It has been decided that the general vocational examinations for preparatory studies for industrial, agricultural, and commercial schools
and institutes and schools of domestic arts (first session) will begin according to the attached schedules, and any error or omission
that occurs in reading it or announcing it to the students will be the responsibility of the school administration, applying the following
notes: -
1- Examinations begin at exactly eight o'clock on the morning of Tuesday 15 / 6 / 1971.
2- The duration of the lesson is as indicated in the question paper.
3- In the event of an official holiday on examination days, the examination for that day is moved to the following day.
4- The period between one lesson and another is (15) minutes in the event of two lessons in one day.

First - Conditions of Participation
1- Students who have not registered and did not attend during the current school year are allowed to participate in general examinations as external students.
2- Examinations for external students shall be in the final grades only for the three levels of study.
3- Students registered and attending in final grades who then left school due to dismissal or any other reason, and for whom that year was considered a year of non-failure, are not allowed to participate in general examinations.
4- Students registered or attending in a grade lower than the final grade are not allowed to participate in examinations as external students for that year.
5- Detained and dismissed students for whom this year was considered a year of non-failure are allowed to participate in general examinations as external students if they meet the conditions stipulated in these instructions.
6- Detained and imprisoned students are allowed to participate in general examinations in examination centers determined by the Directorates of Education if the competent authorities allow it and under their responsibility, provided they meet the conditions stipulated in these instructions.
7- Students who failed the annual averages for the final grades of preparatory, secondary, intermediate, and primary schools are not allowed to participate in general examinations as external students in the same season.
8- Examinations for external students are held inside Iraq only.
9- External students are not allowed to participate in general examinations for preparatory study until after three years or more have passed since obtaining the intermediate school certificate or its equivalent from academic study outside Iraq, provided that the years of their failure are ⟦subtracted⟧ from this period.
10- Graduates of Teachers' Institutes (male and female) are allowed to participate in general examinations for preparatory study after performing the school examinations for the fifth and sixth grades and according to the branch chosen by the student.
11- Graduates of vocational schools (Home Arts, Fine Arts, Industrial, Agricultural, and Local Administration Institutes) are not allowed to participate in general examinations for preparatory study unless they have obtained the academic intermediate school certificate or its equivalent, provided they perform the school examinations for the fifth and sixth grades and according to the branch chosen by the student.
12- External students are not allowed to participate in general examinations for intermediate study until after three years or more have passed since obtaining the primary school certificate or its equivalent from academic study outside Iraq, provided that the years of their failure are ⟦subtracted⟧ from this period.
13- The matter of accepting external students wishing to participate in general examinations ⟦is considered⟧ by the examination committee formed in the governorate.
14- School and general examinations for external students for preparatory and intermediate studies are held in governorate centers only.
15- Participation fees for general examinations for external students are as follows:
1- Preparatory (5/-) Dinars.
2- Intermediate (3/-) Dinars.
3- Primary (2/-) Two Dinars.

⟦...⟧ these fees shall not be returned after payment for any reason whatsoever.
16- Documents that must be submitted by the applicant for participation in the general examinations:
A- General examination participation application form, to be filled out upon submission of the request.
B- A school document issued by the last school the student attended and in the school year in which they intend
to take the general examination, addressed to the Directorate of Education in the Governorate.
C- A Manila card on which the student's name, grade, and school year are written.
D- Three recent photographs of financial size of (50) fils and (( 20 )) fils denominations for "National
Defense."
17- The deadline for accepting applications is the end of official working hours on Thursday, April 1, 1961.
18- The student must pass the school examinations according to the conditions set out in these instructions, and
students who have acquired the right to participate in the general examinations for previous years are exempted
from these examinations, whether they participated and failed or did not participate, and the following are excluded from this exemption:
A- Students who lost this right upon returning to their schools; they are treated as registered
students and must perform the school examinations.
B- Students of vocational schools (Agriculture, Industry, Arts, Teachers' Institutes,
and Health Officials School ... etc.) who have not passed the school
examinations previously, they are obligated to perform them.
19- It is not permitted to transfer the examination center of an external student for preparatory study except in emergency cases
and with the approval of the Presidency of the Higher Committee. The deadline for accepting transfer requests is the end of official working hours
on May 15, 1971.
20- Primary school students are transferred from one center to another for emergency reasons within the governorate or outside it
with the approval of the Director of Education in the governorate, provided that the application is submitted at least fifteen days
before the start of the general examinations. As for intermediate study students, the transfer is made between governorates
with the approval of the concerned Directors of Education.
21- It is not permitted to re-examine students who graduated from preparatory study in their previous branch; rather, it is permitted
to examine them in a different branch, provided that they meet the conditions for participation in general examinations
as external students and they perform the school examinations for the new branch in which they will be examined.
22- Members of the armed forces are not allowed to enter the examination halls in their official uniform.
Secondly: Instructions for school examinations for external students
⟦line⟧
1- School examinations for external students begin on the morning of Saturday, April 10, 71.
2- The Director of Education in the governorate assigns the school or official schools in which the school examinations
for external students are held.
3- The Directorate of Education in the governorate organizes a unified schedule for each academic stage that includes the dates
of the school examinations in the governorate, and it is announced to the students at least two weeks before the start of the examinations
at the Directorate of Education and in the examination centers.
4- No excuse for the dates of the examinations is accepted regardless of the reasons.
<del>5- External students' examinations are conducted secretly in terms of setting questions, correcting papers, and transferring grades</del>
<del>by the subject committees, similar to the final school examinations, in accordance with the regulations and instructions</del>
<del>issued accordingly, and these papers are kept for six months and destroyed with the approval of the Directorate of Education in the</del>
<del>governorate.</del>
6- The minimum passing grade in school examinations is 50% and the maximum grade is 100% for each
subject, and the average resulting from them for the subjects is 60% for both intermediate and preparatory studies, and it is not calculated

