Based on what was approved by the Council of Education in its seventh and fifteenth sessions held on
14 / 4 / and 13 / 7 / 1970, and that the teaching of the Kurdish language in the sixth secondary grades in schools
all over Iraq and the teaching of the Kurdish language (its literature and grammar) in intermediate and secondary schools in
the Kurdish regions covered by teaching in this language at a rate of two periods per week, and for the purpose of providing
these two periods and reaching the lesson distribution schedules currently in force, it was decided as follows:
First - Intermediate Schools (Model) in the Kurdish region
First Grade
A - The religious education period is merged with the Arabic language periods and taught in one group under the name
((Arabic Language and Religion)) at a rate of (6) periods per week for girls
B - One period is deleted from the English language periods for girls
C - One period is deleted from physical education lessons and a similar one from art education lessons for boys and girls
Second Grade
A - The religious education period is merged with the Arabic language periods and taught in one group under the name
((Arabic Language and Religion)) at a rate of (6) periods per week for girls
B - One period is deleted from art education lessons for boys

Attached is a table showing the number of general middle school graduates you can accept in your schools
In addition to the industrial middle school graduates, please announce this, each according to their school, taking into account the following:-
1- Admission begins from 1 / 9 / 1970 until 15 / 9 / 1970
2- The student fills out the admission form, which can be obtained from the industrial school administration in
the governorate or from the Directorate of Education in the governorates that do not have an industrial school, and attach
the documents specified in the form.
3- Industrial schools must provide the Directorate of Education in the governorate where students
will be accepted, as well as the industrial school there, with a second copy of the admission forms.
4- Students are interviewed immediately after the end of the admission period to determine their physical fitness
for the branch they requested to specialize in.
5- Organizing a list including the student's name, birthplace, graduation year, total marks obtained
in the general exam, and the result of the interview (fit or unfit). The final total preceded
by the phrase (fit or unfit) is the basis for admission.
6- Graduates of the 1969 / 1970 academic year are preferred over others
7- Admission results shall not be announced until our final approval is obtained.
8- School principals may accept students from areas near their schools even if they are in another governorate
that has an industrial school, but is further away than this school.
9- School principals must note the departments in which they are allowed to accept students according to the attached table
10- The school principal must contact us by telephone when the number of accepted students is less than ten in any department
immediately after the end of admission.
11- Training for new students begins on 1 / 10 / 1970 according to the regulations.

Based on the requirements of the public interest, the following has been decided:-
1- Examination centers for preparatory studies for the school year 69 / 70, second session, shall be according to the attached schedule.
2- General ministerial examinations begin at eight o'clock on the morning of Tuesday, 1 / 9 / 1970, according to the schedule notified to schools in our letter No. 28995 dated 20 / 7 / 1970.

Admission Requirements at the University of Basra
For Iraqi Students for the Year 1970 - 1971
The following is required for Iraqi applicants /-
1/ The student must be Iraqi and hold an Iraqi Preparatory School Certificate certified by the Directorate of Education of
the governorate, or an equivalent certificate certified according to the rules.
2/ He must have completed the preparatory studies according to the new system. Students who passed before the academic year
69 / 1970 are not entitled to apply to the University of Basra.
3/ He must have obtained a total of 360 or above in the first attempt. Returning students are entitled to apply
to the university if their total reaches the aforementioned total (360) by calculating the grade of the subjects
in which they were re-examined as (60), and the application will be for one round only, taking into account paragraph two above.
4/ The applicant's age at the start of the academic year must not exceed 23 years for students who have not completed
military service.
5/ The applicant's age at the start of the academic year must not exceed 25 years for students who have completed military
service or paid the monetary exemption fee. The University Council has the right to exempt students who obtained a total
of (430) marks or above in admission, provided that they completed their preparatory studies this year
and according to the new system only.
6/ The student must pass the medical examination conducted by the University Medical Office.

