5- Fees for auditing certificates shall be sent to the employee specialized in distributing these certificates
because they are not government funds and the accountant has no relation to them.
6- The Directorate of Education of the Liwa must conduct an inventory of the certificates held by
the specialized employee by stating their serial numbers, then demand from him proof of delivery
of the amounts for the sold certificates to the treasury. If it appears to it that there are
some amounts that have not been paid to the treasury, legal measures must be taken in this
regard and that employee must be compelled to pay what remains in his liability immediately.

Further to our circular No. 25411 dated 4 / 9 / 1955.
School certificate forms are considered government property subject to the Law of Accounting
Principles and its instructions, as they have an official price. Since most of the employees -
responsible for distributing these forms to the schools and institutions in need of them were not bonded
to the Guarantee Fund, the following has been decided :-
1- The school principal shall collect every month an amount of (50) fils from the students graduating from his school
who wish to obtain a school graduation certificate. At the end of the month, he sends this amount
with an official letter to the accountant of the Provincial Directorate of Education.
2- The accountant receives the amount and issues a receipt for it (Accounting / 37), then notes on the school's letter that he
received the amount, referring to the number and date of the receipt, followed by his signature. Then he refers this letter to
the employee specialized in distributing certificates so he knows that the accountant pays the amounts to the treasury at
appointed times according to the rules.
3- The employee specialized in distributing certificate forms shall send the certificates for which the
price has been paid to the party that requested them by an official letter.
4- The employee specialized in distributing school certificate forms shall keep a special register in which he records
his receipts of certificates, provided that the page is divided into fields showing
(1) Type of certificate form (2) Number of certificates (3) Their serial numbers (4) Number and date of
the release list or correspondence under which these certificates were received. The rest of the pages are allocated
to the outgoing items, provided that the page is divided into fields showing: (1) Type of certificate (2)
Number of certificates sent (3) Their serial numbers (4) Number and date of the letter under which they were sent
(5) Number and date of the receipt under which their prices were delivered. This register shall be a model

Your letter No. 248 dated 2 / 1 / 1955 regarding the implementation of Article Thirty-One of the Secondary Schools Regulation
No. (54) of 1954. We request following the following instructions and circulating them to all intermediate and secondary schools affiliated with you.
1 - Subjects in secondary schools are divided into two groups:-
A- Academic subjects, including scientific and social lessons, religion lessons, and language lessons.
B- Non-academic lessons, including drawing, physical education, manual work, needlework, and singing.
2- The student must achieve an average of no less than 60% for each of these two groups in order to meet the success requirements.
3- The student must pass all lessons in both groups in order to meet the success requirements.
4- If the student fails the average of one of the two groups, he must select lessons within that group
for the purpose of the completion (makeup) exam.
5- If the student fails the average of both groups, his status shall be that of a student with incomplete status in the total. He must fulfill
the average in the completion exams for each group by choosing lessons within that group.
6- The rules for passing, failing, and completion apply to the subjects of each of the two groups as stipulated in the regulation, meaning that the student
who fails a subject from the first group and a subject from the second group and fails the total of one of the two groups
is considered to have failed regardless of his average in the other group.
7- Measures shall be taken to proceed with what was followed in the past regarding schools with a large number of non-
Muslim students.

It has been noted that many of the documents received by us have fundamental deficiencies, and since documents must contain
all information related to the student regarding their studies, behavior, and attendance, and whether they have been provided with documents
to other parties, the number of years spent in each grade, and whether they passed in the first or second session.
In the latter case, whether they were incomplete due to illness, failure, or both. All this information is necessary
whether the document is for transfer or for another purpose. Therefore, we request that this be circulated to all schools affiliated with you,
official, private, and foreign, and that you refrain from certifying incomplete documents and request them to observe the following:-
1- It is not permissible to list annual effort grades for the sixth primary, third intermediate,
and fifth preparatory classes, but it is permissible to mention the grades achieved in the ministerial exam.
2- If the student passed, the session in which they passed must be mentioned, and if the success was in the second session,
the subjects in which they were incomplete and the reason for the incompleteness (illness or failure) must be mentioned.
3- The grades in which they spent more than one year.
4- Is the student currently attending school or has their relationship with it been severed, when did they leave the school, and were they provided with a document to
any party, and the number and date of this document.
5- Reference should be made to their behavior in school and the regularity of their attendance.
6- Every school must keep a special register in which the numbers and dates of documents issued by the school
and the addressed party are recorded.
7- Directors of Education are requested to keep a special register in which the documents certified by the Director of
Education are recorded, containing the document number, the issuing party, the addressed party, and the number and date of
certification.

