1 - It has become clear to us from some previous cases that the Directors of Education of the Provinces and the administrations
of secondary and intermediate schools have refused to accept expelled students after the lapse of
a calendar year from their expulsion, based on paragraph - a - of Article Six of
the Secondary Schools Regulation. Therefore, we would like to inform you that this article does not apply
to students who are expelled under paragraph (8) of Article 40 of the same regulation
for the following reasons:-
1. Because the expelled students are among the old students registered in their schools
2. Because paragraph (a) of Article Six applies to new students who
were late in registering at the beginning of the school year for a period of (60) days.
Therefore, we request circulation to all administrations of secondary, intermediate, and vocational schools regarding the necessity
of reconsidering the admission of expelled students as stated in paragraphs a - b - c -
of Article 40, while paying attention to paragraph (a) of Article Six.

1- No fees shall be calculated for the lecturing teacher for the mid-year exam or the final exam at all.
The examination and grading hours are considered an integral part of his duties, and no lectures are given to him during the week
of the examination.

in the examination schedule for the hours of the subject he lectures in, provided that he performs proctoring, grades the papers

We clarified in our previous letters, the last of which was our letter No. 2179 dated 5/9/1954
on which your circular No. 13084 dated 5/16/954 was based, which included instructions to
school administrations on the necessity of refraining from hitting male and female students. Despite this, we still see from
time to time many complaints coming to us against school administrations and members of the teaching staff
for their use of severe, painful hitting and cruelty toward male and female students. The severity of the hitting has reached
in some cases to the point where the victim is referred to the hospital for treatment and obtaining a medical report
to that effect, and sending one of the inspectors (male or female) to conduct an investigation.
The use of hitting does not reform the male or female student, as it is contrary to modern educational methods
in teaching and reforming students.
Therefore, please issue a circular to refrain from using hitting, to treat students with kindness, and to reform them
through advice and guidance, not through hitting, and to monitor this strictly and impose punishment
severely against those who violate this, and inform us.

with which we do not agree in most cases. However, we do agree with them on the necessity of female students and teachers being characterized by modesty
in their appearance and adhering to correct religious etiquette, far from rigidity and obsession, and close
to progress coupled with balance and good behavior.
This is not a novelty, for civilized nations that know themselves proceed in their lives
according to this upright path. Furthermore, the necessity of this path does not apply only to female students and teachers, but
it also includes male students and male teachers as well.
Therefore, I ask the leaders of education, both female and male teachers, to keep this approach
before their eyes. For the rectification of morals is the basis for benefiting from knowledge.

It is understood from the notes of the inspectors and specialists submitted to us that the majority of teachers do not keep a
(Lesson Preparation) daily notebook and do not use it despite the warnings issued to them on various occasions
regarding the necessity of the existence of such a record, to which extreme importance is attached to ensure the proper course of study
and to be reassured that it is proceeding on its correct path.
The task of the (teacher) differs from the task of the (book) in that the teacher distributes the lesson points
which are mentioned in the book in sentences and it is difficult to detail them, and he also highlights the elements of the lesson
by arranging them in sequence and linking them to the student's information or deducing them from him, then recording them in a (blackboard) summary
Clarification may require examples and simplified drawings that differ from what the books draw, and phrases for explanation free from
the embellishment that books adhere to. Therefore, for the last time, we emphasize the necessity of (teachers) and (instructors)
recording the lesson plan in the daily lesson preparation notebook according to the following main steps
without which scientific information cannot be delivered to the student's mind clearly and simply: -
First: Recording the prominent elements of the lesson according to the sequence that matches the student's information and readiness
Second: Referring to the illustrative aids he used
Third: The impact of the illustrative aids he devised or when arranging them
Fourth: Establishing the illustrative examples he extracted from the environment in which the student lives and which
books cannot encompass
Fifth: Establishing the illustrative drawings he drew on the blackboard
On this occasion, we draw the attention of the administrations of secondary, intermediate, and primary schools belonging to you
(official, private, and foreign) that they will be responsible before the specialist inspectors and provincial education inspectors
for this subject in addition to the responsibility of the teacher and instructor, noting the following: -
A- The (Lesson Preparation) notebook is considered one of the official school records that must be kept in the administration
of the school when the teacher is transferred from his school or retires from work for any reason, and the teacher
who succeeds the transferred teacher must receive the notebook and use it for the same purpose
B- Allocating at least one page of the notebook to prepare the plan for a single lesson
C- In cases where the teacher or lecturer is responsible for teaching more than one subject
the number of notebooks must be within the limits of the subjects assigned to him. D - Specialist inspectors will
review these notebooks and sign them.