The general average for primary education.
-7- If the external student passes or completes the school exams, they have the right to participate
in the general exams.
-8- Drawing, sports, anthem, home economics, and manual work materials are excluded
from school exams for external students.
-9- External students take school exams for the three stages: primary, intermediate,
and preparatory before participating in the general exams in the following manner:
Primary
External students for primary education take a "school" exam in the subjects of
the fifth and sixth primary grades.
Intermediate
External students for intermediate education take a "school" exam in the subjects of the
second and third intermediate grades.
Preparatory
External students for preparatory education take a "school" exam in the subjects of
the fifth and sixth grades, according to the branch chosen by the student.
-10- Common subjects in the grades are considered "one" subject for school exams
for external students only.
Example of that
The mathematics paper for intermediate study must include algebra and geometry
for the second and third grades, and the Arabic language question paper for intermediate study includes subjects
of the second and third intermediate grades for the mentioned studies, and the English language question paper for preparatory
study includes the subjects of the fifth and sixth secondary grades.
Third: Organizing documents and records for external students
-1- School exam results for external students are considered for the purpose of participating in general exams
only, and it is not permitted to provide the external student with a school document or a letter regarding their school exam results
for any other purpose except participating in the ministerial exams. Likewise, it is not permitted to provide the
external student who previously participated in the general exam and failed with a document for any purpose.
It is permitted to provide them with a letter for the purpose of confirming their participation in the general exam directly without a school exam.
-2- The identity card for participating in the general exams for external students is organized by the Directorate of Education
in the governorate.
-3- The Directorate of Education provides school administrations with the results of their students who participated in
the general exams as external students to mark that in their records after auditing them.
-4- A special record is opened in the Directorate of Education for each of the three studies, formatted as recorded
below, provided its pages are sequenced and student grades obtained in
school and ministerial exams as external students only are recorded, in addition to their cards, to be a reference for them
in the future.

We have no objection to reconsidering the licenses of private study institutes, provided that the conditions listed below are implemented.
1 — Opening educational sessions is restricted to the summer only and shall not be opened during the academic year under any circumstances.
2 — The previously decided fees remain, which are: — / 2 two Dinars for elementary studies
— / 3 Dinars for intermediate studies
— / 4 = = for preparatory studies
And for each subject.
3 — The number of students in each section must not exceed forty students.
4 — It is strictly forbidden to open mixed sessions; girls' institutes must be private and independent from boys' institutes.
It is preferred to designate two institutes for girls, one in Bab al-Muadham and the other in Bab al-Sharqi.
5 — It is required that the teaching of Physics and Chemistry subjects be accompanied by clarification means and laboratory tools necessary
for conducting scientific experiments, and not limited to theoretical teaching.
6 — Institute owners shall submit individual requests to reconsider their licenses in light of the conditions listed above,
while taking into account the availability of necessary conditions in their buildings.
7 — A lecturer in an institute is prohibited from teaching the students of his classes whom he teaches in his official school,
unless they are among those required to retake ministerial (General) exams only.
8 — Our letter No. 4069 dated 25 / 1 / 1971 is canceled.

Since the mathematics subject in the Sixth Scientific Grade includes the two sections of Solid Geometry
and the principles of Analytic Geometry, Calculus, and Integration, taught by or instructed by one
teacher or by two teachers, each specializing in teaching one of the two books.
We recommend continuing to teach the same parts followed in the past year regarding the ministerial examination in this subject
based on the letter from the Directorate of Curricula and Books No. 11474 dated 1 / 8 / 1966, the fourth paragraph
thereof, which states the following :-
(In school examinations for each of the two sections: Solid Geometry and the principles of Analytic Geometry and Calculus,
50% fifty percent of the marks for the mathematics subject, and in general examinations, questions are presented in one paper
divided into two parts, one for Solid Geometry and the other for the principles of Analytic Geometry and Calculus,
and 50% fifty percent of the subject's grade is allocated to each).
We also see that it should be left to the teacher to prepare the questions in one paper or two papers, as the result will be one grade
for the mathematics subject.
Note that the subject of separating such materials from each other is still under study, and we will inform you of what is decided regarding this matter
at the time.
Please take the necessary action to inform the schools affiliated with you accordingly and let us know with thanks.