During my recent visit to the schools entrusted to my inspection, I specifically checked the registers
of daily student attendance, and I noticed chaos or a lack of accuracy and care in recording attendance in all schools
without exception, and among these disruptions are the following =
1 - Some female students were recorded as present even though they were absent, and vice versa.
2 - Recording attendance is neglected for a period of days, then recorded together for the mentioned days, and it is no secret that it is difficult
for the teacher to remember the absent students throughout this period or part of it.
3 - Afternoon attendance is recorded in the morning, even though it is possible that students might be absent
in the afternoon due to illness or otherwise, or some students absent in the morning might attend in the afternoon.
Since the student's attendance and perseverance are of great importance, please alert the school principals to
the necessity of monitoring these registers from time to time and alerting the class advisors entrusted with this
task of the need to record attendance accurately and with care, and not to delegate that to the students themselves as
happens in some schools.

The Directorate General of Education sent us, via its letter No. 27626 dated
1/8/1954, comprehensive instructions on how to store chemical materials, requesting us to inform
you and alert the specialized teachers to follow what is stated therein, provided that school administrations
monitor their work from time to time and not allow laboratory materials to be left lying on the ground
or in cabinets without special care for them, to preserve their safety on one hand and to prevent
the occurrence of fires on the other. Accordingly, we are sending you a copy of the mentioned instructions,
hoping for compliance with them and following what is stated above. The Ministry of Education will, in turn, monitor the work of
school administrations in such matters closely and will not hesitate, as stated in its aforementioned letter,
to impose penalties on violators and those who are negligent.

Comprehensive instructions for the storage of chemical materials
First - The three mineral acids: Hydrochloric, Sulfuric, and Nitric acid.
These acids are stored in their containers with tight glass stoppers and placed without stacking on a glass or ceramic surface
in a damp place away from other materials.
Second - Hydrofluoric acid - stored in special containers made of wax, gutta-percha, or lead. Its quantities are taken in vessels made of
one of these materials.
Third - Soda or caustic potash, bleaching powder, quicklime, calcium chloride, and sodium or potassium peroxide
Their containers are kept closed with cork stoppers or coarse glass greased with paraffin, with the stoppers and the mouth coated with a layer
of wax, and this layer is reapplied after opening the container to transfer something. Be careful when opening bottles (or tins) of
sodium or potassium peroxide to avoid the danger of oxygen that may be trapped under high pressure.
Fourth - Ammonium hydroxide - stored in its containers with coarse glass stoppers in a damp, dark place away from acids,
avoiding vibration and heat. These containers must be opened from time to time if the concentration reaches about 35% to avoid an increase
in internal pressure.
Fifth - Sodium and Potassium - both are stored in a dark place completely submerged in petroleum oil in thick glass containers, with the
stopper and mouth of each coated with a layer of wax. When taking any amount of them, a suitable piece is transferred with forceps or a long needle to a vessel in
petroleum in a wiping vessel using the forceps or needle in the left hand and a knife in the right, then any excess is returned to
the original container and the soiled vessel is washed of any invisible residue that may remain in it.
Sixth - White Phosphorus - as in the case of sodium and potassium, but replacing petroleum oil with water for storage or cutting.
Note / It is not permitted to use the same cutting tools in both cases.
Seventh - Highly volatile flammable liquids, including - carbon disulfide, ether, chloroform, pure benzene,
petroleum benzene, and petroleum ether. They are stored in tightly sealed containers and placed in a dark place, preferably in a refrigerator
during the summer, while avoiding vibration and heat.
Eighth - Chemical materials known for their toxic effect, including - arsenic and its compounds such as arsenic oxides, arsenates, and cyanogenic
compounds such as cyanide, cyanides, ferrous cyanide, ferric cyanide, and sulfur cyanides or thiocyanates,
as well as mercuric chloride (sublimate). These materials are kept in a cabinet with a special lock and may not be opened by students or have
quantities removed except during experiments and by the teacher himself.
Ninth - Tools and items that are rarer and more expensive - platinum tools such as wires, crucibles, dishes, and forceps, and platinum compounds,
gold leaves and wires and its compounds, agate or onyx tools such as the special mortar for analysis.
They are kept in a cabinet with a special lock, provided that silver compounds are placed in colored bottles.
Tenth - Solutions used in chemical analysis, including -
Basic analyses used in qualitative analysis
Reagent solutions used in descriptive analysis
Each group is placed arranged separately. Care should be taken when taking amounts of any of them that no tool such as a pipette touches the liquids, but rather
the required amount is poured into a clean, dry graduated cylinder, and nothing is returned to the original. This cleanliness and dryness must be observed
in the bottles to which the amount taken from the liquid is transferred.
Eleventh - Mineral chemical materials other than those mentioned - these are arranged (alphabetically) in groups according to the metallic
bases, and each group includes the metal, its oxides, its hydroxide, and its salts arranged alphabetically among themselves. These
materials are kept in cabinets so that any of them can be easily accessed, and an expression is followed in their arrangement.
As for non-metallic elements and their compounds, such as forms of carbon, sulfur, and phosphorus with their oxides and chlorides, they are kept alone, arranged
alphabetically.
Twelfth - Organic chemical materials other than those mentioned
They are kept in tightly sealed containers in cabinets in a dark or dim place, arranged alphabetically.
Some materials require extra care in addition to the above, including materials highly affected by atmospheric factors ⟦line⟧
such as silver and ferrous compounds, bleaching powder, chloroform, and pyrogallic acid; these are kept in colored