1/ Iraqi Nationality Certificate (Original Copy)
2/ Civil Status Book, 1957 Registration (Original Copy) or Identity Card.
3/ Certificate of No Criminal Record
4/ Six recent photographs (6 x 4 cm).
5/ Any application that does not meet the above requirements will be rejected.
Special Requirements for Colleges
1/ College of Medicine.
1/ Must be a graduate of the Scientific Branch - Preparatory
2/ Must obtain in the subjects of (Zoology - Physics - Chemistry) a general average of no less than (225)
and the grade for each subject must not be less than 70%, and he must not have been re-examined in them except for postponement due to illness.
3/ The grades of other mentioned scientific subjects are added to the general total, and this serves as the basis for
ranking applicants for admission. In case of equal averages, preference is given to the one who obtained a higher grade in
the English language.
4/ The college may conduct an exam in general knowledge and English language for students nominated for admission to it.
5/ An interview is conducted before a special committee formed by the college to determine the student's fitness to study medicine.
2/ College of Engineering
1/ The student must be a graduate of the Scientific Branch - Preparatory
2/ Must obtain in the subjects of Mathematics (Solid and Analytical Geometry and Calculus) + Physics
a general average of no less than 70%, i.e., a total of no less than (140) marks, and he must not have been re-examined in them
except for postponement due to illness.

First - The method of applying to the University of Basrah:
(1) Every student from your governorate who meets the conditions is entitled to join the University of Basrah
provided that they submit the original copies of the required documents, and the admission form for the University of Basrah will not be provided
except to the student who wishes to join this university and who meets its conditions only, provided that the documents
are originals.
(2) The student who wishes to join the University of Basrah is provided with a folder containing two copies of the admission form,
two copies of the receipt of delivery, a copy of the secondary form, the activities form, and admission requirements according to
the branch (the admission forms for the scientific branch shall be white in color, and the admission forms
for the literary branch shall be pink in color, and the delivery receipt shall also be in two copies of the same color),
this applies to students who passed or are in the remedial session for this year 1969 - 1970 and according to the new system
only.
(3) The student fills out both copies of the form with the required information and shall be responsible for the accuracy of the information
as well as for the delivery receipt. The order of the student's choices on the form must match
their choices on the receipt.
(4) After the student's receipt is stamped on the photograph and certified by the signature of the school principal, one copy is placed with the student's papers
and the other copy is given to them. This receipt is considered a document in the student's hand confirming their submission of the required papers
in full to the school administration. On this basis, one must refrain from receiving any incomplete transaction regardless
of the deficiency, and any transaction that does not meet the requirements.
(5) One photograph is pasted on the first side of the admission form (and on both copies of the form, with a stamp of
denomination (50 + 20 Defense) fils placed for each copy, then certified by the school principal and the Governorate Directorate of Education,
mentioning the date of certification.
(6) The second side of the form is left blank.
(7) Please maintain the cleanliness of the form so that it is free of scratching or deletion. It is not permitted to change the names of
the colleges established by the student after the endorsement of their guardian and their signature on the form.
(8) The application period begins on 1 / 8 / 1970 and ends at the end of official working hours on 30 / 8 / 70
provided that all applications submitted to you reach us within a maximum period of ten days from the end of the application period, so that
they are classified according to the sequence of groups (from highest to lowest) and sent to us according to lists listing
the students' names with the school mentioned next to each name, and the lists for each branch shall be independent of the lists of the other branch.
(9) General admission requirements and special requirements for each college are announced for review when submitting their applications.
(10) Written in red pen on the folder of each student in the upper right corner is the word (Non-Iraqi) for non-Iraqi
students, if any, and their nationality.
(11) Application will be for one session and includes repeating students according to the stated conditions.
(12) Admission is limited to students who passed the preparatory study for this year 69 - 70 only and according to
the new system. Applications from students who passed in the "attempts" system or graduates of previous years
will not be accepted.
(13) Our directorate will not receive any folder for a new student unless it is accompanied by an official letter from the Governorate Directorate of
Education.
(14) Medical examination is conducted for applicant students after the names of candidates appear on dates specified by our directorate,
and the candidate student must present the delivery receipt while bringing three photos for the mentioned examination.
(15) The concerned students are requested to adhere to these instructions and maintain them.

