Based on paragraph (2) of Article Thirty-Six of the Official Secondary Schools Regulation
No. 54 of 1954.
A student dismissed from school according to the aforementioned paragraph shall not be transferred to attend
official secondary schools due to failing two consecutive years in one grade.
However, if the dismissed student passes an educational stage, i.e., after passing the
General Examination for Intermediate Studies (as an external student or as a result of attending a private school), he has the right in
this case to attend the fourth grade of official secondary schools.

1- Re-evaluation of grading is prohibited, and any complaint for the purpose of re-evaluating grading
shall be ignored.. but this does not prevent teachers from exercising their right according to the circular
of the Ministry of Education No. 26132 dated 27 / 11 / 1946, reaffirmed by our circular
No. 16282 dated 18 / 5 / 1955.
2- If an oversight occurs in transferring grades from the register to the student's card or from the booklet to
the register, or if an error occurs in summing the grades obtained by the student on various questions, then
the school must rectify this error under the supervision and knowledge of the Director of Education, and the
Director of Education of the Liwa must inform the competent authority in the Ministry of Education immediately.
3- If any complaint is issued against one of the teachers, please send that complaint to the competent
authority in the Ministry of Education with a statement of the violation in the matter.

The following are instructions regarding school tours and trips, please follow them: -
1- Our telephone approval must be obtained at least one day prior when conducting a tour
2- Write to us at least one week in advance when wishing to visit factories, institutes, and other institutions
located within the boundaries of the Capital Secretariat.
3- The Directorate of the Iraqi Museum must be informed when wishing to visit museums at least two days in advance, and
contact should be made directly by telephone (( 185427 , 6039 ))
4- When wishing to travel to another Liwa, the request must be submitted at least twenty days in advance so that
approval can be obtained and the responsible authorities informed.
5- Schools are not allowed more than two trips during the school year

We have noticed recently that some school administrations did not observe the following points when organizing
documents or transfer forms. Please observe this letter of ours and act accordingly with all accuracy and caution.
The school that is negligent or careless regarding these points will be punished.
1- Documents or transfer forms must be organized in ink, provided they contain the number and date
mentioning the number of years the student failed in their last grade and stating whether they failed in the school
or the Baccalaureate, mentioning the examination number.
2- Stating the grade and the school transferred from for the past year.
3- The photograph is to be pasted with glue; the use of pins (or clips) is absolutely not permitted.
4- Documents must be addressed to the entity the student is required to visit; the phrase
(To whom it may concern) may not be mentioned.
5- The photograph and the stamp must be stamped with the school seal, and the principal himself must sign, provided
his name is mentioned under the stamp in a clear and explicit manner.
6- Students may not be provided with school documents (for the third and fifth grades) at all unless
the student is a scholarship student at the government's expense. Also, the grades of the last general <del>exams</del> exam
in which the student failed must be mentioned.
7- It is not permitted to sign or stamp three stamps at once because it violates the Stamp Law System No. 2 of 1952.
8- The school administration must mention the student's name in a clear and evident manner, matching what is listed in the
General Examinations register or in the school list.

Based on the requirements of the public interest and in implementation of the provisions of the Ministry of Education Regulation No. (5) of 1955 and to facilitate work in the administration of
Baghdad Province Education. It was decided -
1) That Mr. Abdul Hadi Al-Mukhtar - Director of Education of Baghdad Province (The Center) shall manage schools of all types in the city of
Baghdad within its administrative boundaries and the sub-districts of Karrada Al-Sharqiya and Karrada Maryam.
2) That Mr. Naji Al-Douri, Director of Education of Baghdad Province (The Outskirts), shall manage the remaining schools of Baghdad Province in the districts of
Kadhimiya, Samarra, Tikrit, Mahmoudiya, and the sub-districts of Salman Pak and Adhamiya of all types.
3) All current employees of the Directorate of Education of Baghdad Province shall perform their official duties for the two mentioned directorates until further notice.
The order is considered effective from the date above.
