The committee met on Monday, 27 / 6 / 1960, in the presence of Messrs. Meer Basri, Heskel Sety, Sassoon
Bashi, and Abdullah Ovedia to consider the petitions submitted by some students in which they request to obtain a
scholarship to study outside Iraq at the expense of the late Heskel Menachem Daniel and others. The Administrative Committee
had referred this matter orally to the Schools Committee for consideration, noting that it is possible to send one student
only on a scholarship this year. After deliberation on the subject, the Schools Committee reached the following:-
1- The applicants for this scholarship are three, and they are:-
a- Yaqub Heskel Muslih - who completed his studies in the fifth grade of Shamash Secondary School in the
current academic year 59 / 1960.
b- Salman Heskel Ballas - who completed his studies in the fifth grade of Shamash Secondary School in the
current academic year 59 / 1960.
c- Linda Yusuf Dangoor - who graduated from the fifth secondary grade of Shamash Secondary School in the summer of 1958.
2- After considering the qualifications of each of the three students above in terms of their level of study in the Frank Iny
and Shamash Secondary schools, and in terms of the exams they passed in the ( ⟦G.C.E.⟧ ) of the University of London,
and in terms of the entrance exams for American universities ⟦affiliated⟧ which they recently passed through the
( ⟦Educational Testing Service⟧ ) affiliated with ( ⟦Princeton⟧ ),
and after confirming their good conduct and behavior during their attendance at the Frank Iny and Shamash schools, it was found that
these three students are approximately equal in all these aspects.
3- The committee decided to favor the two students Yaqub Heskel Muslih and Salman Heskel Ballas over the student Linda Yusuf
Dangoor. Firstly - because they are graduates of the current academic year, and secondly - because of the committee's belief that the benefit
from sending a male student to study is ultimately greater than the intended benefit from sending a female student to study.
4- The information available to the majority of the members of this committee indicates that the student Salman Heskel Ballas
is of poor means and cannot under any circumstances complete his studies at his own expense, neither fully nor partially,
while the committee believes that the guardian of the student Yaqub Heskel Muslih is financially able to send his son
to study outside Iraq at his own expense.
5- Based on the above, and given the availability of a scholarship for one student only at the expense of the late Heskel Menachem Daniel and others
for this year, the Schools Committee has decided to nominate the student Salman Heskel Ballas for this scholarship, and it hopes
the Administrative Committee will take the final decision in this regard.
6- Desiring to encourage the other two students, namely Yaqub Heskel Muslih and Linda Yusuf Dangoor, both of whom are diligent
students, and keen to create a spirit of joy ⟦and competition⟧ and competition among students to strive in our schools
and in accordance with adopting good behavior, the Schools Committee proposes to the Administrative Committee to grant financial aid
ranging between one hundred and one hundred and fifty Dinars annually for a period of four years of study for each of the two students
mentioned above, if that is possible for it.

for the SAT and Achievement Tests, the committee found that this student deserves a nomination
for a scholarship, noting that the top student among the graduates of the fifth grade from Shamash Secondary School for the
current year 1960/61 has previously obtained financial aid to study at an American university,
and that the other students among this year's graduates who are distinguished by their academic level, numbering five in total, are all
from wealthy families and can study at their own expense. Therefore, it was decided to request the Administrative Committee
to endorse the nomination of the student Samir Shaul Hakham Sassoon for this year's scholarship.
2- In view of the expiration of the employment contract of Mrs. M. Lucile, the English language teacher at
Shamash Secondary School and Frank Iny School, and her lack of desire to renew the contract under the same previous conditions,
the committee decided to authorize the secretary Abdullah Oweidia to renew her employment contract under the conditions
he deems appropriate, in order to ensure the regular progress of studies in the next academic year, especially since the aforementioned
has demonstrated competence in teaching and sincerity in work.
3- The committee decided to task Mr. Naim Abir, currently residing in London, to advertise for the employment of one or
two teachers in case of failure to agree with Mrs. Lucile to continue teaching in our schools, and to contract
with them to teach the English language in the next academic year as was arranged in previous years,
provided that the conditions of employment are proportional to the current situation given the rise in teacher salary levels compared to
past years.
4- The committee decided to authorize the secretary Abdullah Oweidia to pay the summer vacation salaries to those he designates from
among the members of the teaching staff in our schools to facilitate the affairs of teachers in need, especially those teachers
who spend the summer vacation outside Iraq.
5- The committee decided to task the secretary Abdullah Oweidia to supervise the erection of the Immortal July 14th Arch and to supervise
the organization of the popular parade on this occasion and to spend on these activities, provided that final expense reports
are submitted to the Administrative Committee as was arranged last year.

