The year 1941 has passed, and with it the month of June, which began with the catastrophe that befell our community and harmed them
materially and morally, and the effects of that disaster are still deep in the minds of the members of our community.
I do not want to dwell on the material damages that befell us, as they are clear and known to everyone, and
much has been said about them. My primary concern and the subject of this discussion is the moral damage we suffered, and among these
damages is the reduction of official government holidays, which is the subject of this letter of mine.
Rashid Ali al-Gaylani failed in early last May to reduce the official holidays
granted to the members of the Jewish community, but due to the many crisis situations in Parliament at that time,
he succeeded in achieving his goal. Consequently, an order was issued by the National Defense Government to reduce official holidays from
11 days to 5 days per year.
After the situation cleared up and things returned to normal following the fall of that oppressive regime, that order has remained
in effect until now despite the complete change in the situation. Perhaps Your Eminence or others have overlooked
this important point.
National zeal has prompted me to write this letter to compensate for a small part of the damage that befell
our community in 1941, noting that these five days include the first and seventh days of Passover, Yom
Kippur, and the first and eighth days of Sukkot, while we have to work on the two days of Shavuot and the two days of
Rosh Hashanah.
Finally, I would like to bring to Your Eminence's attention the fact that there is room to request the government to reconsider
the issue of official holidays for the Mosaic community. In any case, there is no harm in presenting the truth of the situation
extensively to the National Assembly for consideration and deliberation at the beginning of its next session, and I am
confident that the noble Assembly, if it does not restore the number of official holidays to what it was, will at least
increase them to an appropriate and reasonable number. I have high hopes that Your Eminence will look into this case
thoroughly and act in a way that brings pride to you and good to the Jewish community under your leadership. He who seeks shall find.

What is presented to your Excellency:
About two months ago, the ⟦...⟧ River destroyed the village of Baneh located in Iran ⟦...⟧
and destroyed it completely; not a single house remained without destruction. Its inhabitants were forced to flee to the lands of
Iran, and those who could not, fled to Iraq and settled in Sulaymaniyah, Halabja, Penjwin,
and other villages in Iraq. They are approximately fifty Jewish families who settled in Iraq.
When the Iraqi government learned of the catastrophe that befell them, it took pity on them and granted them residency in its lands.
Now, the aforementioned are safe in their dwellings and have begun their procedures, and they are not in need of official
assistance.
However, today His Excellency the Governor of Sulaymaniyah informed them of the issuance of the Iraqi government's order to deport them from Iraq
to Iran. A group of the notables of the town of Sulaymaniyah requested a grace period from His Excellency the Governor
for their stay in Iraq until the end of the winter season, if the Iraqi government does not accept their naturalization
with Iraqi citizenship, because the aforementioned did not come to Iraq except for a known reason, which is
the destruction of their homeland, the burning of their dwellings and homes, and the lack of refuge and shelter to live in.
Furthermore, it is now the winter season, the season of biting cold, especially the cold that
begins there due to the heavy snowfall, the likes of which does not exist in the lands of Iraq. The snow cuts off the roads
from one village to another. If the Iraqi government deports them to their lands, what is ⟦their luck/fate⟧ at the borders of
Iraq? Once they reach the borders of Iran, where will they go and where will they live,
and what will be their situation in this winter season? Your Excellency knows that wild animals
in winter do not survive without shelter; even in Iran, their livestock live inside the houses
due to the severity of the cold. How can the conscience of justice accept that these families, with their young
children, be deported to a place unfit for living, unknown, and driven to an undetermined location? When
we appealed for mercy from His Excellency the Governor, he replied that the order was issued by the government.
Therefore, in the name of the Jewish community of Sulaymaniyah and the free delegates from the people of the town of Baneh,
and in the name of human justice and the status and authority of the Jewish [leadership], we implore Your Excellency to mediate
with the Minister of Interior to accept their naturalization with Iraqi citizenship, or if that is not possible, to postpone their deportation
until the end of the winter season and keep them this winter in Iraq because, as we explained above,
their land is now covered in snow—four days [is all it takes] for the snow to cover it—and especially these afflicted people
do not have a house or a hut to take refuge in and live in. If they travel to Iran,
they must sleep in the middle of the snow and they and their children will die, and ⟦their news⟧ will reach us and nothing else.
O Excellency the President, does your Excellency's conscience accept that from among the sons of our community and our children,
fifty families—men and their children and the free members of their families—should die without shelter or refuge, in addition to
the catastrophe that befell them? Your Excellency knows that we have no sanctuary, savior, or compassionate [one]
besides the Creator, the Almighty, and then Your Excellency and the one responsible for this situation.

