We desire that private schools of all kinds be informed of the following basic points which must be acted
upon starting from the next academic year. Please take the necessary action and inform us.
1 - Private schools must submit their staff lists before the first of September for primary schools and before mid-October
for secondary schools. It is required that these staff lists be complete such that the hours of a single teacher in
the primary staff do not exceed thirty periods per week, and that there be for each branch covered by general examinations at least one
permanent teacher whose total assigned periods do not exceed twenty-four periods in secondary schools.
2 - Private schools are not allowed to employ a lecturer from the members of the official teaching staff except after obtaining the approval of the Ministry
of Education. Also, it is not permitted to give lecturers allowed to teach more than seven hours in preparatory classes, six in
intermediate, and ten in primary.
3 - Under no circumstances is it allowed for the weekly hours given in lectures to exceed 40% of the prescribed weekly lesson hours
for each branch separately.
4 - It is required that anyone practicing teaching in a private primary school must hold a certificate from a Primary or Secondary Teacher Training School
or their equivalent. As for secondary schools, it is required to hold a high degree specializing in the subject.
5 - Teachers who do not explicitly meet the requirements of Article Four of this circular are not allowed to continue teaching
except after referring to this Ministry to state the justifying reasons and obtaining its written approval.
6 - Private schools are not allowed to occupy official school buildings (state-owned or leased), and schools that occupy such
buildings must search from now for new buildings that are suitable, meet health conditions, and are equipped with furniture and
necessary teaching supplies. Securing this aspect requires the recommendation of the school doctor and the school inspector, each in their respective field.
7 - Approvals issued for the appointment of teachers and lecturers expire at the end of the academic year.