Second - Instructions of the Ministry of Defense /
1/ It is prohibited to accept any student in any college or high institute after completing eighteen years of age unless he is in possession
of a military service book attached to his submitted admission papers.
2/ Students who have completed twenty-four years of age for this year may not be accepted unless they have completed mandatory service
or were exempted, excepted, or deferred from it, or paid the cash substitute. Those born in 1947 may be accepted in this
year until 12/31/1970, and they may not be accepted after this date.
3/ The General Recruitment Directorate must be informed about every student who left studies, was dismissed, or failed two consecutive years in one
class at the present time and in the future.
4/ Graduates of preparatory studies or its equivalent for the academic year 1968/1969 may not be accepted unless they have completed
mandatory service or were excepted, deferred, or exempted from it, or paid the cash substitute.
5/ Students graduating from a college or high institute during the year 1968/1969 may not be accepted into another college
or institute unless they have completed mandatory service or have been excepted, exempted, or deferred from it. There is no objection to
accepting graduates for the year 1967/1968 and before, considering them deferred from mandatory service due to their payment of
the cash substitute.
6/ Students who are graduates of high institutes or primary university colleges from this year's graduates may not be accepted
for studies to a higher level except after completing mandatory service, excluding those delegated, classified, or excepted from it.
There is no objection to accepting graduates of the year 1967/1968 and before and those who paid cash substitutes.
7/ A student may not transfer from one college or institute to another college or institute if this transfer is to an equal class
or equivalent to the class he was in, based on the repetition of his failure years in his previous class added to his failure years in his
new class.
8/ The General Recruitment Directorate is requested to confirm the completion of service, exception, exemption, or deferment from it.
9/ Paragraph three of Article sixty-one of the aforementioned law authorized the Minister of Defense to defer mandatory service
for students of colleges or high institutes continuing their studies at the time of implementation of this law (implemented on 5/17/969)
until after their graduation, regardless of their ages. Accordingly, we have no objection to proceeding for students, whether in
Iraq or abroad, currently continuing their studies in colleges or high institutes who have completed thirty
years of age until their graduation, unless they have been dismissed from study for failing two consecutive years or for any other reason.
10/ On this occasion, we would like to inform all those concerned of the provisions of paragraph eight of Article forty-nine
which stipulated the referral of those who violate the provisions of the Military Service Law and the regulations and instructions issued thereunder
among state employees to the State Employees Discipline Council for the purpose of imposing one of the disciplinary penalties stipulated
in the State Employees Discipline Law against them.
11/ Please implement these instructions as of the date of their issuance.

How to organize the admission form

1 / Forms are distributed by the Directorate of Education of the Governorate to the preparatory schools according to the number of successful students
who meet the conditions in each of the Scientific and Literary preparatory branches.
2 / The student receives the admission form from their school administration, fills it out themselves, and it is signed by their guardian and certified
by the school principal and the Directorate of Education of the Governorate.
3 / Every student must write the number (1) in the box for the college they wish to join
as a first choice, the number (2) in the box for their second choice, and the number (3) in the box for their third choice. This is
in accordance with the special conditions of the college.
4 / It is not permitted to change the numbers established by the student in each of the boxes for the colleges for which
their average qualifies them for admission.

1 / Applications are not accepted directly at the General Registration Directorate
2 / Submitting documents is not considered binding for the final admission of the student. This depends on their competition with the rest
of the students and the availability of capacities in the colleges of the University of Basra.
3 / The deadline for submitting applications is no later than 8/30/1970.
4 / It is not permitted to transfer a student after they have been assigned to a college, except in the case of their unsuitability for that college when applying
special conditions and failing the special medical examination for the college.
5 / It is not permitted to combine university studies with a job or employment in official or semi-official departments.
6 / Students who have passed or failed in one of the Iraqi or other universities do not have the right to apply for affiliation
to the University of Basra.
7 / It is not permitted to postpone the student's studies in the first year except with a medical report issued by the medical committee, specifically
after three months have passed since the start of the study.
8 / The student's name is removed from the college they were nominated for if they do not report within a maximum period of two weeks from the announcement of their admission
to the university.
9 / Applications for affiliation to the University of Basra for graduates of the Dar al-Tarbiyah wa al-Ta'lim in Tripoli are not accepted unless they have
obtained the official Lebanese General Baccalaureate.