the organization of the popular march on this occasion and spending on these activities, provided that lists of final expenses
are submitted to the Administrative Committee as was arranged last year.

The Schools Committee has considered your request submitted on June 19, 1961, to the Chairman of the
Administrative Committee, Mr. Salman Daniel, regarding the nomination of your son (Elia Sabah) for higher studies in England at
the expense of the Mosaic Community in Baghdad. After studying the matter, it reached the following:
1- Your request arrived late, as it had already been decided to send a specific student from Baghdad to study at the community's expense.
2- It is not possible to send more than one student from this year's graduates at the present time.
3- The Schools Committee and the Administrative Committee usually prefer to nominate scholarship students from our schools in Baghdad only
due to the availability of strong study in Baghdad schools as required by scholarship conditions, especially since our students
in Baghdad are prepared in their secondary studies and specially equipped for higher studies abroad.
Accordingly, we regret to inform you that it is not possible to fulfill your request regarding sending your son on the scholarship. However,
the Schools Committee considered the possibility of assisting your son financially by allocating him an annual
grant of (1500) Dinars to be granted for a period of 4 years if the following conditions are met:
1- The committee must be convinced of your son's success in this year's Baccalaureate exams with distinction so that he is superior
to his peers among other eligible students in our schools in Baghdad.
2- The committee must obtain an official document confirming that your son has been accepted into a recognized institute or university
to study the subject he wishes to specialize in.
3- Upon request, your son must come to Baghdad for a personal interview. He must also provide us with a letter from his school
attesting to his good conduct during his years of study.

I, the undersigned, am an Iraqi who came to England
four years ago to study on scholarship basis and to follow
a course leading to a B.Sc. degree in Engineering.
Before leaving for England, the Administrative Committee
for Iraqi Jews in Baghdad, had then decided to grant me the
necessary funds to complete my college education in the United
Kingdom. I started my studies since then, accordingly. At
first I passed my G.C.E. examinations, at the advanced level,
in all the subjects required for a pre-engineering course.
Then I secured admission to the University of Leicester,
which I am still attending at present. At the moment, I
need one more year of college work in order to obtain my
B.Sc. degree in engineering. As the yearly allowance for
my scholarship is no more available to me from Baghdad under
the present circumstances, I shall be much obliged if your
respectable committee would consider granting me the funds
necessary for one more year of studies to enable me obtain
my B.Sc. degree.

