repeaters in the general vocational examinations for the academic year 1969 / 1970, stating their previous examination

2- The students referred to above shall attend with their examination numbers and IDs for the past academic year, and in the event that

We enclose herewith a table of examination numbers for the General Vocational Study for the academic year 70 / 1971
for the intermediate and preparatory agricultural stages, and the preparatory industrial and commercial stages, and Home Arts schools.
Please take the necessary measures to prepare the participation IDs for these examinations, noting the following:
1- IDs shall be organized with complete precision and care without scratching or deletion, with clear full names matching what is
recorded in the 1957 census registers.
2- Examination numbers shall be placed on the IDs according to the order of names in alphabetical order and specializations
for industrial schools.
3- The sequence of ID numbers for external students (if any) in your school begins immediately after the sequence of your school's
students, as you have been allocated more examination numbers than the number of your students.
4- Please note not to give students repeating the previous year 69 / 1970 new examination numbers ⟦line⟧
as they retain their examination numbers and IDs from the previous year.
5- Submit lists of names of male and female students who are entitled to participate in the ministerial examinations ⟦line⟧

Please take the necessary measures to implement the following as quickly as possible.
1- Provide us with the syllabus details of the subjects that will be taught until the end of the school year, listed on a large
sheet of paper and signed by the specialized teacher with their full name stated. It is not permissible to send the syllabus on scraps
of paper with the phrase (I have completed the curriculum) written. Regarding school English, only the text
should be mentioned, stating theory numbers. We hope the above required information arrives by 25 / 3 / 1971.
2- Provide us with complete lists in three copies typed clearly on a typewriter, including the names of students in final classes
who are eligible to participate in the general vocational exams for the preparatory stage after the annual averages
are released, categorized by specialization, provided that the names are correct and match the 1957 population registry
book, while ensuring the name is listed in full (the student's name, their father's name, grandfather's name, and surname if any) while avoiding
errors and corrections in the future, and sending sufficient copies to the Directorate of Education in your governorate
and keeping a copy for yourselves, provided that the deadline for the arrival of the lists is 25 / 4 / 1971. It is preferred
that they be delivered by hand.
3- Refer to the Directorate of Education in the governorate to receive the examination IDs for the general exams,
which shall be organized and have the examination numbers written on them after you are provided with the specific examination numbers
for your school students by us in due time.

Based on the decision of the Council of Higher Education and Scientific Research No. (M T A / 507 / 4)
notified to us by the Ministry of Higher Education and Scientific Research letter No. 3/2461 on 4/3/1971, it was decided:
1- Separating the Department of Veterinary Medicine in the College of Agriculture and Veterinary Medicine at the University of Baghdad from the aforementioned college.
2- Establishing a college at the University of Baghdad named "College of Veterinary Medicine".
3- Changing the name of the College of Agriculture and Veterinary Medicine at the University of Baghdad and naming it (College of Agriculture).
4- Transferring the Department of Veterinary Medicine in the College of Agriculture and Veterinary Medicine at the University of Mosul to the newly created College of Veterinary
Medicine at the University of Baghdad, except for the Animal Husbandry branch. Provided that the students of the
Department of Veterinary Medicine at the University of Mosul are transferred to the newly established College of Veterinary Medicine at the University
of Baghdad at the beginning of the academic year 71/1972.

Below are the instructions for participation in the general examinations for the three levels for external students
as communicated to us by the letter of the Directorate of General Technical Affairs / Directorate of Examinations No.
4 and dated 28 / 12 / 1970, requesting that it be announced to the students concerned
when they visit you.