1- Re-evaluation of grading is prohibited, and any complaint for the purpose of re-evaluating grading
shall be ignored.. but this does not prevent the Teachers' Council from exercising its right according to the circular
of the Ministry of Education No. 26132 dated 11/27/1946, which was confirmed by our circular
No. 16282 dated 5/18/1955.
2- If an oversight occurs in transferring grades from the register to the student's card or from the booklet to
the register, or if an error occurs in summing the grades obtained by the student on various questions, then
the school must rectify this error under the supervision and knowledge of the Director of Education, and the
Provincial Director of Education must inform the competent authority in the Ministry of Education of this immediately.

The following are instructions regarding school tours and trips, please follow them: -
1- Our telephone approval must be obtained at least one day prior when conducting a tour
2- Write to us at least one week in advance when wishing to visit factories, institutes, and other institutions
located within the boundaries of the Capital Secretariat.
3- The Directorate of the Iraqi Museum must be informed when wishing to visit museums at least two days in advance, and
contact should be made directly by telephone (( 185427 , 6039 ))
4- When wishing to travel to another Liwa, the request must be submitted at least twenty days in advance so that
approval can be obtained and the responsible authorities informed.
5- Schools are not allowed more than two trips during the school year
6- <del>⟦illegible⟧</del> If one class goes on a trip, it is considered a full school trip
7- The school principal (male or female) shall be responsible for the results of the school trips
provided that the male and female students are accompanied by no less than two members of the teaching or
educational staff
8- Primary schools shall inform the inspector (male or female) of the date of the trip so that he or she is aware
of it.
9- All trips shall cease immediately after the end of the spring break for students to devote
themselves to preparing for the final and general examinations.

Text of the Letter
The specialist inspector / for administration has ⟦noticed⟧ noticed that the administrations of some private secondary schools
do not pay attention to the accuracy of the names of the students in each class, and there is also a discrepancy in the names of the lecturers in relation to the staff list
sent to the competent offices. Therefore, we request a circular to these schools regarding the necessity of organizing the names of the students
registered in each class and the weekly lesson schedule including the name of the lecturer who actually teaches each lesson
and hanging a copy of these two schedules in each class.

with letters to the Passenger Transport Service Directorate and others, confirming their enrollment
in their schools. Since such letters lead to misconduct by

also by the school principal, provided that the document is certified by this
