coming happiness. Therefore,
it is important for us to work on providing all educational and entertainment possibilities and good school conditions for them all.

It is equally important to us that they rally around the Republic and its goals and be its guards, and not
allow any room for the fragmentation of their unity, the division of their ranks, or the cracking of their front. They must
now, and in this transitional stage, understand their duties and understand their mission, and we are
working to meet all their needs.
Then His Excellency spoke about the provisional constitution and proceeded to explain it, saying in substance - that
the arrangement of the articles in our provisional constitution was not in vain; we aimed to emphasize our independence
and sovereignty and to prevent any interference in our affairs first, then we emphasized that we are Arabs cooperating
with our brothers in the Arab world on cooperation and synergy in all fields second, then we are
an integrated people, Arabs and Kurds, fraternizing, in solidarity, united like a towering rock in the face of
any foreign danger, our land is one and our goals are one.
His Excellency emphasized the unity of ranks internally, and warned against conspiracies being hatched
in the dark, and called on everyone to understand this stage and to rally around their republic, which
wants all the best for them.

First - Radio and the Students' Corner
a- Use of recorder tapes to prepare radio programs
b- Recording student dialogues, short plays, appropriate poems, entertaining jokes,
attractive enthusiastic anthems, enchanting musical pieces, and school news.
c- Requesting schools to prepare these topics and inform the Directorate before recording them, and for supervisors
and female supervisors to assist specialized employees from visual aids in selecting what is appropriate.
d- Circulating to school administrations to work on encouraging this aspect for student classes that
possess such activities.
e- Directing the attention of school administrations to the necessity of interest in implementing school activity circulars
and applying recommendations and feeling responsibility toward that.
f- Directing female and male teachers to select memorizations, stories, dialogues, plays, and entertaining
jokes and competitions so that they become educational, responding to the Republic and fitting the students' levels.
g- Providing recording means, location, and a technical supervisor for that, which are (four recorders, forty
tapes, four radio-grams, a large number of Western and Eastern musical records).

Second - Acting and School Theater
A- Conducting a competition for writing plays (the duration of each should not exceed half an hour, with general female characters,
general male characters, and some including both men and women. It is preferred to limit the number of characters to ten
at most. The best topics are social, educational, literary, and cultural, provided the dialogue is
short and the language is either a colloquial style close to journalistic language, strictly colloquial, or eloquent in a
simple and attractive way that children understand, avoiding multiple scenes so that the play consists of
one act and one scene.
B- Working to find one supervisor to train students in acting and directing plays, and selecting
competent female teachers for girls' schools in the areas of Adhamiya, Kadhimiya, Karkh, Rusafa,
and Karrada. Each supervisor shall work on training them to direct student plays (at a rate of six
days for students) and the seventh day for staff and the parents of the student actors, provided they are technically linked
to one technical individual.
C- Approaching the Ministry of Education to distribute third and fourth-grade students from the Acting Department at
the Institute of Fine Arts to train schools and benefit from graduating class students in
the evening section, considering this a practical application of their studies at the Institute under the supervision of their
specialized professors.
D- Distributing plays obtained by the activity in the competition or from the acting monitor at the
Radio House to schools wishing to perform according to priority. Remaining schools may present
their own plays individually within their buildings under the supervision of the specialized male or female inspector,
and conducting competitions between regional schools, provided a unified party is held at the end of the year by
first-class schools in the Baghdad regions. Other plays will be utilized by broadcasting them
from the television station or the Radio House.
E- Electing administrative committees from male and female school principals to manage various types of parties
under the supervision of the inspector and inspectors mentioned above, and to prepare acting halls, tickets,
and other acting requirements.
Third - Cinema, Television, and the Cultural Unit
A- Directing students to see suitable films in halls designated by the educational bodies.
B- Sending mobile cinemas from the Cultural Unit and the Center for Illustration Aids to schools
to screen suitable films.
C- Benefiting from male and female teachers who have passed the illustration aids course to operate
cinema projectors available in schools and distributing the projectors available in the Cultural Unit center.
D- Working on linking the Cultural Unit in the Directorate and printing a catalog of the films it possesses,
and requesting the Illustration Aids Center to print what it has.
E- Focusing on preparing television programs by the schools.
F- Organizing meetings for educational bodies alone or with students and their parents to benefit
from model lesson curricula or appropriate ceremonies.
Fourth - Clubs and Halls
A- Opening clubs for boys and girls separately as a means of moral and physical refinement
and recreation during leisure time, and using some model or suitable schools
in Baghdad areas as clubs after school hours.

