We hope that the general vaccination this year will include all male and female students of colleges and schools of
various types and levels according to the following instructions.
1 / The student health doctor for that province shall vaccinate the members of the schools in the province center and nearby areas.
2 / The doctor of the health institution in the districts and sub-districts shall vaccinate the members of the schools there,
and he is responsible for the vaccination.
3 / The health official or the dresser in charge of some provincial clinics in some areas
shall himself be responsible for carrying out this vaccination.
4 / The Chief of Health shall be responsible for sending vaccinators to areas where there are schools and which are devoid
of health institutions, as stated in the section on infant vaccination in the special booklet on smallpox and its control.

previous incidents, and we pointed out the steps to be followed regarding their reinstatement to their schools.
We indicated at the time that the remedy for this matter is left to the teachers' councils, which must
decide what they see as consistent with the requirements of justice and the public interest.
The Ministry, while reaffirming this aspect, wishes at the same time to emphasize that
one of the basic purposes of the school is to embrace all those wishing to obtain an education and enable them to
continue their studies with ease, in accordance with what the process of education and teaching dictates to us.
Based on the above, the Ministry does not want to prevent from studying anyone who wants and desires
it, as long as the capabilities are available - or can be provided with a little effort - and this
means that those whom the teachers' council decides to allow to attend again must
not be required to obtain a transfer certificate to another school, because this procedure involves
the meaning of complication, not facilitation.
We want school administrations and teaching staffs to be vigilant, attentive, and keen
on applying the regulations fairly and in a tolerant spirit tinged with firmness. Every school principal
and every class supervisor must notice any abnormal behavior that may appear in the students of his class or school
and intervene at the appropriate time to stop this behavior at its limit. He is obligated
to inform you immediately about cases where he finds that his effort and the effort of the teachers

This Ministry has authorized in previous letters the closure of some intermediate and secondary schools and
teachers' training institutes, then reopening them and registering in them on clear bases. Registration has been reopened
in all those schools and studies have resumed in them.
In order to ensure the continuation of studies and enable students to take advantage of this opportunity and compensate for what
they missed in the past, we request all teachers' councils in secondary and intermediate schools and
teachers' training institutes for boys and girls to dismiss any student who was re-registered after he and his guardian pledged to attend
and obey the regulations and behave with the conduct of a student aware of his duties towards himself, his family, and his homeland, if
he returns to striking or is called to a demonstration or intentionally absents himself during the period of strikes or demonstrations
from attendance. We also hope that the teachers' council will take this decision and announce it to the male and female students
immediately upon your receipt of this circular and inform the competent authorities such as the military command and recruitment offices
and the police of the names and addresses of those dismissed so that what we deem appropriate may be taken.

Based on the requirements of the public interest, please instruct all intermediate and secondary schools
for girls to follow the instructions listed below and inform us -
1- Not to appoint male lecturers to teach in girls' schools.
2- Not to admit male students into girls' schools.
3- Not to touch upon religious aspects in classes by female teachers, with the necessity of
respecting the feelings of followers of other religions.
Any negligence shown in one of the schools that leads to the corruption of morals or prejudice
to the unity and dignity of the nation, atheism, destructive ideas, and the dissemination of propaganda harmful to the public interest,
as stated in Article Five of the General Education Law No. (57) of 1950, encourages
this Ministry to implement what was stated in Articles (31 and 32) of the aforementioned law, and he who
warns is excused.

Studies will resume in intermediate, secondary, industrial, agricultural, and vocational schools,
arts, teachers' training institutes (male and female), and educational courses starting from the morning of Saturday,
29 / 12 / 1956, as stated in our letter No. 56305 dated 24 / 12 / 1956.
Please notify school administrations with a copy of this letter and ensure they have received it,
and inform them that the teachers' councils are responsible for ensuring calm and that students attend to their studies according to
the provisions of the regulations and by the methods they see fit to follow, provided that the following matters are observed with all precision:
1. The absence of every student who does not attend school or leaves it after attending shall be recorded.
2. The principal and the teachers' council must identify students who incite strikes,
gathering, and chanting inside the school, and impose the necessary disciplinary punishment against them and provide you
with the result of that.
3. Members of the teaching staff must cooperate with the school principal to impose and ensure calm and discipline,
and they must perform any duty entrusted to them or to any one of them.
4. The failure of school principals to take the necessary measures inside their schools in the event of
a strike, demonstrations, gatherings, or chanting against the instigators is considered non-cooperation with this
Ministry, which will be free to take whatever measures it deems fit against those who are negligent.
