To - His Excellency the Honorable Minister of Interior
In view of the deterioration of the finances of the administration of the Jewish community in Baghdad due to the decrease in the revenues of
the fees imposed on the meat consumed by the Jews year after year, the
finances of the institutions that rely on the community fund have also been disrupted, which called for
thinking about finding other resources to assist in the management of these institutions.
And as the private Jewish schools in Baghdad are among these institutions whose
finances were significantly affected by this distress, they were forced to gradually increase school fees
for students in order to be able to compensate for the amounts that ceased to arrive from the community
fund, which led to the harassment of poor students and necessitated finding a way to help them
with part or all of their school fees and the prices of books and supplies which, due to high
prices, have become a burden on the guardians of poor students, especially those in the intermediate
and secondary sections.
Therefore, we, the undersigned, have volunteered to establish a charitable association under the name of the
Student Aid Association, which takes upon itself the responsibility of meeting the needs of poor students and providing them
with books and school supplies and paying school fees for them in whole or in part and helping them in possible
ways to complete their educational attainment by collecting subscriptions and donations and holding charitable
ceremonies as listed in the bylaws attached to this petition.
We hope Your Excellency will be so kind as to grant us the necessary license to establish this association according to the
attached internal regulations, and to Your Excellency much gratitude and respect.

Bylaws of the Students' Aid Association
Article 1 - This association is called the Students' Aid Association and its purpose is to assist
poor students in the Israeli communal schools in Baghdad with a part of their school fees
or all of them, and with the costs of books and school supplies, and clothing them in ways it deems appropriate.
Its headquarters is in the administration of the Israeli community in Baghdad.
Article 2 - The association is charitable and has no involvement in politics or religion.
Article 3 - Every Iraqi who has reached twenty years of age and is not deprived of civil rights has the right
to belong to the association by paying an annual subscription fee of no less than one dinar and shall have the right
to vote in general meetings.
Article 4 - The association is managed by a committee composed of seven persons elected by the general
assembly for a period of two years. This committee elects its own president and secretary and distributes
the work among its members as it deems appropriate.
Article 5 - The administrative committee may grant honorary presidency and honorary membership to individuals
who have provided or are expected to provide assistance to the association.
Article 6 - The association's revenues consist of subscriptions, donations, and gifts that
it collects or receives from its members or others, and from the proceeds of endowments dedicated by benefactors
to the association, as well as revenues from charitable events held for this purpose. The association's funds
must be deposited in a bank designated by the administrative committee, and none of it shall be spent except by the committee's opinion. The
administrative committee is responsible for managing the association's affairs, collecting revenues, spending them,
organizing account books and receipts, and deciding what is necessary for the correctness of their maintenance. It holds its meetings
at times it deems appropriate, chaired by the president or the secretary, and issues its decisions by majority,
provided that the number of members present at the meeting is not less than four.
Article 7 - The association is represented by the president of the administrative committee, who signs correspondence
alongside the official seal of the association. As for checks and financial papers belonging to the association, they must
be signed by the signatures of both the president and the secretary together.
Article 8 - If one of the members of the administrative committee resigns, the committee may elect
a replacement from among the subscribers. If the number of resigned original members reaches
four, the committee must be re-elected by the general assembly.
Article 9 - The general assembly is formed of the subscribing members and holds its ordinary
meetings chaired by the president of the administrative committee once a year to study the accounts and issues
presented to it by the administrative committee for decision. A quorum in the general assembly is considered achieved
by the presence of one-third of the subscribers, provided that the number of attendees is not less than twenty. In case a
quorum is not achieved, the meeting is postponed to another time. At the adjourned meeting, business is commenced
at the designated time regardless of the number of members present. An extraordinary meeting may be held

ordinary at any time by an invitation from the committee or based on a request submitted by fifteen subscribers
at least, in which they state the purpose of the meeting.
Article Ten - These regulations may be changed:
1 - By a request from the management committee and the approval of the general assembly by a majority of the members
present at a meeting held in accordance with the previous article.
2 - Upon a proposal from one of the members of the assembly and the approval of two-thirds of the members present
at the general assembly meeting.
Article Eleven - The general assembly shall delegate auditors to audit the accounts and present
the result of the audit at its ordinary meeting.
Article Twelve - To dissolve the assembly, a resolution of the general assembly is required by a majority of two-thirds
of the ⟦the⟧ present members, and in this case, all funds in its possession shall be distributed to the
Jewish private schools in Baghdad as decided by the assembly.

