General Power of Attorney
I, the undersigned, Farid Daoud Samra, in my capacity as Chairman of the Administrative Committee of the Jewish
Community in Baghdad, which is managing what was entrusted to the Lay Council to perform in accordance with the Law of the Jewish
Community No. 77 of 1931, pursuant to the order issued by the Ministry of Justice on
12/24/1953, number 1944, have hereby appointed Mr. Zion Shauha Gege as general agent
and authorized him in the aforementioned capacity and in my capacity as trustee over any movable or immovable property of which I am a trustee by virtue of
my aforementioned position, to act on my behalf in the following matters:-
First - To represent me and act on my behalf in any lawsuit, case, or any other official transaction before any
competent court or other official authority in the capacity of plaintiff, defendant, or any other capacity whatsoever,
and to continue that lawsuit, case, or transaction through all its stages and degrees until the final judgment is reached
therein. In doing so, he has the right to use all legal methods and reviews, both ordinary and extraordinary, and
follow up on them until the final decision is reached therein. He has the right to serve and be served with notices, to demand the oath and accept it, and to appoint
experts, arbitrators, reviewers, liquidators, and syndics, and to dismiss them repeatedly. He has the right to settle, release,
drop claims, accept arbitration, place and lift precautionary and executive seizures, and execute any judgment or deed,
and to review all legal methods regarding precautionary decisions. He has the right to imprison debtors and release them,
to grant them debt installments, to issue necessary notices and warnings, and to request my appointment as trustee over movable
and immovable endowed properties which I am entitled to be a trustee over in my aforementioned capacity.
Second - In general, in all or any of the aforementioned specifics, to draft, sign, and submit all
types of petitions, pleadings, and other necessary papers, and to delegate others for all or some of what was mentioned and authorized,
and to dismiss them repeatedly. In summary, regarding what was mentioned, he has the right to exercise all rights and powers
granted to me by the laws in force, whether mentioned or not. In witness of the above, this general power of attorney
was drafted and I signed it below.

To Mr. - Sayyid Sadiq Haider
Rabbi Sassoon Khedhouri, acting head of the Jewish community
in Baghdad, approached this court with his petition dated 2/22/1956 and numbered T 56/366, which states that Mr.
Meir Yaqub Rubin the Goldsmith had endowed his two houses under the endowment deed (waqfiyah) numbered case file
126 / 44 and dated 4/25/1945, and stipulated that the guardianship (tawliya) be for himself as long as he lives, and after him
to the head of the management committee of Meir Elias Hospital, with the head of the Spiritual Council of the Jewish community
in Baghdad as its supervisor. If Meir Elias Hospital ceases to exist, the guardianship reverts to the head of the Lay Council in Baghdad.
Since the aforementioned trustee has traveled outside Iraq and his Iraqi citizenship has been revoked,
making it impossible for him to practice guardianship, and since the aforementioned hospital has ceased to exist and there is no committee for its management, just as
there is no spiritual council for the Jewish community in Baghdad in the manner stipulated in the Jewish Community Law
No. 77 of 1931, the guardianship has therefore devolved to Mr. Farid Daoud Samra, the head of the
Jewish Community Management Committee in Baghdad, which carries out the duties entrusted to the Lay Council in accordance
with the aforementioned law, a committee formed as per Ministry of Justice order No. 1944 dated 11/24/53.
Therefore, he requests the issuance of a deed to consider Mr. Farid Daoud Samra, in his capacity as head of the Management Committee
of the Jewish Community in Baghdad, as the trustee over the aforementioned endowment. Mr. Farid Daoud Samra, in his aforementioned
capacity, submitted a petition dated 3/26/1956 supporting the request to be considered the trustee of the mentioned endowment.
This request was placed under review and the following procedures were taken:-
1- The lawyer Sion Chi-chi attended in his capacity as the general attorney for the guardianship applicant and supported his client's aforementioned petition,
and the court reviewed the general power of attorney granted to him by Mr. Farid Daoud Samra
in his capacity as head of the Jewish Community Management Committee in Baghdad, certified by the Notary Public of South Baghdad
the First, under general number 1857 and dated 5/15/1956.
2- The court reviewed a copy of Ministry of Justice order No. 1944 dated 11/24/953
which decreed the formation of a committee to manage the duties entrusted to the Lay Council in accordance with the Jewish Community Law
No. 77 of 1931 from the individuals mentioned therein, provided that they elect one of them to assume
its presidency. The court reviewed the letter from the community leadership numbered T 53/3240 and dated 11/30/
1953, which showed that Mr. Farid Daoud Samra was elected head of the aforementioned committee.

