In the bulletin recently issued by the Lay Council, it was mentioned that the deficit of the hospitals is 2000 Dinars, and being in closer contact with this
matter than others, I saw it appropriate to clarify to the members of the General Council that this deficit is actually debts remaining on
the community fund from the last three years. No doubt you remember well that I have presented this issue repeatedly to the
venerable General Council, and the General Council requested the Lay Council to study the figures and submit the result for a decision, but no
positive action was taken by the Lay Council in this regard. Therefore, I attach with this letter a copy of the letter dated 27 / 1 / 937 which
the Hospitals Committee submitted to the Lay Council, containing all the details showing the origin of this deficit and how it was formed.
You will notice from the account mentioned in the attached letter that the amount claimed by the hospitals from the community fund
is 2485 Dinars, of which 1559 Dinars has been received so far in the form of a loan, and the remainder, which is 926 Dinars, is still a claim on
the community fund. If this amount is subtracted from the aforementioned two thousand Dinars, the remainder is approximately one thousand Dinars, of which 700 Dinars is a claim against the late
Sassoon the Great, who constructed two houses in the hospital, and the rest are claims against various people who carried out repairs in the hospital.
It is necessary to reiterate here that since the hospitals took over their management during the last four years, they have not taken from
the community fund any amount in excess of the allocations designated for them since ancient times. On the contrary, the above-mentioned claim
(which is part of the allocations) has accumulated on the community fund, in addition to previous debts it owed, until it was forced to borrow
with interest in order to manage its financial affairs.
The only increase that occurred in the allocations is an amount of 165 Dinars annually, added since the construction of the Rima Khedouri hospital building,
corresponding to the expansions that necessitated their introduction to the aforementioned hospital after its renovation.
It is appropriate, in my view, to present some of the works completed during the last four years as a result of the efforts I
exerted in this regard, with the support of benefactors from among the community members, and without resorting to the assistance of the community fund.
1 - The Rebecca Nourayel building, which currently serves as the headquarters for Banco di Roma and the floor above it, whose revenues are divided equally
between the hospitals and the Rebecca Nourayel school, now yields 1200 Dinars annually.
As a result of the renovation of this building, the hospitals have been deprived of their share of the revenues for two years and will remain deprived for
one more year, meaning until the construction costs are paid off; this is in addition to the amounts paid from its assets to settle these costs.
2 - During the last four years, large sums were spent on the endowed properties of the hospital.
3 - Renovating four large houses in the hospital for the residence of doctors, the nurse, and others, their annual rent is estimated at 800 Dinars.
4 - Building and expanding the hospital in a manner consistent with modern health conditions.
5 - Bringing in equipment and furniture on a large scale.
6 - Bringing in the necessary doctors and nurses.

7 - Establishing a laboratory headquarters with its machines and tools.
8 - Introducing significant expansions in the hospital administration between the years 933 and 937 to be adequate for health requirements and suitable
for all patients.
Enclosed also is a table of statistics and information from the year 933 to the year 937 showing the amount of progress that has affected the hospitals
in both the administrative and technical aspects. Now, the internal hospital revenues in one year amount to about 8000 Dinars, and these revenues
are what helped increase the number of poor patients admitted to the hospital between the year 933 and the present time and in providing the causes of technical
progress for the hospital.
I have included this information because I see myself as responsible for the course of the hospitals during the last four years.
This is so that it may be known to you that the hospital deficit is nothing but debts upon the community fund, the delay in payment of which has caused confusion in the state
of the hospitals and a need from which it still suffers greatly until now. If this institution has not taken any amount from the community fund since
the first of October 1937, while it is claiming from the community fund an amount of about one thousand Dinars as explained above, and about one thousand Dinars also
from those who carried out repairs in the hospital, how can it proceed in a way that can produce the required benefit from its existence? And what is
the position of the person managing an institution in a critical situation like this? My firm hope is that every member of your esteemed council will look
at the hospital with an eye of equality with other community institutions, as I can say that the hospital is the primary institution

Based on the decision of the esteemed General Council taken in its session held on December 22, 936, which states:
(Based on the request of member Mr. Meir Dangoor, it was decided to recommend that the Lay Council study the accounting figures of the Hospital Committee itself
or by appointing a committee on its behalf and submitting a report to the Council in the next session).
We present to your esteemed Council a copy of the shortfall in allocations that were not paid on time to the hospital according to previous custom, and the status of
the institutions from the year 1933 to the end of the year 1936.

for all the repairs that took place in the Meir Elias Hospital, the surgical instruments, sterilization equipment, and all the hospital furniture, which cost substantial
amounts paid by benevolent individuals through the interest of the committee and no one else.
Please audit these figures and submit them immediately to the General Council, because the hospital during the past three years has
become in an extremely regrettable state, and debts have accumulated on it from every side, and the committee has no work left other than managing these miscellaneous requests.