First - Conditions of Participation
1- Students who have not registered and did not attend during the current school year are allowed to participate in general examinations as external students.
2- Examinations for external students shall be in the final grades only for the three levels of study.
3- Students registered and attending in final grades who then left school due to dismissal or any other reason, and for whom that year was considered a year of non-failure, are not allowed to participate in general examinations.
4- Students registered or attending in a grade lower than the final grade are not allowed to participate in examinations as external students for that year.
5- Detained and dismissed students for whom this year was considered a year of non-failure are allowed to participate in general examinations as external students if they meet the conditions stipulated in these instructions.
6- Detained and imprisoned students are allowed to participate in general examinations in examination centers determined by the Directorates of Education if the competent authorities allow it and under their responsibility, provided they meet the conditions stipulated in these instructions.
7- Students who failed the annual averages for the final grades of preparatory, secondary, intermediate, and primary schools are not allowed to participate in general examinations as external students in the same season.
8- Examinations for external students are held inside Iraq only.
9- External students are not allowed to participate in general examinations for preparatory study until after three years or more have passed since obtaining the intermediate school certificate or its equivalent from academic study outside Iraq, provided that the years of their failure are ⟦subtracted⟧ from this period.
10- Graduates of Teachers' Institutes (male and female) are allowed to participate in general examinations for preparatory study after performing the school examinations for the fifth and sixth grades and according to the branch chosen by the student.
11- Graduates of vocational schools (Home Arts, Fine Arts, Industrial, Agricultural, and Local Administration Institutes) are not allowed to participate in general examinations for preparatory study unless they have obtained the academic intermediate school certificate or its equivalent, provided they perform the school examinations for the fifth and sixth grades and according to the branch chosen by the student.
12- External students are not allowed to participate in general examinations for intermediate study until after three years or more have passed since obtaining the primary school certificate or its equivalent from academic study outside Iraq, provided that the years of their failure are ⟦subtracted⟧ from this period.
13- The matter of accepting external students wishing to participate in general examinations ⟦is considered⟧ by the examination committee formed in the governorate.
14- School and general examinations for external students for preparatory and intermediate studies are held in governorate centers only.
15- Participation fees for general examinations for external students are as follows:
1- Preparatory (5/-) Dinars.
2- Intermediate (3/-) Dinars.
3- Primary (2/-) Two Dinars.

⟦...⟧ these fees shall not be returned after payment for any reason whatsoever.
16- Documents that must be submitted by the applicant for participation in the general examinations:
A- General examination participation application form, to be filled out upon submission of the request.
B- A school document issued by the last school the student attended and in the school year in which they intend
to take the general examination, addressed to the Directorate of Education in the Governorate.
C- A Manila card on which the student's name, grade, and school year are written.
D- Three recent photographs of financial size of (50) fils and (( 20 )) fils denominations for "National
Defense."
17- The deadline for accepting applications is the end of official working hours on Thursday, April 1, 1961.
18- The student must pass the school examinations according to the conditions set out in these instructions, and
students who have acquired the right to participate in the general examinations for previous years are exempted
from these examinations, whether they participated and failed or did not participate, and the following are excluded from this exemption:
A- Students who lost this right upon returning to their schools; they are treated as registered
students and must perform the school examinations.
B- Students of vocational schools (Agriculture, Industry, Arts, Teachers' Institutes,
and Health Officials School ... etc.) who have not passed the school
examinations previously, they are obligated to perform them.
19- It is not permitted to transfer the examination center of an external student for preparatory study except in emergency cases
and with the approval of the Presidency of the Higher Committee. The deadline for accepting transfer requests is the end of official working hours
on May 15, 1971.
20- Primary school students are transferred from one center to another for emergency reasons within the governorate or outside it
with the approval of the Director of Education in the governorate, provided that the application is submitted at least fifteen days
before the start of the general examinations. As for intermediate study students, the transfer is made between governorates
with the approval of the concerned Directors of Education.
21- It is not permitted to re-examine students who graduated from preparatory study in their previous branch; rather, it is permitted
to examine them in a different branch, provided that they meet the conditions for participation in general examinations
as external students and they perform the school examinations for the new branch in which they will be examined.
22- Members of the armed forces are not allowed to enter the examination halls in their official uniform.
Secondly: Instructions for school examinations for external students
⟦line⟧
1- School examinations for external students begin on the morning of Saturday, April 10, 71.
2- The Director of Education in the governorate assigns the school or official schools in which the school examinations
for external students are held.
3- The Directorate of Education in the governorate organizes a unified schedule for each academic stage that includes the dates
of the school examinations in the governorate, and it is announced to the students at least two weeks before the start of the examinations
at the Directorate of Education and in the examination centers.
4- No excuse for the dates of the examinations is accepted regardless of the reasons.
<del>5- External students' examinations are conducted secretly in terms of setting questions, correcting papers, and transferring grades</del>
<del>by the subject committees, similar to the final school examinations, in accordance with the regulations and instructions</del>
<del>issued accordingly, and these papers are kept for six months and destroyed with the approval of the Directorate of Education in the</del>
<del>governorate.</del>
6- The minimum passing grade in school examinations is 50% and the maximum grade is 100% for each
subject, and the average resulting from them for the subjects is 60% for both intermediate and preparatory studies, and it is not calculated
