twenty-fourth session held on 26 / 8 / 1952, requesting its circulation to all departments affiliated with you to act accordingly.

System Amending the General Examination System No. 35 of 1942
After reviewing the amended Article 23 of the Basic Law and based on Article 13 of the General Education Law
No. 57 of 1940 and the powers delegated to us, and based on what was presented by the Minister of Education and approved by the Council of Ministers,
We have ordered the enactment of the following system on behalf of His Royal Highness the Great Regent.
Article One - Article Three of the General Examination System No. 30 of 1942 is repealed and replaced by the following:
Article Three - The general exam for primary education consists of six examinations: first in Arabic Language and second
in English Language, third in Religion and Moral and National Duties, fourth in Social Studies (History and Geography),
and fifth in Arithmetic and Measurements, and sixth in Principles of Science and Health.
Article Two - This system shall be implemented from the date of its publication in the Official Gazette.
Article Three - The Minister of Education shall implement this system.
Written in Baghdad on the eighteenth day of the month of Dhu al-Hijjah in the year 1371 and the eighth day of September in the year 1952.

Hassan al-Souri, and Mary Sevian are on the Shamash staff and are also teaching at the Frank Iny Intermediate School. The correct

We list below the text of the thirteenth paragraph of the decision of the Education Council taken at its session held
on 3 / 8 / 52 regarding the continuation of teachers and instructors in private and foreign schools -
who do not hold professional certificates, requesting its circulation to private schools and instructing them
to take the initiative to submit their staffing and budgets during the period specified in the first paragraph of the instructions
referred to.

The Council reviewed the letter of the Baghdad Province Education Directorate No. 13600 dated 17 / 6 / 52
regarding instructors and teachers of private and foreign schools who do not have professional certificates and who
were appointed before the issuance of the General Education Law No. 57 of 1940 and whom the Ministry approved at the time for
their continuation in teaching: is it permissible for them to remain after the issuance of the circular No. 11839 dated
2 / 4 / 1952 or not?
After deliberation, the Council decided that what was shall remain as it was until it becomes possible for these schools
to find instructors and teachers who are more competent among those who hold the required certificates.

1 - Some lecturers in private schools have become accustomed to leaving the lectures entrusted to them or frequent absences in
their lessons, which inevitably leads to obstructing the course of study and losing the desired benefit in raising the scientific level
of students; therefore, we request all private school administrations to be strict with lecturers in this regard
and bind them with fixed contracts that oblige them to continue delivering lectures regularly.
2 - It is noted that most private schools lack many of the illustration aids that are of great importance
in helping students understand the lesson topics, comprehend the material they are studying, and consolidate it in their minds,
especially private evening schools. Illustration aids can be obtained from the Directorate of
Curricula, Books, and Examinations at the Office of the Ministry of Education.
3 - All private school administrations, except for the Teachers' Association schools, must search for their own buildings as it
is not permitted for them to occupy official school buildings.
4 - Private school administrations should know that due to the lack of a sufficient number of teachers to meet the needs
of official schools, this Ministry does not agree to loaning teacher services to them, and they must reach agreements with
the teachers they need to ensure the regular course of study in their schools.
5 - All private school administrations must state the aspects of spending the amounts they receive via grants.
