We are sending you herewith two copies of the forms pertaining to the staffing of private and foreign schools, requesting that you record all the information indicated therein regarding your school's staff for the 52/53 academic year and organize the school's budget for the aforementioned year after noting the following instructions with complete accuracy.
1 - The staff shall consist of male and female school teachers who hold teaching IDs and are graduates of the Primary or Secondary Teachers' Training House or its equivalent, and it is not permissible to register others in the form.
As for teachers who do not hold one of the aforementioned certificates, they are not permitted to continue teaching except after referring to the Ministry of Education to state the justifying reasons and obtaining its written approval.
2 - The same information listed in the teaching ID shall be written in the form, such as the teacher's name, their certificate, and the approvals issued for their appointment, noting that for a transferred teacher, the approval for their transfer is written instead of the approval for their appointment.
3 - All male and female teachers of national and social studies appointed by the Ministry of Education are considered part of the school staff for the year 52/53 without interference from school administrations, and no one else may be allowed to teach the aforementioned subjects.
4 - A single teacher's hours may not exceed thirty periods per week, and every branch subject to general examinations must have one permanent teacher.
5 - Private schools may not employ a lecturer from the members of the official teaching staff except after obtaining the approval of the Ministry of Education, provided that the lectures of any one of them do not exceed ten per week.
6 - The information requested at the top of the form must be written in detail and clarity, such as the school's address, its grade, the number of its classes and sections, its ownership, and whether it is for boys, girls, or co-educational.
7 - Two copies of the budget are to be written separately from the staff list according to the instructions pertaining to this matter.
8 - We hope that the staff lists and budgets reach us complete and fulfilling all the conditions explained above before the end of the day 25/8/1952.
9 - Each copy of the staff list and budget must be signed by the school principal and stamped with the administration's seal.
10 - If any school provides incorrect information or delays sending its staff list and budget beyond the specified date, it will expose itself to legal penalties, noting that we will ignore every staff list not recorded on the specific form.

Greetings
We are sending you two copies of the forms regarding the staffing of private and foreign schools, requesting that you record all information
indicated therein about your school's staff for the 1952/953 academic year and organize <del>⟦illegible⟧</del> the school budget for the mentioned year after
observing the following with complete accuracy.
1 - The staff is composed of the school's permanent teachers who hold a high degree with a specialization in the subject, and it is not permissible
to register others in the form.
As for teachers who do not hold high degrees, they may not continue teaching except after referring to the Ministry
of Education to state the justifying reasons and obtain its written approval.
2 - Each branch included in the general examinations must have one permanent teacher, and the total number of classes assigned to him must not exceed
twenty-four classes per week.
3 - Under no circumstances is it permitted for the weekly hours given in lectures to exceed 40% of the weekly lesson hours
prescribed for each branch separately.
4 - Private schools may not employ a lecturer from the members of the official teaching staff except after obtaining the approval
of the Ministry of Education, nor is it permissible to give the lecturer allowed to teach more than seven hours in preparatory classes
and six in intermediate classes.
5 - It is not permissible to record in the staffing form the name of any lecturer before obtaining the approval of the Ministry of Education, and this includes persons
assigned clerical or accounting work who are from the teaching staff or Ministry employees.
6 - The approval of the authority to which he is linked must be attached to the application for appointing a lecturer or others if the person to be appointed is an employee in a
government or semi-governmental department. If he is not so, then the necessary documents for his appointment must be attached.
7 - The required information at the top of the form should be written in detail and clarity, such as the school address, its grade, the number of its classes and sections,
and whether it is for boys, girls, or co-educational... etc.
8 - Two copies (identical) of the staff and the budget shall be written, provided that the budget is separate from the staff form according to
previous instructions on this subject.
9 - Every staff organization not organized according to these conditions or not registered in the special form will be neglected, and the school administration will be responsible
for the delay of its staff list towards this Directorate.
10 - We hope that the staff lists and budgets reach us complete and fulfilling all the aforementioned conditions before 25 / 8 / 952.

The Supreme Court, formed pursuant to Royal Decree No. 210 dated 14 / 6 / 952, met at the
eleventh hour of the afternoon on Saturday, June 21, 1952, under the chairmanship of His Excellency the President of the Senate, Mr.
Jamil al-Midfai, and in the presence of Messrs. Tawfiq al-Suwaidi, Salih Jabr, Jamal Baban, and Ali al-Sharqi, members of the Senate
and Messrs. Hassan Sami ⟦illegible⟧ al-Tatar, Antoine Shamas, Abdul Jabbar al-Tikriti, and Fakhri al-Tabaqchali, senior judges.
After reviewing the text of the Royal Decree referred to above, which includes a request for the interpretation of some ambiguity contained in
Articles thirty-six and thirty-seven of the Basic Law from the aspects approved by the Council of Ministers in
its session held on 4 / 6 / 952, as well as after reviewing the Prime Minister's memorandum containing the interpretation of the ambiguity present
in the two aforementioned articles, which is as follows " --
1) Is the representation of minorities mentioned in Article thirty-seven of the Basic Law mandatory without regard
to their number, even if the number is very small.
2) Must the representation of minorities mentioned in Article thirty-seven be based on the proportion specified in Article
thirty-six of the Basic Law. After deliberation, the following decision was issued unanimously. --
The Decision
1 -- The representation of minorities mentioned in Article 37 of the Basic Law is not mandatory without regard to their number.
2 -- The representation of minorities mentioned in Article 37 must take into account the proportion specified in Article 36 of the Basic Law.

Copy of the Decision
The Supreme Court, formed by Royal Decree No. 290 dated 31 / 6 / 1952, met at
ten o'clock on the morning of Saturday, June 21, 1952, chaired by His Excellency the President of the Senate Mr.
Jamil al-Midfai, and in the presence of the members Mr. Tawfiq al-Suwaidi, Salih Jabr, Jamal Baban, and Ali al-Sharqi from the members of
the Senate, and Mr. Hassan Sami Tatar, Antoine Shammas, Abdul Jabbar al-Tikriti, and Fakhri al-Tabakchali from the senior judges.
After reviewing the text of the Royal Decree referred to above, which involves interpreting the ambiguity in Article twenty-
two regarding the aspects approved by the Council of Ministers in its session held on 31 / 5 / 52, which are as follows:
1 - The first paragraph of Article twenty-two of the Basic Law specified the age of majority for the King as the completion of
eighteen years of age. Which year is meant by this article? Is it the Hijri, Gregorian, or others, while
noting that His Majesty was born on the morning of Thursday, 29 Muharram 1354, corresponding to May 2, 1935, and based
on this, on what date would His Majesty reach the age of majority?
2 - Is it permissible to conduct parliamentary elections at the end of the first six months of the meeting of the Chamber of Deputies for the fourth
year without the issuance of a Royal Decree dissolving the Chamber of Deputies? Or does the Chamber continue to retain its parliamentary status
until the end of the year, and it is not permissible to conduct elections during this period and before completing the second six months,
and that conducting elections during that time depends on the issuance of a Royal Decree to dissolve the Chamber first, then the issuance of a second decree to conduct
the elections? After deliberation, it unanimously decided the following: -
The Decision
1 - What is meant by the year mentioned in Article (22) of the Basic Law is the Gregorian year.
2 - It is not permissible to conduct parliamentary elections at the end of the first six months of the meeting of the Chamber of Deputies for the fourth year
without the issuance of a Royal Decree dissolving the Chamber of Deputies, as the Chamber is considered to retain its parliamentary status until the end of
the fourth year, which is November 30, and conducting elections during that time depends on the issuance of a Royal Decree
to dissolve the Chamber and conduct elections.