b - Registering the names of male and female student participants with low subscription fees to motivate them to
continuous attendance and obedience to regulations.
c - Managing the clubs by creative and competent personnel in exchange for lectures paid for similarly to evening
schools and literacy campaigns.
d - Preparing sports, cultural, artistic, social, and economic teams within the club.
e - Encouraging hobbies and spreading them among students, such as photography, drawing, poultry farming, beekeeping,
silkworm rearing, and stamp collecting... etc. ⟦line⟧
f - Benefiting from the capabilities of some vocational institutes and suitable schools due to the presence of
radio, television, radiogram, and some entertaining games they have.
g - Managing the halls existing in schools or belonging to the local administration to benefit from them for
acting, speech-making, and special parties.
h - Obtaining the Mutasarrifate's approval to link all local administration halls to this directorate to benefit
from them directly.
Fifth - Anthems and Music
a - Dividing Baghdad into five regions whose male and female teachers attend centers to be trained on the following
anthems (Allahu Akbar - Iraqi Youth - Iraqi Republic - The Struggle - Al-Futuwa -
The Arab Uprising)
b - Printing these anthems and notifying schools of them, and training the choir of Al-Ma'mouniya School
or others, and recording them on tape, preferably on discs as well, so schools can buy them
to teach the melody accurately.
c - Collecting musical instruments in a location designated by the Directorate.
d - Working on forming a musical band for all of Baghdad, composed of students from various schools, and
Mr. Saeed Shabo, Supervisor of Anthems and Music, shall train them.
e - Training school students on playing drums and cymbals for the purpose of unifying the marching
scouting and others.

Please note the following points :-
1- Paragraph (c) of Article One of the instructions attached to our letter referred to above,
refers to everyone who registered and attended, regardless of the duration of their attendance, and absences shall not be considered.
2- What is meant by Article (5) of the aforementioned instructions are those whose results of the annual
averages preceding the ministerial examinations for the sixth and fifth preparatory classes for the year
covered by the advancement decision are not pending.

We list below the resolution of the Council of Ministers taken in its session held on 4 / 11 / 1958
and communicated to us by the Office of the Council of Ministers letter No. 5576 on 6 / 11 / 1958 for review
and action accordingly, and enclosed you will find a copy of the instructions regarding this matter.

The Council of Ministers decided in its session held on 4 / 11 / 1958 the following
In view of the harsh conditions and abnormal circumstances encountered by our student sons during their studies
in the defunct era, which affected their psyche and distracted them from their academic duties and consequently led to
their failure and deprivation from taking their natural place in the school progression.
The Council of Ministers has decided to lift the injustice from them and the harm that befell them due to the harsh
and abnormal conditions mentioned above. In addition to the resolutions issued in this regard, it has been decided to include
assistance for students who failed some subjects or failed the year, out of our keenness to provide a new opportunity for them to forge
their way as good citizens in this Republican era which requires the efforts of every individual

Followed according to the following -
1 - Failing male and female students in all grades and at various levels
of primary, middle, and secondary education, both public and private, teachers' institutes
for men and women, vocational schools, and all colleges in the academic year / 957 -
958 shall be advanced. They are considered to have passed to a higher grade.
2 - The handling of any technical or other problems that may arise from the transfer of failing students from one grade
to a higher one, and in vocational classes in colleges, is left to the University Administration regarding
the colleges affiliated with it, and to the administrations of other colleges in order to implement what was mentioned
above in the first paragraph within a maximum period of one month. It is also left to the Ministry of
Education to address the aforementioned problems for the schools affiliated
with it.
3 - All male and female students who were dismissed for political reasons or due to failure in
the defunct era shall be returned to their schools in the grades they were in.
This decision has been coupled with the ratification of the Sovereignty Council.
Instructions regarding the recent decision of the Council of Ministers
Directors of Education and all school principals are requested to observe in the application of
the decision and the clarifications listed below everything that is consistent with the interest of the male and female students
Clarifications regarding the first paragraph of the Council of Ministers decision
1 - The Council of Ministers decision does not include the following cases -
A) Failure due to cheating
B) Failure resulting from moral dismissal
C) Failure resulting from the student leaving school of their own volition and whose
relationship with the school was severed, meaning they were no longer a student during the academic year
covered by the advancement decision.
2 - The decision does not apply to external students
3 - The advancement includes all other cases except those exempted in the decision and what was mentioned in
our statement above.
4 - The decision does not include those who registered but did not attend during the year
5 - The advancement includes students who have annual averages, whether they participated in
the final exams at their respective levels or did not participate.