CONTRACT PAPER
The First Party - The Lay Council of the Jewish Community in Baghdad or its representative -
⟦Abdul Razzaq⟧ in his capacity as the trustee of the endowments of the late Heskel Menachem Daniel ⟦Abdul Razzaq⟧
The Second Party - Samir Shaoul Slone, residing in Al-Mansour City district
Airport Street 18 Baghdad .
Agreement has been reached between the two contracting parties above - the first is hereinafter referred to as the Trustee
and the second is hereinafter referred to as the Student - according to the following conditions:
1- The Trustee undertakes to send the student to complete his preparatory studies at the
City of Westminster College in England, or in any other institute
decided by the Trustee, for a period of one year starting from the month of September of the year 1961 and thereafter
to enter the University of London or any other university
decided by the Trustee to receive his higher education and specialization in the branch of Engineering or Science
during a study period of three additional years, after which he shall obtain a (B.Sc.) degree
or ⟦illegible⟧
2- The Trustee undertakes to pay to the student or his representative an amount not exceeding
(500/-) five hundred dinars for each year of the four years of study, in order
to cover the expenses of housing, living, and tuition fees of the student. The Trustee also pays the travel fares of the
student for one round trip only upon his departure from Iraq and his return to it.
3- The student undertakes to carry out the mission for which he was sent with all diligence and effort and will
dedicate his efforts to his lessons with all perseverance and maintain his character in a satisfactory manner not only in the scientific institute
but outside it as well. The student must also observe the regulations of the scientific institute
with all discretion and sincerity and try his best to present a satisfactory examination and obtain a
graduation certificate in the subject explained in the first paragraph of this contract on the condition that
the period does not exceed four years to obtain this degree, considering that this
period is sufficient for this purpose. During the period of his studies, the student must send to the Trustee reports
proving his success in all his exams from time to time as well as proving his good conduct, provided
that these reports are signed by the officials in the university or institute in which the student
is studying.
4- It is not permitted to change the subject of study mentioned in the first paragraph of this contract except in
cases of necessity and based on the suggestion of the authorities of the scientific institute in which the student is studying
and accompanied by the approval of the trustee of the aforementioned endowment, the First Party. Abdul Razzaq
5- The Trustee has the right to expel the student and recover from him all the expenses spent on him if the
Trustee so desires in the following cases:
a) If the student misbehaves, if he is convicted of a felony or a misdemeanor involving dishonor.
b) If the authorities of the scientific institute request the student to leave the institute, either because of
failing his exam or as a result of disgraceful behavior.
6- The student undertakes to refrain from engaging in politics in any way during the period of
study, and in case of violating this condition, he shall be liable to expulsion and the provision of
Article (5) listed above shall be applied to him.

7- In the event of the student failing his examination or extending the period of study beyond the period mentioned in
this contract for reasons other than illness, the Trustee has the right, if he so wishes, to allow the student to
repeat the academic year at the student's own expense, or to expel the student and recover all
expenses spent on him from him or from his guarantor.
8- The student undertakes to perform, within three months from the date of his graduation, services for a period
equivalent to the period of his study outside Iraq, either in the schools of the Mosaic community in Baghdad or in
any other institute decided by the Trustee, wherever that institute may be and in any location found within Iraq,
provided that the student receives from the school or institute in which he will work a salary
proportionate to the salaries received by employees of the Iraqi government who have
the same qualifications as the student.
9- This contract shall be considered null and void if the Trustee or his agent is unable to employ the student
within three months of his return to Iraq. If the student refuses to be employed during the
aforementioned period, or if he is expelled for reasons related to his misconduct or the like, the Trustee
or his agent has the right to recover an amount proportionate to the remaining period of the agreed service period,
which represents amounts spent on the student for the period he did not compensate with his services. The student must
pay the amount upon request.
10- The Trustee has the right to recover the guarantees mentioned in this contract without prior official notice.
The statement of expenses submitted by the Trustee shall be considered correct, indisputable,
and not subject to objection - and the student must comply with the Trustee's decision in the event of his failure to implement any clause
of the clauses of this contract for any reason whatsoever.

Greetings,
The Schools Committee met on Thursday, 22 / 6 / 1961, in the presence of Messrs. Meer Basri,
Heskel Seity, and Abdullah Ovadia. It considered the petition submitted by Samir Shaul Hakham Sassoon,
a student at Baghdad College, which included a request for his nomination as a scholarship student for higher studies in England at
the expense of the Mosaic Community to obtain a (B. Sc) degree. After reviewing his academic level,
his transcript from Baghdad College, and his exam results for the
Scholastic Aptitude Test and Achievement Tests
the committee found that this student deserves nomination for the study mission, noting that the top student
among the graduates of the fifth grade of Shamash Preparatory School for the current year 60 / 1961 has already received
financial aid to study at an American university. The other students among the graduates of
this year who are distinguished by their academic level, numbering five, are all from wealthy families and are able to study
at their own expense.
Therefore, we attach herewith the original petition of the aforementioned student and recommend his nomination for study at the community's expense,
as was arranged in previous years with other students who were sent to study at the community's expense,
noting that the student Samir Shaul Hakham Sassoon has a document confirming his acceptance into one of the institutes in England
for the academic year starting next September.
