I notice during my visits to private secondary schools, especially evening schools, that the administrations of ⟦...⟧ some
of these schools record only the names of the subjects in their weekly class schedules without recording in them
the names of the teachers performing the teaching of those subjects as is the custom in official schools, nor
do they have tables for the distribution of the number of hours for each of their teachers or lecturers, which makes it difficult to easily
follow up on what was stated in the instructions of the Ministry of Education regarding the limitation of lectures assigned to official teachers
by the administrations of the mentioned schools. Therefore, I see the necessity of kindly issuing a circular to them to organize those tables
properly and hang them in a prominent place in the administration room so that I can observe them when necessary.

2. Graduates of Teachers' Institutes (male and female), industrial schools belonging to the Ministry of Education, and the

General Examinations for secondary studies and without passing the special examination for external students if they are still in the teaching profession
in the Ministry of Education or other ministries; however, if they are not, they shall be treated as external students.
3. Previous graduates of the Teachers' Institute Annex or the Excellent Primary Section thereof are permitted to participate
free of charge in the General Examinations for intermediate studies and without passing the special examination for external students if they are still
in the teaching profession in the Ministry of Education or other ministries; however, if they are not, they shall be treated as external students.
4. The regulations regarding graduates of the House of Arabic and Religious Sciences (which has five years after primary studies) apply
as they do for graduates of Teachers' Institutes (male and female), meaning they are permitted to participate in the General Examinations for secondary studies
free of charge and without passing the special examination for external students if they are in the teaching profession in the Ministry of Education or other
ministries. However, if they are not teachers in the Ministry of Education or other ministries, they shall be treated as external students regarding
fees and the school examination.
5. Students of the College of Sharia who have passed the General Examination for intermediate studies and have completed a period of two years
are permitted to participate in the General Examinations for secondary studies as external students. That is, they must take the school examinations
but they are exempted from the fees.
6. Graduates of the Primary Teachers' Institute for the year 1927 are permitted to participate in the General Examinations for the purpose of obtaining
the secondary certificate.
7. Graduates of the three-year Primary Teachers' Institute (female) are permitted to participate in the General Examinations for secondary
studies, considering their certificate as equivalent to the intermediate study certificate.
8. Only teachers who have previously passed the intermediate studies
one year prior are allowed to participate in the General Examinations for secondary studies, while non-teachers are not included in this.
9. Students of the Institute of Fine Arts are exempted from examination fees and they must take the school examinations if they have not previously
taken them; however, those who have taken them are exempted from school examinations and their ministerial examination will be conducted as external students
provided they have completed the legal duration that qualifies them for that.
10. Graduates of the three-year Primary Teachers' Institute after primary studies are permitted to participate in
the General Examinations for secondary studies as external students.

The inspector, Mr. Sadiq al-Khoja, noted during his visit to your school on March 5, 1952, that a number of
unregistered external female and male students, and registered ones, are still receiving lessons at your school in some
important subjects outside official working hours for the purpose of preparing them for the (Matric) exam, as you claimed.
The aforementioned inspector also noted that Madame Metcalf is still lecturing at your school, despite the fact that we informed you
of the lack of approval from the General Directorate of Education to accept auditors, and the lack of approval from the Deanship of the College of Science and Arts for
Madame Metcalf to deliver her lectures.
From this, it is clear to us that you are neglecting the implementation of other similar instructions as well; therefore, we warn you for the last time
of the necessity to comply with the orders issued to you, or else legal measures will be taken against the school upon any future violation.

NOTES FOR TEACHERS OF ENGLISH - (5)
The meaning of a new word
In any English lesson the problem arises
of how to explain the meaning of a new word. It is ⟦sometimes⟧
thought that this should always be done in English and ⟦never⟧ in
Arabic. This is not so.
Different kinds of words should be
explained in different ways:
1. By pointing to an object or doing an action; e.g. corner
button thumb ticket touch wink shake hands etc.;
2. By showing a picture or drawing a sketch on the blackboard;
e.g. hook parachute arrow etc.;
3. By an English word or phrase already known to the pupils,
which has an e x a c t l y s i m i l a r meaning;
4. By an Arabic word or phrase which has an e x a c t l y
s i m i l a r meaning;
5. By an explanation in English, using words and sentence patterns
a l r e a d y f a m i l i a r to the pupils;
6. By an explanation in Arabic.
In preparing to teach a new passage,
teachers should give careful consideration to the question of
which method will be appropriate to each of the new words in
the passage. The following notes may be helpful:
a. Method 1. can only be used if the new word refers to a thing
that can be seen in the classroom or to an action that can
be done in the classroom.
b. Method 2. can only be used of certain nouns. It may
sometimes be possible to use models as well as pictures.
c. Method 3. can only rarely be used before the pupils have
a vocabulary of more than 1500 words. It becomes increasingly
useful after they have passed the 2000 word stage.
d. Method 4. is the method that should be most often used
in the Intermediate stage.
e. Methods 5. and 6. should only be used when none of the other
methods is possible.
N.B. Method 4. should be freely used whenever necessary. But
teachers should not translate whole sentences or groups
of sentences.
N.B. The pupils' vocabulary note-books should be seen and
corrected (in detail) by the teachers. Marks may be given
for this work. The vocabulary note-books should be
available for inspection whenever required.
