1- It has become clear to us from some previous cases that the provincial directorates of education and the administrations
of secondary and intermediate schools have refused to admit expelled students after the lapse of
a calendar year from their expulsion, based on paragraph - 2 - of Article Six of
the Secondary Schools Regulation. Therefore, we would like to inform you that this article does not apply
to students who are expelled under paragraph (8) of Article 40 of the same regulation
for the following reasons:-
a- Because the expelled students are among the old students registered in their schools.
b- Because paragraph (a) of Article Six applies to new students who
were late in registering at the beginning of the school year for a period of (60) days.
Therefore, please circulate to all administrations of secondary, intermediate, and vocational schools the necessity of
reconsidering the admission of expelled students as stated in paragraphs a - b - c -
of Article 40 without regard to paragraph (a) of Article Six.

1- No fees shall be calculated for the lecturing teacher for the mid-year exam or the final exam at all.
The examination and grading hours are considered an integral part of his duties, and no lectures are given to him during the week
of the examination.
2- For the lecturer who is not a teacher on the school's permanent staff, lecture hours shall be calculated according to what was allocated
in the examination schedule for the hours of the subject he lectures in, provided that he performs proctoring, grades the papers
of the exam, sets the questions, and so on.
3- What was paid to lecturing teachers contrary to this shall be recovered, and we should be informed.

We transmit to you below a copy of the letter from the Presidency of the General Provincial Council / Baghdad Provincial Governorate / Number
3334 dated 28 / 2 / 1956, requesting that all teaching staffs be notified accordingly and the necessity of
refraining from hitting entirely, and reforming male and female students and addressing their problems through
educational methods. However, if the hitting of male and female students is repeated, we will take the most severe disciplinary penalties
against the violators.

While in previous letters, the last of which was our letter No. 2179 dated 9 / 5 / 1954
upon which your circular No. 13084 dated 16 / 5 / 1954 was based, which included instructions to
school administrations on the necessity of refraining from hitting male and female students, despite that, we still see from
time to time many complaints coming to us against school administrations and members of the teaching staff
for their use of severe, painful hitting and cruelty toward male and female students. The severity of the hitting has reached
in some cases that the victim is referred to the hospital for first aid and obtaining a medical report
to that effect, and sending one of the male or female inspectors to conduct an investigation.
The use of hitting does not reform the male or female student, and it is also inconsistent with modern educational methods
in teaching and reforming students.
Therefore, please issue a circular to refrain from using hitting and to treat students with kindness and reform them
through advice and guidance, not through hitting, and to monitor that strictly and impose strict punishment
against those who violate this and inform us.
