بغداد تموز ١٩٤٠ إلى - معالي وزير الداخلية المحترم نظرا لتدهور مالية ادارة الطائفة الاسرائيلية ببغداد بسبب هبوط واردات الرسوم المفروضة على اللحوم التي يستهلكها الاسرائيليون سنة بعد اخرى فان مالية المؤسسات التي تعتمد على صندوق الطائفة قد ارتبكت ايضا مما استدعى الى التفكير في ايجاد موارد اخرى للاستعانة بها على ادارة هذه المؤسسات ولما كانت المدارس الاهلية الاسرائيلية ببغداد من جملة هذه المؤسسات التي تأثرت ماليتها بهذا الضيق الى حد كبير فقد اضطرت الى تزييد الاجور المدرسية على الطلاب شيئا فشيئا لتتمكن من تعويض المبالغ التي انقطع ورودها من صندوق الطائفة مما ادى الى مضايقة الطلاب الفقراء واستوجب ايجاد طريقة لمساعدتهم بقسم من اجورهم المدرسية او جميعها وباثمان الكتب واللوازم التي اصبحت لغلاء اسعارها ترهق اولياء الطلاب الفقراء وخصوصا من كان منهم في الاقسام المتوسطة والثانوية . لذلك فقد تطوعنا نحن الموقعين ادناه لتأسيس جمعية خيرية باسم جمعية اسعاف التلاميذ تأخذ على عاتقها تطمين احتياجات الطلاب الفقراء وتزويدهم بالكتب واللوازم المدرسية ودفع الاجور المدرسية عنهم كلا او بعضا ومعاونتهم بالطرق الممكنة على تتمة تحصيلهم العلمي وذلك بجمع الاشتراكات والتبرعات واقامة الحفلات الخيرية كما هو مدرج في النظام المربوط بهذه العريضة فنرجو معاليكم التفضل بمنحنا الاجازة اللازمة لتأسيس هذه الجمعية وفقا للنظام الداخلي المربوط ولمعاليكم وافر الشكر والاحترام . نظام جمعية اسعاف التلاميذ المادة الاولى - تسمى هذه الجمعية جمعية اسعاف التلاميذ ومقصدها مساعدة التلاميذ الفقراء في المدارس الاهلية الاسرائيلية في بغداد بقسم من اجورهم المدرسية او جميعها وباثمان الكتب واللوازم المدرسية واكسائهم بالطرق التي تراها مناسبة ومركزها في ادارة الطائفة الاسرائيلية في بغداد المادة الثانية - الجمعية خيرية ولا دخل لها بالسياسة والدين المادة الثالثة - لكل عراقي بلغ العشرين من عمره وغير ساقط من الحقوق المدنية ان ينتمي الى الجمعية بدفع بدل اشتراك سنوي لا يقل عن دينار واحد ويكون له حق التصويت في الاجتماعات العمومية المادة الرابعة - تقوم بادارة الجمعية لجنة مؤلفة من سبعة اشخاص تنتخبهم الجمعية العمومية لمدة سنتين وهذه اللجنة هي التي تنتخب رئيسا وسكرتيرا لها وتوزع الاعمال على اعضائها حسبما تراه مناسبا المادة الخامسة - للجنة الادارة ان تمنح رئاسة الشرف والعضوية الفخرية للذوات الذين قدموا او ينتظر ان يقدموا معاونة للجمعية المادة السادسة - تتكون