You will find below a table for the distribution of students' ages according to their classes, we request you fill out the mentioned table
and send it by letter to this Directorate. The first field of it represents those under the age of seven, and therefore students whose
age is less than seven years, such as (kindergarten and preparatory students), please enter them in this field, the males
among them in the male margin and the females in the female margin. Those whose ages range between seven and eight such as (students of
the first and second grades) are entered in the second field, and so on for the other fields.
Note - Please take care in organizing this statistics given its importance in knowing the ages of students
in each grade; therefore, please verify the students' identity records in each grade and enter the information into the table
mentioned as soon as you receive this letter.

I have found some Arabic language teachers in secondary schools neglecting the teaching of prescribed books in grammar,
meanings, and rhetoric, despite their availability and presence in the hands of the students. They prefer books by their colleagues that are
not prescribed, so they dictate them to the students.
It is clear that in this action there are two violations. A violation of what they were forbidden from, which is dictation while books are available,
and a violation of the books they were ordered to teach. And relying on books that the Ministry of Education has not authorized for entry
into its schools or teaching with them.
So I hope that you will issue an order regarding the necessity of deviating from this path immediately and that you task the school principals with monitoring
what the teachers do before their ears and eyes and preventing them from any violation of the Ministry's orders. And the inspection
is unable to encompass every hour throughout the length and breadth of the country unless the school administrations cooperate with it in
limiting violations.

and printing rights of which are gifted to the Ministry of Education. We request that you notify the administrations of elementary schools associated with your directorate
to prohibit the circulation of forged edition copies of the Khalduniyah Reader book which lack the phrase (every copy not stamped with the stamp of
the Ministry of Education is considered forged). On this occasion, we emphasize that all schools are subject to inspection and every copy that appears in the hands
of students, the school principal and the first-grade teacher will be held responsible for it. This is with the knowledge that this Ministry has sufficient
quantities of the Khalduniyah Reader book and is ready to fulfill all requests received by it.

Emphasizing the necessity of implementing what is stated therein, we also emphasize the need to observe and implement what is stated in Article Seventeen thereof.

We have noticed that most of the teaching staffs have, in recent years, turned away from their professional duties related to preparing the lesson
and selecting it in the ideal form from its various sources, and from following up on students' written work and supervising their study
and diligence, and from participating effectively in school activities to the acceptable extent emphasized by the curricula.
Guiding students toward fruitful work in order to broaden their horizons requires full dedication and prior preparation for lesson
plans, and this aversion encountered by schools from most of their teachers is not acceptable in any case.
Therefore, because of the above, schools have become weak in their impact on the student's life, and the inability of most of them to create an atmosphere
that inspires their blossoming desire to receive all forms of knowledge and its related physical and mental activity has become clear. This is in addition
to what improvisation in delivering lessons has led to in terms of decline in academic levels, such that a mass of students failed to obtain
high averages in general examinations.
We have decided, based on the above—and as we are at the beginning of the new school year—to call attention to the necessity of rescuing
schools from a state of anxiety to a state of stability by setting the following general recommendations, which are required to be acted upon and any
other rules that the school body deems to achieve all the scientific purposes we seek for our schools:
1 - It is not permissible for the director and teacher to accept any lectures or work in a private or foreign school except after taking the opinion of this
Ministry and obtaining its written approval.
2 - The maximum amount a teacher can take in terms of lectures must not exceed seven lectures under any circumstances, and the
Director will be held accountable for any breach of this rule.
3 - Every teacher must take his share of extracurricular work that the ⟦illegible⟧ school administration finds consistent with his specialization
and capabilities, and he must participate in one or more of the school associations and committees. The school director must provide
a copy of the schedule of these activities to the Provincial Director of Education and report to him any change that occurs in them.
4 - Every teacher must encourage students—in his subject of specialization—to research and follow up, and he must guide them to the sources
available in the school library or public libraries.
5 - It is not permissible to neglect homework and class assignments, and the school director must review these assignments from time to time
to see if the teacher has carried them out to a sufficient extent.

- The teacher will be held accountable for the results obtained by his students in general and school examinations, and the principal will question him about every
abnormal case of success or failure that he allowed to occur contrary to the required scientific bases in both cases.
7 - The school is responsible for the students' proper benefit from their school day, which must be exploited during study and free periods
to the fullest extent.
8 - The school administration must encourage all students to practice school activities and prefers to leave them the freedom to choose the type of
activities.
9 - The school administration is obliged to appoint a supervisor and mentor from among the teachers for each group of school activity groups.
10 - The school principal must seek the assistance of class guides in solving student problems. The guides, in turn, must submit to him
once every two months a written memo regarding their classes' scientific, health, and disciplinary affairs with the necessary recommendation.
11 - The main problems of the school must be discussed through the teachers' council, which, in addition, must discuss
from time to time the means and steps it deems necessary to take for the sake of the students' scientific and moral benefit.
12 - The minutes of the teachers' council resolutions must be carefully recorded in a special register to be referred to by inspection bodies and other
authorities to review the effort exerted in drawing up positive plans for the school's progress.
13 - The teachers' council must review in its first sessions the general state of the school and set for each matter the appropriate solution that
it sees as consistent with the available capabilities.
14 - In addition to its primary mission of teaching students, educating them, and reforming their character, the school is responsible for nutrition
and clothing affairs and charity for the poor and the sick, and it must provide for these through school societies their necessary needs.
15 - The school may not resort to coercion and severity in disciplining students. A virtuous educator can, through wisdom and good
exhortation, enlighten his students to abandon what is harmful and approach what is beneficial.
16 - We emphasize the necessity of caring for school furniture, supplies, and other facilities, which must always remain elegant in appearance,
reflecting in their luster and good arrangement the teacher's taste and the student's manners.
17 - In order to enable our schools to undertake the burdens of school activity and school committees, we authorize through this circular the collection of
voluntary donations from male and female students as follows:
(500) fils for physical education, (150) fils for the school library, (100) fils for the school art studio, (150) fils for nutrition
and clothing affairs, (100) fils for cooperative societies.
18 - These donations are subject to the accounting instructions previously issued regarding the method of their collection and registration and the exemption percentage.
19 - These amounts are spent according to financial instructions and with the knowledge of committees elected by the students under the supervision of
class guides.
20 - The school administration must announce at the end of each month in the school newsletter and on the announcement board the amount of sums that were
collected from the students according to their classes for each period mentioned in Article (17) of this circular.
21 - The teachers' council meets at the invitation of the school principal to decide on the aspects of spending in light of the reports submitted to it by class
guides and the heads of other school committees. The school principal must publish these resolutions to the students after
naming the amount of the sum spent in each case and for each party.
22 - Everything the school collects and spends must be recorded in regular registers subject to inspection.
23 - The school principal must keep the spending documents after they are approved by him, the specialized teacher, and three students
representing any society for whose purposes the spending was made.
