I have noticed that some schools, especially the newly established ones, do not have all the tools ⟦and equipment⟧
⟦necessary⟧ for study, while some secondary or intermediate schools established before them have complete equipment
and tools. Some cooperation can occur, especially between schools close to each other, by lending the tools
or the necessary equipment for the lesson and then returning it again after use while maintaining it. In some schools there is
a physics lab, a chemistry lab, and a science and biology lab that are fully equipped, and sometimes they need to exchange some tools
and equipment, but what I have noticed in some schools - is that each lab is considered by its owner as completely independent
and that there is no need for cooperation with others or exchanging some tools or lending them again to the lab from which they were taken.
Since cooperation between nearby schools and between the labs of the same school is one of the most important matters that facilitate
the teaching of science and the conducting of experiments, therefore please cooperate between schools and labs, especially in the same
schools, as well as between secondary schools.

This Directorate will hold an oratory festival in which all intermediate and secondary schools and vocational,
private, and evening institutes in this directorate shall participate, according to the following conditions, provided that official
schools are mandatory to participate.
First - The oratory topics shall be optional, with a character that supports our beloved Republic and free from subversion,
words of discord, and division.
Second - The orator's grades shall be placed based on (performance and voice intonations - harmony of movement with meaning -

1 - Decision regarding the date of the General Conference
Given the importance of our upcoming general student conference ⟦regarding⟧ regarding the future of the Iraqi student movement
and in service of exerting more effort for preparation and readiness for the conference, and given
the students' preoccupation with exams, and for the purpose of allowing all students to carry out the years,
and for the purpose of not depriving those who intend to travel outside Iraq, the Preparatory Committee has decided to extend
the date for holding the conference to (16 - 20) next February.
(2) Decision regarding the representation ratios in the conference
The Preparatory Committee decided that the representation ratios in the conference shall be as follows:

2 - Higher Institutes shall attend with (6) six delegates only.

The Council of Education held its thirty-third session on Monday, 8 / 12 / 58, chaired by
the Director of General Education and in the presence of the Inspector General, the Director of General Administration, the Director of General
Technical Affairs, and the Director of General Vocational Education, and considered the issue of the Students' Union and took the following decisions: -
1 - The Student Union committees elected pursuant to the Council of Ministers' decision in all schools shall organize
all sports, cultural, and social activities in cooperation with school administrations and within the limits of laws
and observed regulations.
And in implementation of the Council of Ministers' decision, no other student front may practice the activities mentioned in
the paragraph above.
2 - By sports activities is meant -
a - Organizing sports teams and internal school matches in all games, provided that this is
consistent with the instructions of this Ministry in organizing sports activities.
b - Organizing scout groups and girl guide groups and their activities according to the general plan issued by the competent
department.
3 - By cultural activities is meant -
a - Holding seminars, lectures, and celebrations b - Forming scientific and cultural societies and editing
school newsletters or magazines c - Artistic and theatrical activity d - Conducting scientific trips
e - Contributing to combating illiteracy. (( All of this is done in cooperation with school administrations and their teaching staff ))
4 - By social activities is meant -
a - Establishing cooperative societies within the school and managing them
b - Contributing to the management of school clubs, libraries, and internal dormitories with their facilities
c - Providing various types of assistance to one another.
d - Contributing to social projects and services, holding honoring and acquaintance ceremonies, spreading a social
spirit, love for order and altruism, and spreading positive values and serving the public interest.
5 - The Student Union committee in each school shall elect sub-committees in cooperation with the Department of Sports, Cultural,
and Social Activity.
6 - The following do not fall within the competence of the Student Union: - a - Prescribed curricula
b - Examinations c - Duration of study d - Academic levels <del>e - Administrative affairs</del>
e - Administrative and financial affairs specific to this Ministry, knowing that they have the right to submit their recommendations in these matters
in a formal manner through the Supreme Committee of the Student Union for consideration by this Ministry, which aims

We have noticed recently that some administrations of intermediate and secondary schools
for boys have completely neglected physical education lessons when implementing the single shift, which is
a matter that leads to depriving students of education and the acquisition of physical fitness. Since the neglect of
this lesson has a significant impact on the levels of students' activity and health, therefore
please emphasize not to neglect physical education in the weekly lesson schedule.
As for group activities and extracurricular activities that usually take place in the
afternoon, the physical education teacher in the school is obliged to organize a curriculum for them involving
competitions between class teams and training for scout and rover teams and other activities
as it is part of his official duty. Therefore, please emphasize to school administrations the necessity of
monitoring and observing the progress of extracurricular activities due to its importance in creating an atmosphere
of activity and vitality and developing a group spirit among students. Dual-shift schools can
organize a curriculum to achieve this purpose as much as possible by allocating the morning time
for the activities of the evening shift teams and vice versa.

And in the desire for this guide to be a vivid image, speaking with clarity and life, of what Iraq is today as it
is on the way to achieving its most important vital rising projects and what every ministry is doing in terms of general reforms within
the scope of its duties and responsibilities, and what the local administrations in the provinces intend to achieve in order to ensure a better future
for our people in the light of the principles of the blessed revolution and the policy of the rational government of the Republic.
Desiring to achieve all these goals in a way that suits the intended purpose of issuing this guide,
I submit to your Excellency my request to mediate with the various ministries to provide us with a summary of the rising works and projects
that they intend to carry out to achieve general prosperity and to provide us with the information that we will request according to the requirements
of the nature of producing the guide, whose most important purposes are to introduce Iraq in its Republican era, as we also hope
for the provision of possible facilities to the guide's editorial board, which will conduct a tour across the country to complete
the benefit and to see the extent of the progress of our reformist revolution in all parts of our dear homeland, most importantly the works
⟦and⟧ the spread of major projects.
What prompted me to submit this request to your Excellency is the keenness to produce
the guide on its scheduled date to present it to the people as a suitable gift in the era of the blessed Republic on 14
July of the year 1959, or without your support it might be difficult to achieve this great historical effort
in the appropriate manner that we want to introduce our dear homeland in its new era under your leadership.

Paragraph (a) of Article (15) of the Secondary Schools Regulation No. (54) for the year 954 states
the following:
((The school principal shall be assigned to teach no more than six hours per week and may be exempted from
that by a decision from the Director of Education of the Province.))
In view of the large number of vacancies in our secondary and intermediate schools and to protect the interests of students and the treasury,
we recommend not exercising this right to exempt the school principal from teaching his official hours,
especially in schools that have assistants. Please inform the school administrations associated with you to act