Enclosed is a copy of the auditor's report dated May 9, 1940, submitted to the Communal Council
as a result of auditing the Alliance Schools' accounts. We draw your attention to the following:
1) The first paragraph of the report refers to actions you took without obtaining
the committee's approval. Bringing in teachers, setting their salaries, paying travel expenses, paying compensations, paying
extra lecture fees, and increasing salaries require the approval of this committee according to the regulations. Your failure
to do so constitutes an infringement on the committee's authority.
2) It appears from paragraph 2 of the report that you have rented a residential house for a rent amount exceeding
the amount approved in the budget. You should have obtained this committee's approval for
that. Furthermore, your commitment to a lease contract for the new house for more than one year requires the approval of the
committee because it is not permissible to commit in advance to expenditures related to a fiscal year whose budget has not yet been approved.
This is on one hand. On the other hand, this committee did not find any justification for your renting the new house
two months and ten days before the old house's lease ended, as this action resulted in a loss to the school fund
of 24.304 Dinars. If five Dinars you received for the rent of the old house
for this period are subtracted from this amount, there remains a loss of 19.304 Dinars which this committee found no reason to accept and
therefore decided to deduct it from your salaries. Likewise, it found no reason to pay income tax on
your housing allowances, because these allowances are considered income for you, and income tax is borne by the employee
according to the law. Therefore, it has been decided to recover all that the school fund paid
on your behalf for income tax in the year 1938/939 or before or after it.
3) It appeared to us from the third paragraph that you have spent 3.150 Dinars on some renovations in
your residence. We request that you state the nature of these renovations so the committee can provide its opinion on the matter. The
school also paid 2.700 Dinars on your behalf for the water bill of your residence for the year 1938/939. Since the school
has not previously paid the director's residence water bill before this, the committee does not wish to deviate from old
customs, and it requests that no such expenses be charged to the school fund in the future.
As for your response to the auditor that the committee's instructions, which state that its approval must be obtained
for expenditures exceeding two Dinars, are difficult to implement, this is not acceptable in the committee's view. We insist
on the necessity of you following the regulations and instructions communicated to you, as is the case with other schools.
4) It appeared from paragraph 12 concerning the Laura Kadoorie school that the school paid 27 Dinars
as housing allowances to three teachers, while what was approved in the budget was a housing allowance for one
teacher. You should have requested the committee's approval for this measure.
Furthermore, what was stated in the report regarding your payment of 3.500 Dinars to the teacher Naima Munshi
as a bonus has aroused the committee's surprise because the payment of bonuses was determined by previous decisions.

the employee's length of service and the amount of his last salary are calculated therein, provided they are ratified by the
Body Council, as the budget does not contain a section for gratuities. We request you inform us of the reason for granting this gratuity
and why you did not obtain the committee's approval.
Furthermore, the salary increase for Madame Sabbagh, pursuant to the decision of the Alliance Association in Paris, required the committee's knowledge
and its approval.
5) It appeared from paragraph 14 concerning the Nuriel School that you paid 25 Dinars to Rabbi Heskel
Rabbi Shmeil without the committee's ratification ⟦line⟧
The auditor pointed out that you paid the teacher Simha Salman the monthly salary of October
and November, even though she left the school at the end of October. This means either you paid
the second month's salary in advance before it was due, which is not permitted, or you spent the second salary
as a gratuity, which is also not permitted. We request you provide the necessary clarifications to justify this action.
It also appeared that you spent 10 / 2 / 6 on some repairs and the purchase of a tent for your residence and recorded
the amount as an expenditure on the account of the Nuriel School repairs. This entry was not formal as there is no connection
at all for the Nuriel School with such expenses on one hand, and on the other hand, the committee did not find
a justification for spending the price of a residential tent from the school's fund. It has decided to deduct the value of the tent only from
your salaries. As for the repairs, we request you state their type and the amount spent on them so the committee can express its opinion.
The Result
Since the Alliance schools are among the schools managed by the community, they must be subject
to the same regulations and instructions that the rest of the schools under this committee's management are subject to, and that this
committee has a duty to oversee everything that happens in its schools, whether from an administrative or financial perspective.
Accordingly, it is necessary to obtain its ratification for the appointment of teachers and the determination, increase,
reduction, and termination of their salaries, as well as obtaining its ratification for the type and amount of expenditure according to
the instructions kept with you.
We request you to confirm to us that you will not allow the recurrence of the matters we have noted to you and that you instruct
the accountant to deduct the aforementioned amounts and to provide the requested clarifications with all due speed.

