Based on what was stated in the specialist inspector's memorandum numbered M / 116
and dated 15 / 10 / 955 communicated to us by the letter of the Inspectorate of General Education numbered
S / 245 and dated 25 / 10 / 1955.
Paragraph (B) of Article Fifteen of the Secondary Schools Regulations
No. 54 of 1954 states the following -
"The maximum limit for hours taught by a teacher is thirty
teaching hours per week only"
From this text, it is understood that it is not permissible to exceed the total of the teacher's lectures beyond thirty
hours weekly under any circumstances, meaning that every teacher in secondary and
intermediate schools shall teach 22 hours as their official quota and (8) lectures. Please act
accordingly and instruct school administrations to observe the application of this with complete accuracy.

We have noticed recently that some school administrations did not observe the following points when organizing
documents or transfer forms. Please observe this letter of ours and act accordingly with all accuracy and caution.
The school that is negligent or careless regarding these points will be punished.
1- Documents or transfer forms must be organized in ink, provided they contain the number and date
mentioning the number of years the student failed in their last grade and stating whether they failed in the school
or the Baccalaureate, mentioning the examination number.
2- Stating the grade and the school transferred from for the past year.
3- The photograph is to be pasted with glue; the use of pins (or clips) is absolutely not permitted.
4- Documents must be addressed to the entity the student is required to visit; the phrase
(To whom it may concern) may not be mentioned.
5- The photograph and the stamp must be stamped with the school seal, and the principal himself must sign, provided
his name is mentioned under the stamp in a clear and explicit manner.
6- Students may not be provided with school documents (for the third and fifth grades) at all unless
the student is a scholarship student at the government's expense. Also, the grades of the last general <del>exams</del> exam
in which the student failed must be mentioned.
7- It is not permitted to sign or stamp three stamps at once because it violates the Stamp Law System No. 2 of 1952.
8- The school administration must mention the student's name in a clear and evident manner, matching what is listed in the
General Examinations register or in the school list.

Based on the requirements of the public interest and in implementation of the provisions of the Ministry of Education Regulation No. (5) of 1955 and to facilitate work in the administration of
Baghdad Province Education. It was decided -
1) That Mr. Abdul Hadi Al-Mukhtar - Director of Education of Baghdad Province (The Center) shall manage schools of all types in the city of
Baghdad within its administrative boundaries and the sub-districts of Karrada Al-Sharqiya and Karrada Maryam.
2) That Mr. Naji Al-Douri, Director of Education of Baghdad Province (The Outskirts), shall manage the remaining schools of Baghdad Province in the districts of
Kadhimiya, Samarra, Tikrit, Mahmoudiya, and the sub-districts of Salman Pak and Adhamiya of all types.
