A large number of male and female students from Teacher Training Institutes and educational courses
for boys and girls have been distributed to many schools.
These students began actual application starting from 7 / 3 / 959, and the application will continue for a full month.
I believe it is in the public interest that you notify all primary school administrations for boys and girls to instruct the teachers
involved in application lessons regarding the necessity of attending with the student teacher and accompanying them in their lessons continuously because
of the following benefits . -
1 - If a disciplinary problem occurs inside the classroom by the student teacher and the specialized teacher is absent, who
is responsible for it.
2 - The presence of the original teacher ensures the progress of the lesson and that the lesson time is not wasted by the student teacher.
3 - The original teacher monitors the implementation of the lesson plan so that it does not falter on one hand, and guides and directs the student teacher on the other
hand.
4 - Some teachers often complain after the end of the application that their class has become weak because the student teachers
did not benefit the students .. etc. If the original teacher accompanies the student teacher during the application, we cut off the root
of this complaint.

no direct approach by you shall be made to the Ministry's office, as the opinion of the Director of Education is necessary to solve
these problems and assist in their completion.

We wish to inform you that this Ministry has allocated an amount of (150) Dinars as first and second prizes for drawing five posters
expressing some of the goals of our eternal revolution. An amount of 20 Dinars has been allocated to the first-place winner for each design and 10 Dinars
to the second-place winner. The competition shall be evaluated according to the following conditions :-
1- The design shall be about one of the attached topics.
2- The design shall be drawn on a board with dimensions of approximately 70 cm / 100 cm.
3- The number of colors in the design shall not exceed five.
4- The design shall be simple, understandable, and free from minute details and complexity (
to allow us to print it via silk screen.
5- The design shall leave sufficient space for writing the necessary words in the area decided for drawing according to
the symmetry and balance of the board.
6- The participating artist must attach with his design some information about himself and his work.
7- A participant may contribute to more than one topic.
8- The deadline for receiving designs is Tuesday 31 / 3 / 959.
9- Designs are to be sent to the Audio-Visual Center at the Ministry of Education.

the work and activities of these committees, direct them, and provide us with comprehensive reports on what your province's schools achieve
in this field.

In this important period through which our beloved homeland is passing in its transition from the era of the defunct monarchy
to the era of the young Republic, where our major social process is taking place, the process of building
the new newborn society, and where we are in the process of demolishing the pillars of colonialism and its corrupt institutions
and in the process of establishing the foundations of the Republican system, in this particular period, the responsibility
of the members of the Ministry of Education and Teaching, including female and male teachers and administrators,
falls as a grave responsibility that they must contemplate and carry out to the fullest extent. It is the responsibility of guiding
the new generation in a sound manner and educating them to the fullest extent on foundations consistent with the glorious
Republican era.
The responsibility of the teaching staff is not limited to giving lessons and lecturing on what is in the books,
but rather extends beyond that to a broader task, which is guidance and direction. Colonialism is trying to
penetrate our internal front from any gap we open for it. To the extent that we are united and supportive of one another,
to that extent we deny colonialism the opportunity to penetrate our national unity. Those in charge of
education must protect the Republic, support it, defend its principles, and preserve its gains.
They must realize with conscious awareness that their first duty is to mobilize the generation so that it is capable of
performing its mission toward the dear homeland. The Ministry of Education and Teaching in this glorious era
wishes to emphasize its respect for every active teacher who performs his duty as it should be performed, and emphasizes at
the same time its firm and strict stand against anyone who tries to abuse this mission
and deviate from it. We respect all sincere elements loyal to the Republic and stand firmly and resolutely
against everyone who harms the Republic. We reward and support everyone who serves the goals of the Revolution and punish
and forsake everyone who harms these goals.

The officials in the Ministry of Education stand above whims and inclinations, confirming
that their primary goal is to gather all loyal forces around the Republic, because it is the dream
of our people for years to achieve a better life, as it is the fruit of our struggle and fight over forty
years to get rid of colonialism, exploitation, reactionism, and feudalism, and to build a dignified
and happy life.
The Ministry of Education does not believe in any kind of intellectual, ideological, or
principled fanaticism, but rather believes that all loyal elements, regardless of their various national
principles, must rally around the Republic and defend its principles. If anyone offends
these principles, the Ministry will not hesitate to direct the severest penalties against them.
This is our slogan that we call for and invite everyone to rally around it
to protect the national interest, ensure the safety of the Republic, and preserve the unity of the people.
We call upon the education family to observe what is stated in this circular of ours, and we assure them that
this Ministry is extremely keen on maintaining the scientific level, the prestige of schools,
and the dignity of the teaching profession on one hand, and that harmony, stability, and unity of ranks
prevail among the members of this family on the other hand, and that everyone feels complete reassurance as long

Text of the Letter
⟦line⟧
It has been decided that Mr. Haqqi al-Shibli, acting in inspection duties, shall perform the following ⟦line⟧.
1 — Inspection of school activities and artistic activities (Acting • Oratory • Music • Chants • Drawing
Sculpture • Handicrafts) in all secondary schools for boys and girls and teacher training institutes —
for men and women in Baghdad and the large primary schools located in the centers of provinces, districts, and sub-districts
that have intermediate schools.
2 — The mentioned inspector must submit to the Presidency of the Higher Committee for Research and Guidance everything related to the curriculum in terms of
proposals in the form of memorandums prepared by the inspector himself.
3 — The aforementioned person shall conduct a technical inspection tour during this month in teacher training institutes and in secondary schools
for boys and girls in Baghdad and its suburbs, and contact those responsible for them directly to study their important needs
and review their activities and actions and submit a technical report on them.
4 — The aforementioned person shall conduct a technical inspection tour in all southern provinces during the next month (March)
and another technical inspection tour to the northern provinces during the month of (April)
with the aim of reviewing artistic activity and school activities according to what was stated in the third paragraph above.
5 — The inspector must submit his memorandums related to the subjects referred to above in three copies, and he must also record
his observations and recommendations, if any, in the inspectors' observation logs present in every school
for the purpose of informing the school administration or the specialized teacher of them.

Since camping is a main pillar of the Rover Scouts movement, it was expected during the scouting
trips during the past spring break that the teams would set up their camps to apply the practical
aspects of roaming and scouting. However, we noticed that the teams that traveled to the city of Basra
were occupying school buildings just like the rest of the students; therefore, this directorate hopes that
this will not be repeated in the future. While it encourages these scouting trips, it envisions through them
the movement of camps to apply scientific aspects that cannot be properly applied except in camps.
