Despite repeated instructions on how to organize documents and complete the required information for each
student, from years of failure to averages, student conduct, and the like. However, we have noticed
with great regret that some school administrations are ignorant of these instructions or ignore them; therefore, we wish to remind you
of the letters issued in this regard with their numbers, dates, titles, and summaries, hoping they will be noted in the future
and implemented literally.
1) Our letter No. 16474 dated 13 / 10 / 1951 regarding the titling of documents and not neglecting to mention
the averages and writing them in Arabic, as their translation is entrusted to the Directorate of General Technical Affairs.
This letter of ours concerns intermediate and secondary schools.
2) Our letter No. 15123 dated 24 / 9 / 1952 regarding writing documents in ink on
thick paper while stating the examination number.
3) Our letter No. 558 dated 5 / 3 / 1952 regarding not exempting documents from the
stamp duty.
4) Our letter No. 19342 dated 13 / 11 / 1952 regarding writing the title of the document
of the school to which the student is transferred, and the number and date of the transfer certificate in a special register, provided that the transfer certificate is organized in duplicate, one of which
is kept in the student's file and the other is sent to the school to which he is transferred, and deciding on the matter of students who leave for a legitimate
excuse or otherwise is by them.
5) Our letter No. 10091 dated 22 / 5 / 1952 on how to organize and arrange the registers and files
for keeping documents and transfer certificates for students.
6) Our letter No. 18052 dated 28 / 12 / 1948 regarding not accepting transfer certificates
without certification, and continuing to inform recruitment offices of the names of those dismissed, those who failed, and those who left.
7) Our letter No. 10468 dated 21 / 7 / 1948 regarding informing recruitment offices of the full address
of students dismissed for the remainder of the year.
8) Note: Any school that neglects these instructions will expose itself to responsibility and punishment.

Further to our letter No. 30334 dated 27 / 9 / 1952, we clarify to you the following, requesting its circulation to
all primary schools in your province and informing us.
1- The lessons of Religion and Duties in primary grades, with the aid of texts in the curriculum, shall remain
separate in teaching from each other and are considered one lesson in the general examinations for primary education,
as well as in various school examinations for the primary grades in which these two lessons are taught.
2- The Muslim student is examined in the subjects of Religion and Duties, and the average of the student's grades in
the two subjects is their grade in the (Religion and Duties) lesson.
3- The non-Muslim student is examined in the subject of Duties only, and their grade in this subject is added to
the average of their grades in the rest of the other lessons, so the average of the two becomes the grade of the non-Muslim student in the lesson -
Religion and Duties.
4- The questions for the subjects of Religion and Duties in the general examinations will be separate from each other.

Out of our desire to standardize Iraqi and scouting flags and their dimensions in secondary, vocational, intermediate, and primary schools,
we emphasize the necessity of following the instructions listed below and implementing them from now so that they are manufactured before the arrival of the
parade dates.
1 - Iraqi flags shall be made according to the following dimensions:-
A - For secondary, vocational, and intermediate schools
Length: two meters
Width: one meter
Length of the pole: two meters and seventy centimeters.
B - For primary schools, the dimensions of the Iraqi flag shall be as listed in paragraph (A), while the pole shall be two meters
and twenty centimeters in length.
C - The flags shall be covered with a rounded yellow brass finial.
2 - The scouting flag for all schools shall be made of green fabric with a length of one and a half meters and a width of one meter, with the Iraqi Scout
emblem drawn on it, and the troop name and number written on it. As for the flag pole, its dimensions remain as they are for the Iraqi flag.

We convey to you below a copy of the memorandum from the Central Education Clinic medical office No. 211 dated
10 / 1 / 1952, referred to us by the note of the Education Health Directorate dated 10 / 4 / 1952, requesting
you to review it and send sick male or female students collectively, not individually, and that
their names be recorded in the special log for patients.

Some headmasters and headmistresses of schools have become accustomed to sending sick male or female students
to the clinic at all hours, and since this action of theirs causes disruption to our work regarding the ⟦scoping/inspection⟧
examinations, therefore I request that you kindly issue a circular to all school headmasters and headmistresses requiring the sending of
sick male and female students once per day, registered in the special patient log, and not sending them with slips
except in urgent cases.

student bus subscription cards, the necessity of submitting letters of support from their schools and presenting their school IDs to the
competent official in this directorate. The sale of these cards will begin as of 1 / 10 / 1952.