واردات الجمعية من الاشتراكات والتبرعات والهبات التي تجمعها او تردها من اعضائها او من غيرهم ومن غلة الاوقاف التي يوقفها المحسنون للجمعية وكذلك واردات الحفلات الخيرية التي تقام لهذا الغرض ويجب ان تودع اموال الجمعية في مصرف تنسبه اللجنة الادارية ولا يصرف شيء منها الا برأي اللجنة ولجنة الادارة هي التي تكون مسؤولة عن ادارة امور الجمعية واستيفاء الواردات وصرفها وتنظيم دفاتر الحسابات والوصولات وتقرير ما يجب لصحة مسكها وتعقد اجتماعاتها في المواعيد التي تراها مناسبة برئاسة الرئيس او السكرتير وتصدر قراراتها بالاكثرية على ان لا يقل عدد الاعضاء الحاضرين في الاجتماع عن الاربعة المادة السابعة - يمثل الجمعية رئيس اللجنة الادارية وهو الذي يوقع المخابرات بجانب الختم الرسمي للجمعية اما الصكوك والاوراق المالية التي تعود للجمعية فيجب ان توقع بامضاء الرئيس والسكرتير معا . المادة الثامنة - اذا استقال احد اعضاء اللجنة الادارية فيمكن للجنة ان تنتخب بنفسها من بين المشتركين عوضا عنه فاذا بلغ عدد المستقيلين من الاعضاء الاصليين الاربعة فيجب انتخاب اللجنة مجددا من قبل الجمعية العمومية المادة التاسعة - تتشكل الجمعية العمومية من الاعضاء المشتركين وتعقد اجتماعاتها الاعتيادية برئاسة رئيس اللجنة الادارية مرة كل سنة وذلك لدرس الحسابات والمسائل التي تقدمها اليها لجنة الادارة للبت فيها ويعتبر حصول النصاب في الجمعية العمومية بحضور ثلث المشتركين على ان لا يقل عدد الحاضرين عن العشرين وعند عدم حصول النصاب يؤجل الاجتماع الى وقت اخر وفي انعقاد الاجتماع المؤجل يباشر في الاعمال في الوقت المعين بدون اعتبار عدد الاعضاء الحاضرين ويجوز عقد اجتماع فـــــوق
- ٢ - العادة في اي وقت كان بدعوة من اللجنة او بناء على طلب يقدمه خمسة عشر مشتركا على الاقل يذكرون فيه الغرض من الاجتماع المادة العاشرة - يجوز تغيير هذا النظام : ١ - بطلب من لجنة الادارة ومصادقة الجمعية العمومية باكثرية الاعضاء الحاضرين في اجتماع يعقد وفقا للمادة السابقة ٢ - على اقتراح من احد اعضاء الجمعية ومصادقة ثلثي الاعضاء الحاضرين في اجتماع الجمعية العمومية . المادة الحادية عشر - تنتدب الجمعية العمومية مدققين لتدقيق الحسابات وتقديم نتيجة التدقيق في اجتماعها الاعتيادي المادة الثانية عشر - لحل الجمعية يقتضي صدور قرار الجمعية العمومية باكثرية ثلثي ⟦ال⟧اعضاء الحاضرين وفي هذه الحالة توزع جميع الاموال التي في حوزتها على المدارس الاهلية الاسرائيلية في بغداد حسبما تقرره الجمعية .
