Books.
Referring to our letter No. 50263 dated 5 / 11 / 1958.
We list below the instructions regarding the loaning of new textbooks to exempt students, specifically
poor students, children of retirees, students in internal departments, and children of employees whose
salaries are less than (50) Dinars, as stipulated in the first paragraph of the Education Council decision
taken in its twenty-seventh session held on Monday, 3 / 11 / 1958 -
conveyed to you in our letter No. 50263 dated 15 / 11 / 1958.
1- Administrations of Intermediate and Secondary schools, Teacher Training Institutes, and Agricultural, Industrial,
Commercial, and Home Arts schools must loan new books to the exempt students covered by the text of the aforementioned decision
according to official lists in accordance with the instructions regarding this matter, and they must
also urge them to preserve them in the manner they deem sufficient for that, and every student shall be fined the full price
if his loaned book is lost or torn.
2- School administrations must stamp the loaned textbooks with the official stamp in at least
three places, provided that the competent official responsible for signing signs each stamp and marks
the dates of the loan on them.
3- Cancelled books that were previously provided to exempt students at the beginning of the school year
under previous instructions are not to be recovered if they were replaced by new prescribed books, nor shall
the price of the books be returned to the students if they had purchased them and their prices were paid to the treasury.
4- If the student to whom the textbooks were loaned is transferred to another official school, then
what was loaned to him must be recorded in the transfer document, and the school he is transferred to must recover them from him at
the end of the school year. However, if he is transferred to a private school, they shall be returned from him in the first year if
they are new, and given to him for free if they were used in the second year.
5- A failing student who was loaned books in the second year shall not be equipped [with new ones], and the loaned books shall be considered
his property, provided that he signs in the relevant lists if he has not been equipped with other
prescribed new books.

This ministry wishes for (Library Activity) to be among the cultural activities you work on, provided that
it is completed according to the following principles: -
1- Establishing Library Week or Book Week.
A- A lecture is to be given by the librarian about the book from the date of its preparation until its release from the printing press and its circulation
among hands.
B- How to request and check out a book in public and school libraries.
C- Binding, its types, and its importance.
D- Displaying pictures about libraries, reading, and books by obtaining photographs or hand
drawings or pictures cut from some newspapers and illustrated magazines.
E- Writing and hanging written plaques by male and female teachers or students and others, recording phrases praising
the seeker of science, knowledge, the book, the library, and reading.
F- Accepting voluntary donations of books, pictures, maps, and everything that brings benefit to the library.
G- Conducting competitions for the purpose of reviving the school library.
H- Holding humorous and critical debates about the ignorant and the educated.
I- Displaying some new books and excerpts introducing the book (Book of the Month).
Visits to some school libraries and public libraries and writing reports about them.
2- Forming a library committee of some faculty members headed by the director and some students, whose aim is to organize
the library and work to encourage and develop it by various possible means and to contact through it the
public libraries and the Directorate of Libraries at the Ministry.
3- Issuing a monthly newsletter about the library in which the total number of books in the library and what books and magazines were received during the month via
gift or purchase are recorded, as well as news about the activities of the classroom library and the school library and some news
about the school and public libraries it connects with.