Due to the approaching season for submitting membership applications to the University of Baghdad for the academic year 70 / 1971.
For the purpose of organizing and facilitating work in the best manner, please review the instructions
listed below and cooperate with us in applying them literally, and circulating them to all secondary schools
affiliated with you, and directing them to the necessity of adhering to the admission requirements and their timing accurately / -
1 / Every student from the governorate's students has the right to join the University of Baghdad, among those who meet
the admission requirements, provided they submit original copies of the required documents.
2 / A student wishing to join the University of Baghdad shall be provided by their school with an envelope
containing a copy of the Student Guide for the year 70 / 1971, three copies of the membership forms -
for joining the University of Baghdad, and two copies of the receipt voucher according to the branch (the membership form
for the Literary Branch of preparatory study (Old Fifth) shall be white in color, and the membership form
for the Scientific Branch and the Commercial Branch of preparatory study (Old Fifth) shall be green in color,
and the Literary Branch form (for preparatory study - Sixth) shall be blue in color, and the
Scientific Branch form (for preparatory study - Sixth) shall be orange in color). Likewise, the
receipt voucher in its two copies shall be the same color as the branch form.
3 / Orientation course students who meet the admission requirements and required totals must submit
documents with grades certified by the Governorate's Directorate of Education, along with a document of preparatory
study grades certified by the Governorate's Directorate of Education.
4 / The student fills out the membership form in three copies with the receipt voucher in its two copies with the required information,
and shall be responsible for the accuracy of this information, taking into account that the order of the student's choices
on the form matches their choices on the receipt voucher.

5/ One photograph shall be pasted on the first side of the application form in the designated place, with
a stamp of (500) fils and a national defense stamp of (20) fils for each copy.
6/ The field (for the use of the General Registration Directorate) located on the first side of
the form shall be left blank.
7/ After stamping the application forms and the receipt of delivery on the photograph and certifying them with the signature of the school principal,
the forms and the receipt of delivery are handed to the student. Then the student submits them to the
Provincial Education Directorate for certification as well.
8/ The student must submit the documents required in paragraph three of the conditions and instructions for admission to
the University of Baghdad. These documents are placed with the certified application forms inside the envelope designated
for that purpose.
9/ The student submits the envelope containing the required documents to one of the submission centers in the city of
Baghdad, mentioned in paragraph one (B - 4) of the admission instructions for
Iraqi students.
10/ The application form must be free of any crossing out or scraping, and if it is inevitable, then
care must be taken when filling out the forms and ensuring the accuracy of the information before recording it.
11/ Graduates of industrial and agricultural high schools must submit the preparatory study document
certified by the Provincial Education Directorate, along with the rest of the required documents explained in
paragraph three of the admission conditions and instructions, and submit them to the Institutes Authority.
12/ Female graduates of Home Arts who hold a special baccalaureate and meet the
admission conditions must submit a study document certified by the Provincial Education Directorate, along with the rest of
the documents explained in paragraph three of the admission conditions and instructions, and submit them to the
submission center at the Institute of Home Arts (the abolished Girls' College).
13/ Submission of applications to the university begins from the day following the appearance of the examination results
and continues for a period of four weeks only for those who passed in the first round. Submission of
application forms for those who passed in the second round begins on the day following the appearance of the examination results for the second
round and continues for a period of ten days only.
14/ Students who passed in the first round are not allowed to apply to the university with students who passed
in the second round and compete with them.
15/ Application forms may not be provided to a student whose total score is less than the minimum total
required for admission to the university, as explained in paragraph two (A) of (Conditions for submitting
application forms for Iraqi students), and the school administration will be held responsible in case of non-compliance