منهاج اجتماع لجنة المدارس في الساعة السادسة والنصف من مساء الاثنين ٢٩ تموز ٩٤٠ ١) المذاكرة مع المدراء حول افتتاح المدارس في السنة الدراسية القادمة ٢) المذاكرة مع مدير ومديرة مدارس الاليانس حول :- أ- قرار اللجنة بنقل مدرسة نورائيل من بناية مدرسة البير ساسون ب- قرار اللجنة بنقل الاتليه من بناية مدرسة لورة خضوري ج- المتخرجين من مدرسة نورائيل ومسالة قبولهم في صف خاص في مدرسة البير ساسون د- تعيين معلمات لمدرسة لورة خضوري

بغداد ١٧ حزيران ٩٤٠ حضرة الوجيه الفاضل السيد ⟦موريس اسحق⟧ المحترم بعد التحية والاحترام اقدم بطيه ملاحظاتي عن تقرير مدقق حسابات مدارس الاليانس الذي سيكون موضوع البحث في اجتماع اليوم وقد نظمتها بشكل كتاب موجه الى مديرية مدارس الاليانس وذلك على طلب من حضرة سكرتير اللجنة ودمتم باحترام ؛ [Signature] ⟦illegible⟧ [Signature] سكرتير ادارة الطائفة
لجنة المدارس الاسرائيلية بغداد الرقم التاريخ ١٧ حزيران ٩٤٠ مديرية مدارس الاليانس تجدون بطيه صورة تقرير مدقق الحسابات المؤرخ ٩ مايس ٩٤٠ المرفوع للمجلس الجسماني بنتيجة تدقيق حسابات مدارس الاليانس ونلفت انظاركم الى ما يلي : ١) ان الفقرة الاولى من التقرير تشير الى الاعمال التي قمتم بها من دون ان تستحصلوا مصادقة اللجنة فان استقدام المعلمين وتعيين رواتبهم ودفع اجور السفر وصرف تعويضات وصرف اجور محاضرات اضافية وزيادة الرواتب تحتاج الى مصادقة هذه اللجنة بموجب النظام فعدم قيامكم بذلك تجاوزا منكم على صلاحية اللجنة ٢) لقد تبين من الفقرة ٢ من التقرير انكم قد استأجرتم دارا للسكنى ببدل ايجار يتجاوز المبلغ المصادق عليه في الميزانية وقد كان عليكم ان تستحصلوا مصادقة هذه اللجنة على ذلك كما ان ارتباطكم بعقد استيجار الدار الجديدة لاكثر من سنة واحدة تستلزم موافقة اللجنة لعدم جواز الارتباط سلفا بصرف يتعلق بسنة مالية لم يصادق على ميزانيتها بعد هذا من جهة ومن جهة اخرى فان هذه اللجنة لم تجد اي مبرر لاستئجاركم الدار الجديدة قبل انتهاء الدار القديمة بشهرين وعشرة ايام لان عملكم هذا ادى الى تضرر صندوق المدرسة بمبلغ ٢٤/٣٠٤ دينارا فاذا طرح من هذا المبلغ خمسة دنانير قبضتموها عن ايجار الدار القديمة لهذه المدة فيبقى الضرر ١٩/٣٠٤ دينارا لم تجد هذه اللجنة داعيا لقبوله وعلى هذا فقد قررت استقطاعه من رواتبكم وكذلك فانها لم تجد سببا لدفع ضريبة الدخل عن مخصصات سكناكم لان هذه المخصصات تعتبر دخلا لكم وضريبة الدخل يتحملها المستخدم ( بفتح الدال ) بموجب القانون لهذا فقد تقرر استرجاع جميع ما دفعه صندوق المدرسة عليكم من قبل ضريبة الدخل في سنة ٩٣٩/٩٣٨ او قبلها او بعدها ٣) وقد تبين لنا من الفقرة الثالثة انكم قد صرفتم ٣/١٥٠ دينارا على بعض الترميمات في مسكنكم فنرجوكم بيان نوع هذه الترميمات لتتمكن اللجنة من اعطاء رايها في الموضوع . وقد دفعت المدرسة عنكم ٢/٧٠٠ دينارا عن بدل ماء مسكنكم لسنة ٩٣٩/٣٨ ولما كان لم يسبق للمدرسة ان دفعت بدل ماء مسكن المدير قبل هذا فان اللجنة لا تود الخروج على التعامل القديم وهي ترجو عدم احتساب اي مصرف من هذا القبيل على صندوق المدرسة في المستقبل اما جوابكم الى المدقق بان تعليمات اللجنة التي تنص على وجوب استحصال مصادقتها على المصروفات التي تتجاوز الدينارين صعبة التطبيق فهذا غير وارد بنظر اللجنة واننا نصر على لزوم اتباعكم الانظمة والتعليمات التي تبلغ اليكم اسوة بالمدارس الاخرى ٤) وقد تبين من الفقرة ١٢ الخاصة بمدرسة لورة خضوري ان المدرسة قد دفعت ٢٧ دينارا كمخصصات سكنى الى ثلاث مدرسات بينما المصادق في الميزانية هو مخصصات سكنى لمدرسة واحدة وكان عليكم ان تطلبوا موافقة اللجنة على هذا التدبير كما ان ما جاء في التقرير من انكم قد دفعتم الى المدرسة نعيمة منشي ٣/٥٠٠ دنانير كاكرامية قد استوجب استغراب اللجنة لان صرف الاكراميات تعين بموجب قرارات سابقة
