- Based on the requirements of the public interest, it was decided as follows:-
1) The examination centers for preparatory studies for the academic year 1971 / 1972 second session shall be according to the table
attached herewith.
2) Ministerial general examinations shall begin at eight o'clock on the morning of Monday, 28 / 8 / 1972, according
to the schedule notified to the schools in our letter No. 46231 dated 19 / 7 / 1972.
3) The administrations of schools whose buildings have been taken as examination centers, whether governmental, private, or foreign, must prepare
their school desks, halls, and classrooms at an appropriate time before the date of the examinations.
4) Students shall be notified of their examination centers, and this shall be posted on the school's notice board.

C - Regarding graduates of vocational branches (Commercial, Industrial, Agricultural, Home Arts), it is limited to the attempts
first and second for each of the graduates of the years 70 / 971 and 71 / 972, and the grades obtained by the student in
the first round of the year 70 / 971 shall be fixed, while recording the real total for the first round and the real total for the second round, and leaving
the competition total without writing. As for the graduates of the year 71 / 972, the grades obtained by the
student in the first round shall be fixed, while recording the real total obtained in the first round only, leaving the fields for the competition total
and the second round total without writing.
6 - All information recorded in the membership forms and the two receipts shall be audited by the school administration and certified with its stamp
along with the signature on the stamp by the principal or his representative. The school administration is considered responsible for the accuracy of the information.
7 - The forms along with the two receipts shall be delivered to the student (after the completion of their auditing and certification by the school administration),
then the student submits them to the Provincial Education Directorate for certification as well.
8 - The student must submit the required documents according to the admission terms and instructions stated in the student guide and place
those documents with the certified membership forms and the medical examination form inside the designated envelope and submit it
to one of the application centers in one of the official Iraqi universities or the Foundation of Technical Institutes as listed
below.
A - Application centers at the University of Baghdad
1 - Application center at the College of Science / Adhamiya - designated for students of the Scientific and Commercial branches.
2 - Application center at the College of Arts / designated for students of the Literary branch.
3 - Application center at the College of Administration and Economics / designated for female students of the Scientific, Literary, and Commercial branches.
B - Application centers in other Iraqi universities
The general registration directorates at the University of Mosul, University of Basra, University of Sulaymaniyah, and the Foundation of
Technical Institutes are considered application centers.
9 - The student records the name of the university to which he is submitting his documents next to the phrase (General Registration Directorate .........)
recorded at the top of the form for the purpose of receiving documents only, and the nomination for admission will be through the (Central Admission Office)
in the Ministry of Higher Education and Scientific Research.
10 - Submission of documents is not considered binding for the student's admission as it depends on his competition with the rest of the students and the availability of capacities
in colleges and institutes.
11 - The membership form must be free of any deletion or erasure, even if signed, so caution must be exercised when filling out the form
and ensuring the accuracy of information before recording it. (In cases of extreme necessity, a damaged form may be replaced by another
after handing it over to the school administration with a signature.)
B - Medical Examination Procedures Instructions
First - Instructions for visiting medical committees for medical examination.
1 - Immediately after the end of the Baccalaureate examinations, the student visits the medical committee in the center nearest to his place of residence. He must
take with him two copies of his photo with a stamp of (50 fils) denomination and a national defense stamp of (20 fils) denomination
and present his examination identity (i.e., the student's participation card in the Baccalaureate exam) to the secretary of the medical committee,
provided that the identity is stamped with the seal of the examination center after the completion of the medical examination. It is possible to substitute
the participation card in general examinations, which serves as the student's identity for the purpose of the examination (if lost),
with a letter of endorsement from his school confirming that he is a participant in the general examinations for preparatory study, provided that
the student's photo is fixed on this endorsement.
2 - The secretary of the medical committee organizes the examination form in two copies via carbon after attaching the photos and stamps.
3 - The medical committee performs the medical examination and records the result on the specific form in writing and records the decision
according to the instructions shown on the form.
4 - The members of the committee sign the form and the photo is stamped with the committee's seal, then the first copy is placed inside the
special envelope, and the envelope is sealed with the committee's seal and delivered to the student.

5- The committee retains the second copy of the form. It organizes lists of student names, mentioning the date and result of the examination.
6- The committee sends the lists of student names and medical examination results attached to a confidential letter addressed to the Central Admission Office
at the following address:

We convey to you below the text of the third paragraph of the decisions of the Education Council taken in the sixth session held on
4 / 3 / 1972, notified to us by the letter of the Council Secretariat No. S / 637 on 8 / 3 / 1972 regarding the Physics curriculum
for the sixth preparatory grade.
Please act accordingly and notify the public and private secondary schools and inform us.

Third - Physics curriculum for the sixth scientific grade:
The council was presented with the letter of the General Education Inspectorate No. 769 dated 20 / 9 / 1971 and its attached memorandum
No. 81 dated 12 / 2 / 1972, which includes the recommendations made at the meeting held by
physics inspectors and teachers on 10 / 2 / 1972 to consider the physics curriculum for the sixth preparatory grade in
light of the notes received by the competent authorities regarding the difficulty of teaching the completion of the course and finishing the curriculum during
the academic year. The meeting included three specialist inspectors in physics and eleven male and female teachers of the same subject
in preparatory schools in Baghdad.
The attendees unanimously agreed that the physics book for the sixth scientific grade currently prescribed contains topics that are not
possible to teach and fully comprehend in a concise manner during the current academic year, and they suggested omitting the following items
and materials from the book and not teaching them: -
1- From item 4 p. 211 to the end of item 8 p. 213 of Chapter Six (second edition), noting that omitting
these items does not affect the student's scientific level because they study them in the subject of chemistry.
2- Specific resistance in the English system p. 244 because this system has been abandoned globally.
3- From item 8 p. 269 to the end of item 13 p. 281 with all related questions because the student studies them
in the subject of chemistry during the same stage.
4- Chapter Ten is omitted due to its reliance on some facts that the student has not previously studied in previous academic stages,
which makes his comprehension of this chapter extremely difficult.
5- From Chapter Eleven, item 9 p. 406 (Properties of the Triode Valve) is omitted, as well as items 11, 12, and 13 up to
p. 412 and related questions because they are related to Chapter Ten.
They also decided on another meeting to study the physics curriculum in the long term. After discussing what was stated in the memorandum
and reviewing a copy of the prescribed book under research, the Council decided: -
Approval of what was stated in the memorandum and deletion of the materials and items mentioned therein from the curriculum and not teaching them.

Below are the dates for the mid-year exams and their holidays for primary, intermediate, and secondary schools. Please inform
the administrations of the mentioned schools to act accordingly and inform us.
First - A - Mid-year exams for the current academic year 71/72 begin on the morning of Monday, 1/17/72
and end on 1/24/1972.
B - The mid-year holiday for this year begins from 1/25/72 until 2/7/72.
C - The above applies to primary, intermediate, and secondary schools.
Second - Exams for double-shift schools are held on their specified days, morning and evening.
Third - The Director of Education is authorized to advance exam dates for a period not exceeding three days for double-shift
and triple-shift schools, and for extreme necessity only in other cases.
Fourth - If an official holiday coincides with the exam days, that day's exam is moved to the following day.

During my school visits, I noticed that some of them intentionally fail some students in Arithmetic lessons
for example, when they see that a student has failed in the Arabic language lesson, he then becomes a failure. Therefore, please circulate to
all schools the necessity of following a unified system so as not to fail those who do not deserve failure, and to maintain the possibility of the student
remaining as an 'incomplete' student, similar to the rest of the classes, as quickly as possible, and informing me.
