An international exhibition for children's drawings will be held in the city of Budapest (Hungary) in
the month of May 959. The Hungarian National Commission for UNESCO has extended to us
an invitation to participate in it. Given the importance of introducing Iraq to foreign circles
and the expected benefit from participating in this exhibition, we request that each district submit 8 drawings
from the best of what its male and female students have produced, provided they reach the Directorate of Cultural Relations
at the Ministry of Education office before the end of official working hours on 27 / Dec / 58.
As for the competition conditions, they are:
1- Participation is open to all children of the world whose ages do not exceed 15 years.
2- Original drawings (6), including drawing, sculpture, and ornamentation, are accepted in the exhibition.
3- Drawings are to be sent without frames. 4- No more than 3 pieces per participant will be accepted.
5- The following must be written on the back of each piece in English:
A- Participant's full name - B - Gender - C - Date of birth - D - School name
E - Subject of the drawing - F - City and country name.
6- The deadline for the materials intended for participation in the competition to reach the Directorate of Cultural
Relations at the Ministry of Education office is the end of official working hours on 27 / Dec / 58.

project, whose success is considered a good sign of the signs of the social renaissance and indicates the awareness
of individuals and those working in the fields of social service and their sound orientation towards productive work
to serve a deserving category of the people of this dear nation.

of the General Meeting held in the foyer of the Capital Secretariat
on the morning of Wednesday, 11/12/1958
The meeting was held at nine-thirty in the meeting hall in the foyer of the Capital Secretariat
in the presence of His Excellency Staff Major General Tariq Fahmi Said, Governor of Baghdad and Acting
Mayor of the Capital, Dr. Hashim Barakat, Director General of Social Affairs, and His Excellency
Bahjat al-Athari, Director General of Awqaf, and representatives of the Ministry of Education, the Social Affairs
Council, and associations concerned with social services. It was announced at the meeting that the
Social Relief Law draft (Winter Aid) has been sent to the Council of Ministers for approval and completion
of its legislative stages. In view of the approaching winter season, it was decided to begin organizing
the work and distributing duties regarding the collection and distribution of aid. Upon deliberation on the various
points raised by the attendees, it was decided to take the following steps:
First - One week is to be allocated for collecting aid and distributing it to the needy after collecting
and classifying it. It shall be called "Winter Aid Week," starting in the last week
of the current month (from 11/23/1958 to 11/30/1958).
Second - The week shall be inaugurated by His Excellency Staff Brigadier General Abd al-Karim Qasim, the Prime Minister, by delivering a speech
from the Radio and Television House.
Third - Aid is defined as cash and in-kind items, provided these items include: fabrics,
clothing,
shoes and socks,
blankets and bedding,
foodstuffs.
Fourth - Carry out extensive propaganda in newspapers, radio, and television, and through speakers in mosques
and churches, hanging banners in streets, and displaying advertisements in cinemas. The Ministry of Education
shall contribute to the propaganda for school students, and the Presidency of Baghdad University for colleges,
and targeting state employees to urge them to provide donations, and requesting the capable members of the public
to contribute what their hands can offer of those specified items.
Fifth - The following collection and distribution areas shall be designated, provided that the charitable societies listed
beside them form the committee or subcommittees to perform these duties:
1 - Karrada Area - starting from Bab al-Sharqi and south to Karrada Dakhil, Karrada Kharij, Tell Mohammed,
and New Baghdad, and is managed by the following societies:

Based on what was decided by the Council of Education in its session held on 13 / 11 / 958
<del>⟦illegible⟧</del> the following shall be applied regarding school hours -
1 - The single-shift system shall be generalized across all schools of various levels in order to allow space
for double-shift schedules and to accept the largest possible number of students, except for teachers' training institutes.
2 - One period of drawing and another of physical education shall be deleted in each of the third,
fourth, fifth, and sixth elementary grades so that the number of lessons becomes (30) periods per week
distributed at a rate of 5 periods each day, considering the lesson duration as (40) minutes and the break duration as 5 minutes,
except for the break following the third lesson, which shall be 10 minutes long.
3 - The single-shift system shall be applied in preparatory and secondary studies with the lessons remaining as they are
for boys, provided that periods are distributed at a rate of five lessons for three days and six lessons for three
other days, and the following lessons shall be deleted for girls' schools -
A - Deletion of two periods of art education and handicrafts in the first preparatory grade.
B - Deletion of one period from both sports and home economics, provided that the drawing period is unified with
the remaining period of home economics for the purpose of considering them a single subject with two periods under the name
(Art Education), in which drawing and home economics are taught in the second and third grades.
C - Deletion of a period of sports and anthem in the fourth and fifth scientific grades.
D - Deletion of a period of sports for the fourth literary grade and a period of child rearing for the fifth literary grade.
4 - The section that attends in the morning shall be dedicated to that permanently, and the same applies to the section
that attends in the evening.