— ٢ — تحسب فيها مدة خدمة الموظف ومقدار راتبه الاخير علي ان يصادق عليها من قبل المجلس الجسماني لان الميزانية لا تحتوي علي باب للاكراميات فنرجوكم اعلامنا عن سبب منح هذه الاكرامية ولماذا لم تستحصلوا موافقة اللجنة كما ان زيادة راتب مدام صباغ بموجب قرار جمعية الاليانس في باريس كان يلزم علم اللجنة وموافقتها ٥ ) تبين من الفقرة ١٤ المختصة بمدرسة نورائيل انكم قد دفعتم ٢٥ دينارا الي حاخام حسقيل حاخام شميل بدون مصادقة اللجنة ........... وقد اشار المدقق الي انكم قد دفعتم الي المعلمة سمحه سلمان راتب شهري تشرين الاول والثاني مع انها قد تركت المدرسة في نهاية تشرين الاول وهذا يعني اما انكم قد دفعتم راتب الشهر الثاني سلفا قبل ان يتحقق دفعه وهذا لا يجوز واما انكم قد صرفتم الراتب الثاني كاكرامية وهذا ايضا لا يجوز فنرجوكم اعطاء الايضاحات اللازمة لتبرير تصرفكم هذا وقد تبين كذلك انكم قد صرفتم ٦ / ٢ / ١٠ علي بعض التعميرات وشراء خيمة لمسكنكم وقيدتم المبلغ صرفا علي حساب تعميرات مدرسة نورائيل . ان هذا القيد لم يكن اصوليا اذ لا علاقة لمدرسة نورائيل بمثل هذه المصروفات البته هذا من جهة ومن جهة اخرى فان اللجنة لم تجد مبررا لصرف ثمن خيمة المسكن من صندوق المدرسة وقد قررت استقطاع قيمة الخيمة فقط من رواتبكم اما التعميرات فنرجوكم بيان نوعها ومقدار المصروف عليها لتتمكن اللجنة من ابداء رايها النتيجة انه لما كانت مدارس الاليانس من المدارس التي تديرها الطائفة فانها يجب ان تخضع لنفس الانظمة والتعليمات التي تخضع لها بقية المدارس التي تحت ادارة هذه اللجنة وان هذه اللجنة من واجبها ان تطلع علي كل ما يجري في مدارسها سواء من الوجهة الادارية او المالية وعليه فان من الضروري استحصال مصادقتها على تعيين المدرسين وتقرير رواتبهم وزيادتها وتخفيضها وانهاء خدماتهم وكذلك يجب استحصال مصادقتها علي نوع الصرف ومقداره وفقا للتعليمات المحفوظة لديكم فنرجوكم ان تؤكدوا لنا بانكم سوف لا تسمحون بتكرار الامور التي لاحظناها لكم وان توعزوا الي المحاسب باستقطاع المبالغ المذكورة اعلاه وان تقدموا الايضاحات المطلوبة علي جناح السرعة ⟦illegible⟧ ⟦illegible⟧ ⟦illegible⟧ ⟦illegible⟧ ⟦illegible⟧ ⟦illegible⟧ ⟦illegible⟧

It is essential that this plan should cost as little as possible owing to the weak financial position of the school. For this purpose it is necessary to have as large classes as possible. I propose, then, that next year we should have one 5th secondary class (20) boys one 4th secondary class (60 boys) 3 <del>one</del> 3rd secondary class (60 boys) 2 <del>two</del> 2nd secondary classes (60 boys each) 2 <del>⟦threetwo⟧</del> 1st secondary classes (60 boys each) In this way, we could have eight classes in the secondary school just as we have this year so that there would be no need to increase our staff.