It is essential that this plan should cost as little as possible
owing to the weak financial position of the school. For this purpose
it is necessary to have as large classes as possible. I propose, then,
that next year we should have
one 5th secondary class (20) boys
one 4th secondary class (60 boys)

In this way, we could have eight classes in the secondary school just as
we have this year so that there would be no need to increase our staff.

Matriculation.
2.
The Shamash School has had a very impressive record in the London
Matriculation during the last three years. During that period from
June 1937, there have been twenty eight passes from Baghdad, fifteen ⟦of⟧
⟦which were⟧ from the Shamash School. At the same time, this is not entirely satis-
factory as our successes have on the whole been confined to boys of
far more than average ability and industry. Actually, the London Matric-
ulation is intended as an examination which the average boy should pass
when leaving school to go into an office.
The plan, which I propose, consists of having five secondary classes
instead of four. We can start this year with a fifth secondary class, con-
taining the remnants of our present fourth secondary with some extremely
clever boys at present in our third secondary. (I should add that we
have in our third secondary now a number of boys of exceptional ability).
We should, then, have a fifth secondary form of matriculation containing
20 pupils with a very good chance of success.
I would propose that this form should not have the regulation
35 periods. They have reached a stage when private study is extremely
important and the teacher's work should be intended rather to help the
boys out of difficulties than to cram the lessons down their throats.
The same is true of the fourth secondary form. In an English school, boys
who have attained such a standard, would be given a number of free per-
iods in the school library without supervision for private study. Here,
we have not the accomodation for this kind of thing. Nevertheless, I
would suggest that school periods should be cut down for the fourth
and fifth secondary forms so that they would have more opportunity to
study alone. At present, the higher forms are forced to sit up late into
the night to catch up with their school work. Fewer hours would mean
not only an economy but also more private study, with less midnight oil.
Then, we can apply ourselves seriously to the first secondary
forms, which contain a majority of boys who have come to us from the
elementary schools with a very poor knowledge of English. At present
begin a number of subjects in English without being able to underst⟦and⟧
very much of what they are doing. It is an essential part of my plan
that the first secondary year should be devoted to improving the En⟦glish⟧
of the boys, while of course retaining the Arabic, history and geogra⟦phy⟧
required by the Ministry of Education but excluding the mathematics
and science or reducing it to a minimum until the boys have a suffi⟦cient⟧
knowledge of the language to be able to absorb them.

The Elementary Classes.
The question of the position of the elementary classes in the
school needs serious thought. When I first came to Baghdad, I was very
astonished to find children of five in a school together with moust-
ached youths of eighteen and twenty. It struck me as being very queer
indeed mainly because I had never heard of such a state of affairs in
any school in Europe. Still, in the last three years, I feel that I have
given the arrangement a fair trial and I cannot find a single argument
in favour of it. Here are some powerful arguments against it:
(1) The discipline of the school has suffered as a result. The court-
yard superficially resembles the playground of a kindergarten. A very
bad impression is made on the visitor who comes during an interval.
(2) Recent events have shown that our first secondary forms have
been affected. On the whole, the English in our <del>fire</del> sixth elementary
is better than that in other elementary schools. By that, I mean that
our worst pupils are far superior to the worst pupils of the other
schools. Sometimes, we get boys who cannot tell the difference between
a d and a p. As a result, our first secondary forms contain a large
number of boys who cannot fallow the work of the form at all and many
others who can only follow with the greatest difficulty.
(3) Then, we have the question of expense. Our elementary classes cost
us about I.D. 700 over and above the school fees received from them. The
first three elementary have rather a small number of pupils, averaging
25 boys in a class. This is due to the fact that parents consider the
school inconvenient for young boys. Then, our teachers in the elementary
classes are rather better paid than those in other schools, mainly
owing to the length of their service. At the same time, I recognize that
this alone is not a very potent argument. It should be considered only
in addition to the other arguments.
(4) This year we have a total number of 585 boys in the day school,
excluding the evening class. This, I am told, constitutes a record for the
school. We have not adequate accomodation for so many. The geography room
was partitioned and both parts are unendurable during spring and summer
while in addition we use both the lecture room and the synagogue as
extra class-rooms. The school library is a little hole in the corner
stuffed full of oddds and ends, the laboratory has no benches and pupils
are forced to stand during the experiments. The teachers have no common
room during the summer.