dated 1956/2/22 and numbered T 56/2662, which states that Mr. Meir Yaqub Rubin Al-Sayegh
had endowed his two houses as per the endowment deed issued under case number 44/126 dated 25/4/45
and stipulated that the trusteeship be for himself as long as he lives, and after him to the head of the management committee of Meir Elias Hospital -
and as an overseer upon it, the head of the Spiritual Council of the Jewish Community in Baghdad. If Meir Elias Hospital ceases to exist,
the trusteeship returns to the head of the Secular Council in Baghdad. Since the trustee has traveled outside Iraq
and his Iraqi citizenship has been revoked, and it is impossible to exercise the trusteeship; and since the aforementioned hospital has ceased and there is no
committee for its management, and there is no Spiritual Council for the Jewish Community in Baghdad in the manner stipulated
in the Jewish Community Law No. 77 of 1931, therefore the trusteeship devolved to Mr. Farid Daoud Samra,
the head of the management committee of the Jewish Community in Baghdad, which is carrying out the management entrusted to the Secular Council
according to the aforementioned law, the committee formed as per the Ministry of Justice order No. 1944 dated 24/11/1953.
Therefore, he requests the issuance of a deed to consider Mr. Farid Daoud Samra, in his capacity as the head of the management committee of the
Jewish Community in Baghdad, as the trustee over the aforementioned endowment. Mr. Farid Daoud Samra, in his aforementioned capacity,
submitted a petition dated 26/3/1956 supporting the request to be considered the trustee over the aforementioned endowment.
This request was put under scrutiny and the following procedures were taken:-
1 - Lawyer Sion Hayahi attended in his capacity as the general agent for the trusteeship petitioner and supported his aforementioned client's petition.
The court examined the general power of attorney granted to him by Mr. Farid Daoud Samra in his capacity as head of the committee
for the management of the Jewish Community in Baghdad, certified by the First Notary Public of South Baghdad under number ⟦illegible⟧
1857 and dated 10/5/1956.
2 - The court examined a copy of the Ministry of Justice order No. 1944 dated 24/11/1953, which decreed
the formation of a committee to carry out the management entrusted to the Secular Council according to the Jewish Community Law
No. 77 of 1931, consisting of the individuals mentioned therein, provided they elect one of them to assume its presidency. The
court examined the letter from the Community Presidency No. T 3240 dated 30/11/1953, which showed that
Mr. Farid Daoud Samra was elected president of the aforementioned committee.
3 - The court obtained two copies of the Land Registry records for the two aforementioned endowed houses, and it appeared that the first record
pertains to the house numbered 148 / 113, sequence 137 Qanbar Ali, and the second pertains to the house
numbered 150 / 113, sequence 138 Qanbar Ali, and that they are registered as an endowment of the endowments of Meir Yaqub Rubin
Al-Sayegh pursuant to the deed issued by this court numbered 44/126 and dated 25/4/1945.
4 - The court examined the endowment deed under discussion issued by this court, and it appeared that it supports
the endowment of the aforementioned Meir for his two houses numbered 148 / 113 and 150 / 113 located in the Qanbar Ali neighborhood.
Regarding the trusteeship, it was stipulated that it remain in his hands as long as he is alive, and after him it passes to the head of the committee

3 - The court brought the two Tabu registration copies for the two mentioned endowed houses, and it appeared
from them that the first registration pertains to the house numbered 148 / 113, sequence 137
Qanbar Ali, and the second pertains to the house numbered 150 / 113, sequence 138 Qanbar Ali, and that they
are registered as an endowment (waqf) of the endowments of Meir Yaqub Roubin Al-Sayegh according to the deed issued by this
court numbered 126 / 44 Sh and dated 4 / 25 / 1945.
4 - The court reviewed the endowment deed under discussion issued by this court,
and it appeared that it supports the endowment by the mentioned Meir of his two houses numbered 148 / 113 and 150 / 113 located
in the Qanbar Ali neighborhood. Regarding the trusteeship (Tawliya), it was stipulated that it be in his hand as long as he is alive, and after him
it transfers to the head of the management committee of Meir Elias Hospital under the supervision of the head of the Spiritual Council of the Jewish
community in Baghdad. If the management committee of Meir Elias Hospital is dissolved, the trusteeship transfers to the head of the
Lay (Corporeal) Council in Baghdad.
5 - The court reviewed the letter from the Travel and Nationality Police Directorate (Denaturalization Office)
in Baghdad numbered 345 and dated 2 / 13 / 1956, which confirmed that Meir Yaqub Al-Sayegh's
Iraqi nationality was revoked under number 29382.
The Decision:
Whereas it has been verified by the court that the endower Meir Yaqub Roubin Al-Sayegh was in sound health and disposal
of his two houses covered by the deed dated 4 / 25 / 1945 under file number 126 / 44 Sh -
issued by this court, and he stipulated that the trusteeship be in his hand as long as he lives, and after him it transfers
to the head of the management committee of Meir Elias Hospital under the supervision of the Spiritual Council of the Jewish community in Baghdad.
And if the mentioned hospital management committee is dissolved, the trusteeship transfers to the head of the Lay Council in Baghdad.
<del>⟦illegible⟧</del> And whereas it has been verified by the court that the Iraqi nationality has been revoked from the trustee Meir Yaqub
Roubin Al-Sayegh, the trusteeship becomes vacant due to the impossibility of him carrying out the affairs of the trusteeship only, and in this
case, the endower's condition is to be implemented such that it transfers to the head of the Meir Elias Hospital management committee under the supervision of
the head of the community's Spiritual Council. And whereas it appeared from the letter of the Jewish Community Presidency
numbered T / 2662 / 56 and dated 2 / 22 / 1956 that due to the scarcity of the community's formations
and the occupation of the mentioned hospital by the Ministry of Health, there is no longer a committee for the management of this hospital
nor is there a Spiritual Council for the community. Therefore, it necessitated the transfer of the trusteeship to the head of the Lay Council
according to the endower's condition. And since the Administrative Committee of the Jewish Community in Baghdad, which is headed by
the petitioner Mr. Farid Daoud Samra, is the one carrying out the management of what was entrusted to the Lay Council to perform

The deed was found to support the endowment of the aforementioned Mutheer for his two houses numbered 112 / 148 and 113 / 150
located in the Qanbar Ali neighborhood, and he stipulated that the trusteeship be in his hand as long as he is alive and
after him to the head of the management committee of Meir Elias Hospital under the supervision of the head of the Spiritual Council of the Israeli community
in Baghdad, and if Meir Elias Hospital ceases to exist, the trusteeship returns to the head of the Lay Council