Matriculation. [Marginalia] 2. The Shamash School has had a very impressive record in the London Matriculation during the last three years. During that period from June 1937, there have been twenty eight passes from Baghdad, fifteen ⟦of⟧ ⟦which were⟧ from the Shamash School. At the same time, this is not entirely satis- factory as our successes have on the whole been confined to boys of far more than average ability and industry. Actually, the London Matric- ulation is intended as an examination which the average boy should pass when leaving school to go into an office. The plan, which I proposee, consists of having five secondary classes instead of four. We can start this year with a fifth secondary class, con- taining the remnants of our present fourth secondary with some extremely clever boys at present in our third secondary. (I should add that we have in our third secondary now a number of boys of exceptional ability). We should, then, have a fifth secondary form of matriculation containing 20 pupils with a very good chance of success. I would propose that this form should not have the regulation 35 periods. They have reached a stage when private study is extremely important and the teacher's work should be intended rather to help the boys out of difficulties than to cram the lessons down their throats. The same is true of the fourth secondary form. In an English school, boys who have attained such a standard, would be given a number of free per- iods in the school library without supervision for private study. Here, we have not the accomodation for this kind of thing. Nevertheless, I would suggest that school periods should be cut down for the fourth and fifth secondary forms so that they would have more opportunity to study alone. At present, the higher forms are forced to sit up late into the night to catch up with their school work. Fewer hours would mean not only an economy but also more private study, with less midnight oil. Then, we can apply ourselves seriously to the first secondary forms, which contain a majority of boys who have come to us from the elementary schools with a very poor knowledge of English. At present begin a number of subjects in English without being able to underst⟦...⟧ very much of what they are doing. It is an essential part of my plan that the first secondary year should be devoted to improving the En⟦...⟧ of the boys, while of course retaining the Arabic, history and geogra⟦...⟧ required by the Ministry of Education but excluding the mathematics and science or reducing it to a minimum until the boys have a suffi⟦...⟧ knowledge of the language to be able to absorb them. <del>There-is-only-one-way-of-introducing-these-improvements</del>
3 The Elementary Classes. The question of the position of the elementary classes in the school needs serious thought. When I first came to Baghdad, I was very astonished to find children of five in a schoo l together with moust- ached youths of eighteen and twenty. It struck me as being very queer indeed mainly because I had never heard of such a state of affairs in any school in Europe. Still, in the last three years, I feel that I have given the arrangement a fair trial and I cannot find a single argument in favour of it. Here are some powerful arguments against it: (1) The discipline of the school has suffered as a result. The court- yard superficially resembles the playground of a kindergarten. A very bad impression is made on the visitor who comes during an interval. (2) Recent events have shown that our first secondary forms have been affected. On the whole, the English in our <del>fire</del> sixth elementary is better than that in other elementary schools. By that, I mean that our worst pupils are far superior to the worst pupils of the other schools. Sometimes, we get boys who cannot tell the difference between a d and a p. As a result, our first secondary forms contain a large number of boys who cannot fallow the work of the form at all and many others who can only follow with the greatest difficulty. (3) Then, we have the question of expense. Our elementary classes cost us about I.D. 700 over and above the school fees received from them. The first three elementary have rather a small number of pupils, averaging 25 boys in a class. This is due to the fact that parents consider the school inconvenient for young boys. Then, our teachers in the elementary classes are rather better paid than those in other schools, mainly owing to the length of their service. At the same time, I recognize that this alone is not a very potent argument. It should be considered only in addition to the other arguments. (4) This year we have a total number of 585 boys in the day school, excluding the evening class. This, I am told, constitutes a record for the school. We have not adequate accomodation for so many. The geography room was partitioned and both parts are unendurable during spring and summer while in addition we use both the lecture room and the synagogue as extra class-rooms. The school library is a little hole in the corner stuffed full of oddds and ends, the laboratory has no benches and pupils are forced to stand during the experiments.