This critical stage of our national history requires more vigilance, caution, and solidarity
Because we are in a transition period from a bygone era to a free republican society aiming for the happiness of all citizens
And since students are the foundation stones in building the structure of the new society sought by the Republic
They must participate in this grave task and beware of being unintentionally driven toward what obstructs
the mission of the officials who are keen on their interests and the interests of the country in general. We are confident that the students' awareness
is capable of making them understand the reality of their role in construction, so they work to close their ranks and maintain
their unity so that the foreigner and his agents do not find a gap to penetrate the ranks of the people.
We emphasize that the interest of the homeland ⟦is⟧ supreme. And everyone who harms it will be held accountable. Accordingly, we ask that the following be followed:
First - Students are strictly prohibited from leaving their schools during official working hours, and administrations are
responsible, in cooperation with the teaching staff, for monitoring absences and applying regulations in this regard.
Second - Teachers are requested to stay away from bias and exposure to what incites division and contradicts the principles
of the Republic among students. And ⟦...⟧ this ministry is interested in all students' demands
the just ones and their problems, and it is persistent in answering them if they are received according to the proper procedures through the administrations of
their schools without resorting to gathering at the Ministry's office. As long as the officials -
have solved their problems and are persistent in answering all their just demands.
Third - Teachers are requested to work on unifying the students' ranks and guiding them in the right direction
that serves the Republic, through advice, guidance, and constructive work based
on cooperation, understanding, and spreading love and affection among all their students on the basis of the interim constitution
which expresses the goals of the revolution.
Fourth - We hope our students in this critical national circumstance realize their responsibilities and stay away from
everything that harms the public interest and affects the natural, calm course of affairs.
We are certain that our students realize more than others that there is a need for mature,
balanced, and positive behavior in our critical national circumstance.

Dear colleagues
Greetings <del>sincere and brotherly</del>
The new era entrusts the teacher with grave historical responsibilities,
Is it not fitting for us to rise to them and live up to the expectations of our proud people? Today, as our country has tasted
the flavor of freedom for the first time, we welcome the era of comprehensive construction and productive positive work. Our responsibility
does not end with guiding the youth in a proper scientific and moral direction. Our republican era mandates
us to work tirelessly to raise a new generation that believes in a truly free democratic life, a generation that believes
in Arab-Kurdish brotherhood, a generation that takes pride in all that is noble in our glorious national heritage...
Imperialism, having received a fatal blow on the day of our glorious revolution, will not lack a means
to deprive us - if it can - of some of our victories. So let us be fully wary of the schemes of its agents. And let us cooperate
with the closest cooperation to serve this people who provided us with the path of knowledge and light, for the time has come for our honorable
efforts to bear fruit. We have no doubt that all sincere people are in agreement on the following points:
* The necessity of strengthening and maintaining the unity of the national ranks by avoiding delving into matters that stir
disagreement among the national forces and emphasizing points that everyone agrees to support. We must avoid
narrow partisanship in our conversations inside and outside the classroom; we must advise students to respect the opinions
of others and stay away from sharp discussions...
* Strengthening our republic by every means, especially the following:
* Encouraging the People's Resistance and advocating for it among students. It would be ideal if the teacher set a good
example by joining the ranks of the resistance himself.
* Assisting our national government in its ⟦revolutionary⟧ giant steps by making the students understand the significance of
the wonderful achievements made by our republic in this short period, and urging students to observe
the regulations and laws intended to protect the republic and move it forward.
* Rallying around our inspired leader, Abdul Karim Qassim, who sets for us every day the most wonderful examples
of dedication, sincerity, and true humility. Let us take him as a role model to be followed by our rising generation.
* Let us be cautious and ignite among the students a spirit of vigilance against the rumors and lies
promoted by biased individuals aiming to confuse thoughts and discourage resolve. Let it be clear that we will not turn
a blind eye to the remnants of the defunct era who hide today behind a false veil that can deceive no one, in order
to undermine our republican system and our righteous leaders.

We are living today through the most critical stage in our modern history. Shall we not exert our efforts in what honors us and facilitates

In the Council of Ministers session held on 1 / 10 / 958, your letter No. Q. S / 2062
dated 29 / 9 / 958 regarding the cancellation of good conduct certificates for job applicants
and students in schools was read, suggesting instead an investigation into the inclinations of the job seeker
only, as detailed in the letter.
After deliberation, the Council decided to waive the requirement for a good conduct certificate and suffice with the requirement
for a non-conviction certificate only.
This decision has been ratified by the Council of Sovereignty.
