His Eminence, Head of the Israelite Community, Mr. Sassoon Khidhouri
May his virtue endure
Greeting and respect,
Your Eminence, we have come to your Eminence and to the Spiritual Council not in your capacity as a court according to the courts, but according to
the name and religion, linked by the spiritual religious bond to its heads and scholars, who are its guides and preserve its rights
for and against it. We are ready at any time for there to be a trial according to the principles of religion regarding the case of the ⟦two killers⟧
to be at least three times as much, and a kind of ⟦lack⟧ appeared regarding what you mentioned literally in my letter while I was waiting for the fatwa
and I received a telegram from your esteemed secretary indicating that the Spiritual Council does not have the right, but rather the court, and I was surprised by
that, God forbid that I should be among those belonging to these, as we are petitioners for your Eminence according to the religious laws
and your Eminence and the secretary carried out his wish, O Eminence, and this is for your Eminence and the Council unanimously, it is necessary to
guide them and respond to the petitioner. Praise be to God, Lord of the Worlds, and may you remain in respect:

His Eminence, the respected Head of the Israelite Community
After greetings
What is presented to your Eminence is the nature of the incidents that have befallen us in this town of ours, affecting members of our community
during this year and which are still ongoing. First, on 11 Tishrei 9704, the man named Yami Ezra went missing
for an unknown reason around the town, and on 17 Tishrei 9704, he was found slaughtered and his body had been eaten by
vermin. At that time, our local government was informed and arrested persons who were suspected
of the crime, but the result was that sufficient evidence was not available against them, so the High Court in Baghdad released them. Upon the issuance of the
acquittal verdict on one day, coinciding with 28 Ab 9704, two from our community, a father and his son named
Yaqub Yusuf and his son Yehuda, went missing while wandering in the villages adjacent to the town and near the incident that
occurred on 17 Tishrei 9704. They were found murdered. Upon the recurrence of these heinous incidents, which
make one's skin crawl, we informed the local government of this, and it began arresting those under
suspicion. However, our lives are not safe while wandering in the villages adjacent to the town. Since these
incidents recurred, no one has dared to go out even one mile. We have presented the state of terror from this town to Ramadi
and elsewhere. Since our livelihood depends on our strength, the living conditions of our children and women as a whole are in a
bad state and in great confusion. Firstly, due to the lack of livelihood for the families, and today a month has passed since we met
the authorities who brought us to this town of ours to inhabit it and perform work and obtain the sustenance of our children, our women,
and ourselves. Since your Eminence, you are the fathers of the community, we ask your Eminence to study
our situation. In truth, ⟦the situation is critical⟧, so find us a helping hand so that we can save our children and women and from
that which is surrounded by death temporarily until our interests are settled. We await your kindness and your reply,
Sir.

His Excellency the General Director of Local Products
The Respected
After greetings and respect,
The Association of My Poor City used to distribute every year
blankets to the poor for free, and it used to buy these blankets
with donations collected from generous people. This year, it has not
succeeded in obtaining what it needs of these blankets from
the market, firstly due to their scarcity and secondly due to their exorbitant price.
Accordingly, I hope Your Excellency, if possible, will order the supply of
the aforementioned charitable association with five hundred blankets from the blankets
in the possession of your directorate at the fixed price, so that it can assist the poor
with some aid during the cold season.
Please accept, Your Excellency, the assurances of my respect;
Salwa

Article Three - If it is decided after the date this law comes into force to pave the sidewalks of streets paved before the mentioned date, then
the cost of paving shall be borne by the owners of the properties located on them, each in proportion to the length of his property located on those sidewalks.
Article Two of the Amendment to the Street Paving Law No. 83 of 1926 No. (48) of 1936
- Article Four is repealed and replaced by the following:-
A - Every owner of a property located on a street or sidewalk decided to be paved is obligated to pay (25) percent of the total cost of paving
that street or sidewalk, provided that what he pays is in proportion to the length of his property on that street or sidewalk, and provided that it is not less
than the cost of paving one meter in width when the road width is two meters or more, and it shall not exceed in squares a quarter of the width
of the main street leading to it. However, if the road width is less than two meters, the property owner pays (50) percent of the total
paving cost in proportion to the length of his property on that street or sidewalk.
B - If the lower floor of the property belongs to one person and the upper floor belongs to another person, the two persons shall share the paving costs indicated
in paragraph (A) of this article, each in proportion to the length of his floor on the street or sidewalk.
C - If the street is private, its paving shall be at the expense of the owners of the properties that have the right of way in it, provided that it is distributed among them
in the manner set forth in Article 1326 of the Majalla.
Article 5 - If the Secretariat Council of the Capital decides to pave a street or construct a sidewalk on it, the Engineering Department in the Secretariat
of the Capital shall survey this street and estimate the expenses incurred by property owners pursuant to Article Four of this paving
or construction of the sidewalk separately. The Secretariat of the Capital shall then notify them to pay the first installment, which is half of what property owners
owe, within fifteen days from the date of notification, provided that the second installment of the estimated expenses is paid after completion
of the paving.
Article 6 - Every person has the right to object to the estimated area of his property and to the share of expenses required to be paid by him. This
objection is made by submitting a written petition to the Mayor of the Capital within eight days from the date of notification of the aforementioned warning.
The Secretariat Council shall consider the objection and decide on it finally.
Article 12 - If the obligated person refuses to pay his share of the expenses under this law, the Secretariat of the Capital may recover
what is owed by him in accordance with the provisions of the Law for the Collection of State Fees.
