1 - It has been decided that the Directorate of Education of the Liwas shall hold an oratory competition every year among secondary school students in ⟦...⟧ and to achieve this, specialized teachers
shall be elected to choose the best orator in the Liwa ⟦...⟧ who will take care of selecting topics for the delivery speeches among the students in
their schools. The Director of Education shall inform the students to deliver them to ensure their suitability and the absence of anything harmful in them.
2 - Selected speeches from the Liwas are sent to the Directorate of General Technical Affairs for auditing (Directorate of Curricula, Books, and Examinations).
This directorate must appoint the judging committee. These speeches must arrive before the fifteenth of January.
3 - The selected students, one from each Liwa, shall be sent to Baghdad on Thursday, February 14th, and shall stay
in the dormitory of the Elementary Teachers' House, and their travel and accommodation expenses shall be covered by the Ministry of Education - School Activity item -
4 - A competition ceremony will be held between these orators on Saturday, February 16th, at four o'clock in the afternoon in the hall
of the Higher Teachers' House, presided over by His Excellency the Minister of Education.
5 - Three prizes presented by His Excellency the Minister of Education shall be awarded to the first three winners.
6 - The student has full freedom to choose the topic that appeals to him, provided that he does not touch upon political issues or religious controversy in his speech.
The speech must not take more than ten minutes, and it is preferable to memorize it by heart.

1 - Botany
The most prominent aspect we noticed in the teaching of botany relates to the
practical section of it. As the hours of the practical section are limited in most cases to drawing or tracing
book pictures and some other pictures. Also, teachers are noticeably reluctant to bring plants and specimens
available to the class. It is no secret that teaching botany cannot be done without
giving extreme importance to the practical aspect. There are known experiments in each type that must be conducted
every year, and there are slides and sections that must be studied using
a microscope (microscope).
2 - Biology and Health for second and third intermediate grades
Study and teaching in them are generally good, but I noticed a distancing among
many male and female teachers from the practical aspect as well, which is the point observed in other
natural science subjects.
3 - Student Level
The most prominent point I noticed during the inspection is the weak level of first-grade intermediate
students, which is undoubtedly due to the weakness of teaching object lessons in primary schools
on one hand, and to the leniency that occurred in the general examinations for primary education at the end
of the previous academic year.
4 - Agriculture lessons in Rural Teachers' Houses
Regrettably, I noticed a very significant weakness in all agriculture and science lessons
in the Rural Teachers' Houses, and there is no doubt that this is due to the weakness of teaching in the schools of
the villages from which the students come to these schools and the failure to prepare competent teachers for agricultural
lessons.

Observations
1 - Botany

to note when establishing their staffing levels that the number of permanent teachers on the staff of
these schools should not be less than fifty percent of the total number of teachers therein, and that
the main subjects should be assigned to these permanent teachers, so that this
regulation is not issued while the mentioned schools have not prepared to implement its provisions, forcing them to suspend studies,
thereby harming their students.

Whereas the reasons previously cited by secondary and middle schools
for this Ministry's authorization of a single-session schedule, the most important of which were clung to by school principals and teaching
staff to evade duty and then settle into a state of rest which is not, in any case,
among the qualities of an educator dedicated to their profession.
This is from one perspective, and from another perspective, in a single session - even
in cases caused by the difficulty encountered by students in commuting, considering they
reside in neighboring villages - with regard to the school's effort, which is only completed through
school activity that includes the group of committees and school associations in the second part
of the session usually, especially since secondary school curricula have emphasized activities and other
extra-curricular works and practical applications in some lessons in more than one place and considered
their completion as one of the basic duties that may not be neglected or downplayed, knowing
that this neglect will paralyze student activities and limit the demonstration of their abilities in various
types of activity.
Therefore, it was decided to cancel all ministerial orders and letters issued approving
a single-session schedule, and all secondary and middle schools must follow the literal text provided
in the secondary school system from now on.

in 1949 after passing both The Brevet Elementaire and the Intermediate
Government Examinations held in June 1949, and has enrolled at The Shamash
school as a full time student in the forth form for The Academic Year
1949/50, in which he passed the Final Examination successfully.
He passed the Mid-Year Examination of the fifth form
held in January 1951.   Throughout the two years, MEIR SAITY showed himself
to be a brilliant hard working, with very good character & with special
aptitude in Physics.

With reference to the general annual report submitted to us by the inspectors of private and foreign secondary schools
No. 95 dated 30 / 6 / 1951.
Please instruct the private schools as follows:
1 - To follow the Ministry of Education's system in admitting and registering students at the specified times and the prescribed number
in each class, and to monitor that by you and inform us of every violation issued by them in this regard.
2 - Evening schools are not permitted to benefit from official school buildings and they must rent
private buildings for them.
3 - It is not permitted to assign lectures to teachers of official schools except with the approval of this Ministry, and that is in
cases where it is impossible to find permanent teachers to teach some few hours
which do not exceed seven per week.
