They contain correspondence regarding marriages, divorces, civil disputes; the birthday celebrations of the Iraqi king, responses to inquires about the treatment of Iraqi Jews under Iraq’s citizenship laws, the history of Jews in Iraq, and the provision of Jewish artifacts to the Iraqi Museum. There are receipts for furniture stores and other vendors, invoices; budget allocations, deficits, and planning for various community organizations and institutions; ritual slaughtering administration, names of butchers with the numbers of animals slaughtered, names of community organization members, ledgers of payments for goods or fees, building plans, provisions for school children, concerns over hospital food distribution, blanket distribution to the poor, receptions, meetings, shipment orders, import and export of goods, the care of orphans, and a census on the number of synagogues in Baghdad in 1945 (40). There are copies of a printed text titled “Appeal to Save the Children.” Letters include: the President of the Jewish Community to the Controller of Foodstuffs in Baghdad thanking the Controller for the allotment of sugar and tea for the students at the Rahel Shamoon School; addressing complaints at the Meir Elias Hospital in Baghdad; purchasing blankets for the poor via the Poor Welfare Society; sending money rather than clothes from an importer in New York City to the poor in Baghdad since clothing costs have gone up.

As we were given to understand that there exists a quantity of second-hand blankets which are not used by the army, we decided to approach you, soliciting your valuable assistance in this matter of general welfare. I desire furthermore to bring to your kind attention that these blankets are being purchased by the Poor Welfare Society and distributed free of charge to the poor people who are enlisted on the society's register. To ensure that all these blankets are distributed properly by the said society, I venture to suggest, if you find it convenient, to appoint a deputy on your behalf to supervise the distribution. The activity of the Council and the boiling spirit of sincerity and concern in the souls of its members have instilled in us hope in the possibility of carrying out a reform that covers all aspects of the community's life. This deterioration appears clearly as we see the level of education worsening day after day, and it is no secret what effect this has on our decline. I may be able to summarize the teaching problem so that it is on the table for discussion, so I say: (1) Any attempt aimed at improving the Jewish school system must take into account two main things: first, that education must make the child the center of its attention; and second, that reform cannot be achieved except within the current teaching structure because we cannot replace it with another system that suits us perfectly. (2) Primary schools - these are considered the most important stage of the education and teaching system because they are the first to instill in the child his morals and open his perceptions about social life; and understanding this leads us with another system that suits us perfectly. To prevent this, it is necessary That the teacher be trained in how to give the student interesting tasks that he is happy to do and that help at the same time in the growth of his mind. And in order to obtain what we have pointed out; we must achieve these two steps: First, separating as much as possible from the government curriculum; second, training the teacher in a scientific way in the method of raising children. From researching the first matter, it is noted that the government curriculum prescribed in the primary stage can easily be completed in the final year or two preceding the government exam, consequently leaving four years free that can be allocated to the child for his upbringing in a more appropriate manner. As for the second matter, all primary school teachers are considered third-class who did not wish to teach except for their inability to obtain another job, so they were satisfied with their meager salary. MEIR ADVOCATE Baghdad - Second Page - Baghdad So some of the outstanding students are sent to neighboring countries to specialize in the teaching profession, and men who are familiar with the child's psychology and understand the principles of his upbringing are also brought in. This can be achieved through the Alliance Israélite and the Anglo-Jewish Association or from Egypt. It is important at the same time to double the salaries of primary school teachers, as well as to organize lectures for teachers regarding child upbringing. It is necessary to introduce into the curriculum various subjects such as music, singing, and physical exercises, because of their great benefit to the student from the moral and physical aspects. The solution, as it appears to us, to the teaching problem is limited to making the teacher understand the necessity of paying more attention than he used to to his student and not restricting himself to completing the annual curriculum set before him, and replacing his old, worn-out method by following another plan aimed at teaching the child through play. For example, teaching geography would be more appealing to the child if the teacher approached it by talking about the customs and morals of peoples and by showing them several pictures that make the subject interesting and easy for the student. All of this does not cross the mind of the current teacher, who lacks the taste and sufficient time to do it. There is another measure that may be of great benefit, which is giving the teacher an entire class instead of specific subjects to teach, so that he can organize his work, and his complete knowledge of his students helps him to raise the level of each one of them. He chooses for him, for example, the books that are suitable for him to read, thus completing the deficiency he sees in him. Schools have recently followed a policy of crowding students in their classes, so the number of pupils in a single class varies between fifty and sixty. This makes it impossible for the teacher to distribute his care to all the students, and in this case, no less than half of the class remains isolated from the activity of others. There is a word I see necessary to say about teaching the Hebrew language in schools. We, as a community, have our heritage of traditions that we must adhere to, and it is considered an unforgivable crime to eliminate them due to our inability or cowardice to continue performing their duties. As it is seen, the subjects related to the spiritual values of the Jews and which discuss the history of the Jews are completely neglected in our schools. It is difficult to find in the whole world a Jewish community that does not care about instilling Jewish history and the secrets of their religion, or does not teach the Hebrew language in its schools. Therefore, we see that it is an injustice and a wrong for the student to lose his Jewishness as is the case at present, so he loses himself and does not know where to turn in these global disturbances that surround us. Third - As for the intermediate and secondary schools, the level of education is the minimum required and they have no influence in terms of the student's upbringing, and therefore they are easier to reform than primary schools. It has been noted in recent years that the level of teaching has dropped terribly. For example, the Shamash School and the Alliance School have given very bad results in the Brevet and Matriculation exams. Here too, the deficiency is due to the teachers and directors, in addition to their failure to provide laboratories. We conclude this by summarizing what we have said. - 3 -

Child Protection Society in Iraq General Center Appeal regarding the Save the Children project The Child Protection Society in Iraq is undertaking a national, charitable, and humanitarian project called the Subscription Project to Save the Children, and Her Majesty the Exalted Queen has graciously extended her high patronage to the project. The goal of this project is to invite the public to donate voluntarily to construct a Children's Home to shelter orphans who are not more than seven years old, who lack the means of subsistence or are completely deprived of them, and to establish a shelter to care for them and for the children of mothers working during the day. This project invites us to think of the homeless children whose families have left them to suffer the hardships of life without a provider or helper, wanted by no one and pitied by none, through no fault of their own. These children are condemned to death due to the lack of institutions that care for them. The organizers of the accredited project hope to succeed in building a home for those wretched children and others who lose their families through death and remain alone in the struggle of life.
