(( Text of the Letter ))
It has come to our attention that some administrations of private and foreign schools have begun to collect, as of now and from
former students, certain sums under the pretext of reserving seats for them and ensuring the fixation of their registration for the academic year
upcoming, and in the event of their failure to pay the requested sums, their names are struck from its records.
And as such a procedure is irregular and would constitute an explicit violation of the provisions of the regulations
and instructions in force. Please circularize to all administrations of private and foreign schools of various
grades that it is strictly forbidden to collect any sums not stipulated in the regulations, nor is it permissible to collect
any sums regardless of their amount during the summer vacation and on account of school installments before the start of the year
academic and the commencement of registration according to the procedures, whether for former or new students
Bearing in mind that this Ministry will take the strictest regulatory measures against school administrations that
violate this and will not hesitate to withdraw their licenses if necessary.

Many male and female teachers are still submitting requests for transfer or promotion
or salary adjustment or permission to travel outside Iraq or other requests to
this Ministry directly without your knowledge. As this is contrary to the followed procedures and a bypass
of the specialized directorates on one hand, and on the other hand, this causes confusion and delay
in the process of completing their transactions, as we must refer back to you to express your opinions on what
their requests contain. Therefore, we request that all male and female teachers be notified of the necessity to endorse
observing the sequence of reviews and correspondence, as we will disregard all requests
that arrive through channels other than the Director of Education, who must provide his views
on the requests clearly and comprehensively for all information that must be clarified

male and female teachers to follow the rules established in our circular No. 27410 on