I have come with this letter of mine, asking and seeking a ruling from your eminence in the name of God and in the name of Moses, the one who spoke with God, peace be upon him, and the
honored Torah, and justice and fairness, as to what is. Is it permissible if a property was due to someone, which is the value of ⟦the auctioneer's brokerage⟧ from the minor

and humanity and justice from them, and he is the one named Shlomo Sassoon son of the late Ezra ⟦and Dor Hafo Hayim⟧ to him that
was not enough for my right, and due to his financial power he began to pursue us, and I adjure you by God, has anything similar to this case occurred? Issue us a ruling, and you shall be rewarded.

TO WHOM IT MAY CONCERN.
It has been noticed, during our frequent visits to
this Hospital namely "Meir Elias Hospital" that complaints of
various kinds are going on in the whole apartments of the free
admitted patients, regarding the reasonable distribution of diets
and other nourishing food, specially for the sick children. All
those concerned and authorized through the administration of the
Hospital in the liberal distribution are not, as it should be
executed, fulfilling their incumbent duties in the proper way to
the satisfaction of the patients, as specified by the good-hearted
Doctors whose well manly treatments towards the painful humanity
are greatly and forever appreciated.
This immortal and beneficent Hospital, a part of which
has been opened to accept, without prejudice, poor patients free of
charge during their long confinement until they convalesce and
restore their healthy conditions and leave this charitable Hospital.
But there is one essential point which is quite neglected in this
instance, by those who are appointed in the diet distribution.
According to the prescribed daily diet tables given by the welfare
Doctors, it came to our knowledge, through reliable source, that
nearly two thirds of the essential material, such as, sugar, eggs,
pomegranades etc. allotted to the poor invalids are absorbed by the
responsible female distributors.
In writing this report, which is not in favour of the
Hospital regarding the mal-treatment of the nourishment, we are fully
confident that the well directed organization of this Hospital is
quite ignorant of the whereabouts. We would like to stress the point
that the personal attention of all those men concerned is drawn to
the straight direction of this Hospital, and to take careful and
strict measures against these employed persons, whether they are male
or female, in the fair distribution of the necessary diets ordered
by the resident Doctors of the said Hospital and which are allotted
to the poor and free admitted invalids.
We hope that the administation concerned of this welfare
Hospital will be able to put an end to the evil conduct of all those
specialized in the diet distribution.

To Whom It May Concern
We have noticed during our frequent visits to Mir Elias Hospital that multiple violations take place
in the free department, specifically regarding the distribution of necessary food recommended by doctors for patients
in general and children in particular. Those entrusted with the task of distribution are proceeding in ways completely
contrary to what duty requires of them toward the poor patients and the implementation of the instructions of the working
doctors.
The establishment of this hospital is a very noble deed, and even nobler is allocating a section of it to accept the poor
among the patients for free and caring for them until they recover what health they lost due to poverty and disease.
But the reality of the situation came contrary to what is hoped, especially from those entrusted with distributing the amount decided by
the hospital doctors for the poor patients.
It has reached us that the nurses in charge seize two-thirds of the main foods recommended
by the hospital doctors to be dispensed to poor patients, such as sugar, eggs, rice, and other
food items.
We are confident, upon presenting this bad treatment to your attention, that the respected hospital administration
is unaware of what is happening and occurring in its various departments, and we ask the esteemed administration to
take strict and necessary measures against some of its employees, "whether they be women or men," regarding the simplest
humanitarian rules and the ones with the deepest impact on the health of the poor patients. We hope, emphasizing that the hospital
administration will work to put an end to the misconduct of those entrusted with distributing food to the hospital's poor
patients, whose violations have become clear to everyone and are no longer hidden.

We sincerely hope that you will pay great attention to this serious humanitarian matter that concerns each of us,
and intervene to save those whose health has been afflicted by poverty, and this is not a heavy burden for the zealous.
