Greetings and respect,
We enclose herewith the estimated budget for the year 46 / 947 along with the hospital staff schedule, from which
it is clear that the total estimated expenses amount to 57,738 Dinars, and the estimated revenues, excluding
the Lay Council's allocations to these institutions, amount to 51,920 Dinars. It is clear from this estimated
budget that the estimated deficit for the mentioned year amounts to 5,818 Dinars.
On this occasion, we would like to remind your esteemed council that there is an accumulated deficit on these
institutions in the amount of 6,543.537 Dinars, according to the summary of accounts submitted to you enclosed with
our letter dated 20 / 12 / 945, noting that the largest part of this huge amount resulted
during the year 44 / 945 for reasons that are not hidden from your honorable council. As the realized deficit
at the end of 30 / 9 / 944 was only 1,565.961 Dinars. We would like to emphasize that the
mentioned deficit consists of debts owed by the hospital that must be paid as soon as possible.
It is clear from the above that it is not possible to continue managing the affairs of these institutions in the
required manner if their financial situation remains in this state. We request you to kindly take this vital
issue into consideration by increasing your honorable council's allocations to the mentioned institutions so that
the estimated expenses equal the estimated revenues, as followed above, similar to the rest of the community's
institutions, so that we can manage our affairs. Our committee would be grateful if your esteemed council decides to invite
some of its members to deliberate with them on this matter.

Reference to your letter numbered 272 and dated 3/22/946 with the hospital budget attached
for the year 46/947
The Lay Council considered your above-mentioned letter at its meeting held on
4/29/946 and decided after deliberation:-
1 - Allocation of an amount of two thousand dinars (2000) for the annual grant given by the Council to all hospitals
2 - Allocation of an amount of one thousand five hundred dinars (1500) for the grant given by the Council to all hospitals
as an extraordinary allowance for the high cost of living
As for addressing the accumulated deficit and the deficit occurring at the end of this year, it cannot
be remedied from the regular budget, but rather donations can be collected for this purpose or another method found
The Council will hold a meeting at the earliest opportunity with your respected committee to deliberate on this matter.

We submit herewith the school budget books for the year 46/947 starting on the first of April 946 as organized by
our committee for your kind approval, with the request to note the following:-
1- The increments decided by this committee were limited to those eligible who did not receive any promotion in the past
year, and it refused to grant increases to those who received a promotion last year, even if they were eligible,
in order to ensure economy.
2- The committee found it very necessary to improve the conditions of those with small salaries, so it decided:-
a- To amend the high cost of living allowances paid to teachers by deleting the last grade and considering the fourth grade
(which is four dinars for those who receive less than 15 to 10 dinars) inclusive for all employees who
receive less than fifteen dinars per month. Thus, the cost of living allowance paid to them will be four
dinars instead of three and a half per month, effective from the first of April 946.
b- To amend the additional high cost of living allowances and make them one and a quarter dinars per month for all employees,
regardless of the amount of their salaries, effective from the first of April 946.
c- To add one dinar to the high cost of living allowances paid to servants, making it two dinars instead of one dinar
per month, effective from the first of April 946.
The impact of these amendments to the cost of living allowances on the total allowances paid by the community fund
to the schools did not exceed one thousand dinars, considering that the total allowances required for the schools according to these budgets
is 10,000 dinars, compared to 9,000 dinars for last year, as follows:-