The investment of (spare time) in schools in a wise educational manner has a great impact on enhancing the cultivation,
discipline, and guidance of the dear youth. For the male and female students whose fields of activity, behavior,
actions, and personal ideology are defined by classrooms, curricula, and the barriers of desks and prescribed books
which lead to boredom and weariness if left in their rigidity; they must have free and wide spaces to express
their feelings, inclinations, and the flickers of their hearts and souls, and to vent the thoughts that occur to them and the
proposals, opinions, and projects they envision to bring into the realm of action and application in a free, healthy atmosphere dominated by joy
and happiness in work and activity, cooperating with the rest of their brothers, colleagues, and peers, and guided by the opinions
and recommendations of their teachers, instructors, and mentors by resorting to them when necessary. The best opportunity to satisfy their desires
and hobbies and to release freedom for their creativity and production, and to provide them with experiences and skills they need
in their lives in school and outside it in the environment of the family and society and in the struggle of life is (spare
time) that is available during the week on the afternoons of every Monday and Thursday, every afternoon of
the school days, and on holidays including Fridays, and at noon every day in rural and country schools
with single-shift schedules. This important educational aspect (the use of spare time) for the benefit of
the male and female students to rectify their cultures and expand the horizons of their work, thinking, and activity within the limits of their personal
individual and collective efforts and impulses, and to form their integrated social personalities, has unfortunately not received
more than slight attention in some schools, and it is generally limited to some temporary sports activities
on Monday afternoons for a specific group of students who engage in competitions under the guidance of the physical education teacher alone
and by himself.

and presenting them to the students to choose what suits their abilities, inclinations, and readiness for work, each according to his desire.

Third / Distribution of male and female teachers as mentors and supervisors for these units, projects, and committees, provided that
they cover wide fields, including:
Committee for Oratory, Publishing, and Lectures
Committee for Sports, Games, Anthems, Music, and Scouting
Committee for Drawing, Art, Sculpture, and Carpentry
Committee for Gardens, Gardening, School Beautification, caring for it, and maintaining its supplies, furniture, and facilities on
the basis that they are public property.
A committee for sewing, embroidery, darning, home management, home economics, child-rearing, and raising the standard of the home -
socially and health-wise.
Committee for trips, tours, camps, studying the nature and geography of the environment, popularizing rural life, and raising its standard.
We also recommend visiting charitable institutions and encouraging students to provide aid to them.
A committee to visit village houses ⟦to enlighten them⟧ and make them understand what raises their standard health-wise, socially, and economically, and to encourage them
to follow modern methods in their home lives and methods of plowing, planting, and modern production
and selecting good seeds and irrigation methods, introducing products foreign to the environment, and eliminating obsolete methods.
A committee for poultry farming, introducing new breeds of animals and birds and seeking to acclimatize them, and for raising
silkworms, apiaries, drying fruits, and preparing milk, cheese... etc.
The field of service to the village and the countryside is wide before the village teachers, and free time is available, especially in schools
that follow a single-shift system. It is hoped that the school will be the source of emergence, radiance, guidance, and orientation
in this honorable Republican era, thus undertaking the task of leadership, guidance, and social, cultural,
health, and economic orientation, working hard to raise the level of the dear citizen in the environment in which it exists and moving
from its stagnation to a free life full of vigor and activity. The general directorates, governorates, and directorates
of education, agricultural and health circles, and rural and village revitalization centers have great capabilities to strengthen,
⟦consolidate⟧, and support the teaching staffs and students in their fields of work and activity during free time and outside
school walls, away from the restrictions of harsh regulations, books, and curricula, providing them with the money, supplies, tools,
and expertise they need. Activating this important educational phenomenon and adopting the idea of benefiting from (leisure time) according to
well-studied and mapped plans within broad and flexible frameworks has its good effects and results in freeing the teaching
staffs from states of stagnation, contraction, and atrophy by opening the field for the rising generation to work, produce, and innovate
in atmospheres, fields, and works that suit and meet their desires and passions in their souls and hearts, increasing their experience, practice, and culture,
and strengthening the results of brotherhood and the bonds of friendship between them and their brothers, colleagues, and fellow citizens. It leads to raising the level of
education, its prosperity, and its progress, making it worthy of attention, care, and appreciation. For this reason, we recommend that inspectors -
keep in mind the support and assistance of schools in their sincere efforts and struggles hoped for in this
field, wishing that their reports will ⟦come⟧ detailed regarding the extent of interest the project receives from schools, their staffs, and officials,
and the extent of success and achievement it attains.

Our blessed revolution arose to eliminate the corruption left by the defunct era, so it eliminated it
with a spirit of faith and adherence to virtue. Therefore, it calls upon the leadership of education to abide
by ministerial circular No. 5922 dated 2 / 6 / 956 regarding the appearance in which
many female students and some female teachers and instructors appear in terms of adornment, which is inconsistent with
the mission that requires proceeding according to the necessity of female students, female teachers, and instructors
possessing modesty and dignity in their appearance and adhering to correct religious manners. These matters
have been followed by many civilized nations that have directed their lives according to this upright path.
Furthermore, the necessity of this path does not only concern female students and female teachers, but also includes male students and teachers
and instructors as well. Therefore, I ask you to keep this goal before your eyes, and God is the Granter of
success.
