The Schools Committee met in the presence of: Meer Basri, Heskel Sety, and Abdullah Oweidia, and discussed the
following matters:
1- It reviewed the petition submitted by Samir Shaul Hakham Sassoon, a student at Baghdad College, which includes a request
to nominate him as a scholarship student for higher studies in England at the expense of the Jewish Community to obtain the
( ⟦illegible⟧ ) certificate. After reviewing his academic level and his transcript of grades from Baghdad College and the results of his exams
for the SAT and Achievement Tests, the committee found that this student deserves a nomination
for a scholarship, noting that the top student among the graduates of the fifth grade from Shamash Secondary School for the
current year 1960/61 has previously obtained financial aid to study at an American university,
and that the other students among this year's graduates who are distinguished by their academic level, numbering five in total, are all
from wealthy families and can study at their own expense. Therefore, it was decided to request the Administrative Committee
to endorse the nomination of the student Samir Shaul Hakham Sassoon for this year's scholarship.
2- In view of the expiration of the employment contract of Mrs. M. Lucile, the English language teacher at
Shamash Secondary School and Frank Iny School, and her lack of desire to renew the contract under the same previous conditions,
the committee decided to authorize the secretary Abdullah Oweidia to renew her employment contract under the conditions
he deems appropriate, in order to ensure the regular progress of studies in the next academic year, especially since the aforementioned
has demonstrated competence in teaching and sincerity in work.
3- The committee decided to task Mr. Naim Abir, currently residing in London, to advertise for the employment of one or
two teachers in case of failure to agree with Mrs. Lucile to continue teaching in our schools, and to contract
with them to teach the English language in the next academic year as was arranged in previous years,
provided that the conditions of employment are proportional to the current situation given the rise in teacher salary levels compared to
past years.
4- The committee decided to authorize the secretary Abdullah Oweidia to pay the summer vacation salaries to those he designates from
among the members of the teaching staff in our schools to facilitate the affairs of teachers in need, especially those teachers
who spend the summer vacation outside Iraq.
5- The committee decided to task the secretary Abdullah Oweidia to supervise the erection of the Immortal July 14th Arch and to supervise
the organization of the popular parade on this occasion and to spend on these activities, provided that final expense reports
are submitted to the Administrative Committee as was arranged last year.

I, the undersigned, am an Iraqi who came to England
four years ago to study on scholarship basis and to follow
a course leading to a B.Sc. degree in Engineering.
Before leaving for England, the Administrative Committee
for Iraqi Jews in Baghdad, had then decided to grant me the
necessary funds to complete my college education in the United
Kingdom. I started my studies since then, accordingly. At
first I passed my G.C.E. examinations, at the advanced level,
in all the subjects required for a pre-engineering course.
Then I secured admission to the University of Leicester,
which I am still attending at present. At the moment, I
need one more year of college work in order to obtain my
B.Sc. degree in engineering. As the yearly allowance for
my scholarship is no more available to me from Baghdad under
the present circumstances, I shall be much obliged if your
respectable committee would consider granting me the funds
necessary for one more year of studies to enable me obtain
my B.Sc. degree.

The First Party - The Lay Council of the Jewish Community in Baghdad or its representative -

The Second Party - Samir Shaoul Slone, residing in Al-Mansour City district
Airport Street 18 Baghdad .
Agreement has been reached between the two contracting parties above - the first is hereinafter referred to as the Trustee
and the second is hereinafter referred to as the Student - according to the following conditions:
1- The Trustee undertakes to send the student to complete his preparatory studies at the
City of Westminster College in England, or in any other institute
decided by the Trustee, for a period of one year starting from the month of September of the year 1961 and thereafter
to enter the University of London or any other university
decided by the Trustee to receive his higher education and specialization in the branch of Engineering or Science
during a study period of three additional years, after which he shall obtain a (B.Sc.) degree
or ⟦illegible⟧
2- The Trustee undertakes to pay to the student or his representative an amount not exceeding
(500/-) five hundred dinars for each year of the four years of study, in order
to cover the expenses of housing, living, and tuition fees of the student. The Trustee also pays the travel fares of the
student for one round trip only upon his departure from Iraq and his return to it.
3- The student undertakes to carry out the mission for which he was sent with all diligence and effort and will
dedicate his efforts to his lessons with all perseverance and maintain his character in a satisfactory manner not only in the scientific institute
but outside it as well. The student must also observe the regulations of the scientific institute
with all discretion and sincerity and try his best to present a satisfactory examination and obtain a
graduation certificate in the subject explained in the first paragraph of this contract on the condition that
the period does not exceed four years to obtain this degree, considering that this
period is sufficient for this purpose. During the period of his studies, the student must send to the Trustee reports
proving his success in all his exams from time to time as well as proving his good conduct, provided
that these reports are signed by the officials in the university or institute in which the student
is studying.
4- It is not permitted to change the subject of study mentioned in the first paragraph of this contract except in
cases of necessity and based on the suggestion of the authorities of the scientific institute in which the student is studying
and accompanied by the approval of the trustee of the aforementioned endowment, the First Party. Abdul Razzaq
5- The Trustee has the right to expel the student and recover from him all the expenses spent on him if the
Trustee so desires in the following cases:
a) If the student misbehaves, if he is convicted of a felony or a misdemeanor involving dishonor.
b) If the authorities of the scientific institute request the student to leave the institute, either because of
failing his exam or as a result of disgraceful behavior.
6- The student undertakes to refrain from engaging in politics in any way during the period of
study, and in case of violating this condition, he shall be liable to expulsion and the provision of
Article (5) listed above shall be applied to him.