Text of the Flag Salute Ceremonies
Please circulate the flag salute ceremonies to the school administrations affiliated with you to be performed on Thursday of
every week during the break between the second and third lessons according to the following method: -
1- Students (male or female) of the school classes gather around the flag in the form of an open circle with a suitable opening
where the school principal, the physical education teacher, and any interested members of the teaching staff stand.
2- The flag is prepared before the meeting begins and is fixed to the flagpole rope, and the pulley fixed at the top is checked so that
the flagpole rope can be moved easily when the flag is raised.
3- Note that the flag must never touch the ground while it is being lowered ⟦line⟧ .
4- A piece of wood (15) cm long with a suitable lathe is fixed to the flagpole at a height of four
and a half feet to wrap the flagpole rope around it while lowering or raising the flag, and for the flag to be folded on it
before and after raising.
5- After the students of the classes gather around the pole in group formation, the physical education teacher instructs the representatives
of the class assigned the task of raising the flag that day to advance to the pole after giving the signal of readiness
to everyone. The student stands near the pole in the position of attention if bareheaded, and performs
the full salute if wearing headgear, then takes a step toward the pole and begins raising the flag. At
this moment, the students are in the position of attention or the full salute position if they are in full
scout uniform, until the flag is settled at the top of the pole. The rope is tied to the wooden piece fixed
to the pole, and the raiser takes a step back to perform the salute if in full uniform, then turns
back and proceeds to his place in the large circle. There, the organizer instructs the singing of the flag anthem (O flag
of the nation, we are with you ⟦line⟧ it is our duty to raise you .... etc.)
6- After finishing the singing of the flag anthem, the students are instructed to take the position of rest, and the
school principal, physical education teacher, or other members of the teaching staff provide the instructions and guidance
prepared for this purpose.
7- The position of attention is given, and the person assigned to raise the flag advances to the pole to lower it in the same manner.

There is no doubt that you agree with us that the primary goal of education is - undoubtedly - the development of the student's
capabilities, the refinement of his character, and the planting of virtues in his soul. And building his personality in a sound way. So as to create from him a citizen
useful to himself and to the society in which he lives. And that the basic function of the school is - to prepare a suitable environment in which
the student works. Far from the shameful manifestations of his environment outside the school. So that it does not affect his mental
and moral formation. Using - in order to reach this goal - all educational means.
And we are certain that you also agree with us. In that we do not expect from the student, while he is still in the stage of learning and formation,
to be consciously aware of the results of all his actions and not to perform an act considered in the eyes of the school contrary to discipline
and order, because that is not consistent with the nature of things.
And since one of the most prominent duties of the modern school is to work on avoiding shameful manifestations in the behavior of the unruly student
- if such a student is found in its midst - the Secondary Education Regulation No. 24 of 1954 was enacted, providing it with
the possible means to use in such cases. And it specified the penalties to be imposed on him in the event of
his committing an act considered contrary to the general order of the school and to the etiquette of school conduct.
And we would like to clarify that the legislator's purpose of punishment is reform and that the punishment should be a deterrent, and that the school,
when forced to impose it - must observe "firstly" that the punishment must be proportionate in harmony
with the philosophy of punishment and the legislator's purpose for it, such as imposing the penalty of warning before a reprimand, and this before the penalty of deducting conduct
grades .... etc. The school must exert every effort to straighten what is crooked in the behavior of the unruly student before
resorting to imposing punishment, and should not resort to it except when necessary and at the appropriate time. So that it is received by
the student and his guardians with an open heart and respect. And then its beneficial effect is left in the student's soul.
And we tend not to resort to the penalty of (expulsion) - especially - except in cases of necessity and after exhausting every means
of education to reform the student's affairs, such that his remaining in the school community becomes harmful to this community,
given the serious consequences resulting from it and its impact on his future and his physical and mental formation.
This is what we wish to notify school administrations to work in light of the educational and social principles and foundations
it contains, if we want to avoid haste in deciding on student violations, and what that might lead to
of resentment and regret even by the decision-makers themselves, such that they are forced to reconsider and change it, which
leads to the loss of the desired effect of the punishment and gives a bad impression to the parents and guardians of the students
and what can be inferred from such an action.
And when we request this, we appreciate the magnitude of the vital responsibilities placed on the shoulders of the teaching staff in
such a stage of our society's development. As well as the difficulties they face in performing their educational
mission, and we realize the importance of this mission in creating a new rising generation, strong in body and sound in mind, and the extent
of the sacrifices made in this path.

5- After the students of the classes gather around the flagpole in group formation, the physical education teacher instructs the class
chanter assigned the task of raising the flag that day to advance to the flagpole after giving the signal of readiness
to everyone. The student stands near the flagpole in the position of attention if bareheaded and performs
the full salute if wearing headgear, then takes a step toward the flagpole and begins raising the flag. At
this moment, the students are in the position of attention or the full salute position if they are in full
scout uniform. Once the flag is settled at the top of the pole, the rope is tied to the piece of wood fixed
to the pole, and the raiser takes a step back to perform the salute if in full uniform, then turns
back and advances to his place in the large circle. There, the chanter instructs the singing of the flag anthem (O flag
of the nation, I am with you ⟦line⟧ it is inevitable for us to raise you .... etc.)
6- After finishing the singing of the flag anthem, the students are instructed to take the position of rest, and instructions
and guidance prepared for this purpose are presented by the school principal, the physical education teacher, or other members of the teaching staff.
7- The position of attention is given, and the person assigned to raise the flag advances to the pole to lower it in the same manner.

And what is better than this, in my view, is for the respected General Inspectorate Department to keep the latest version
of the weekly lesson schedules for all intermediate and secondary schools, teachers' institutes, and schools of
industry and commerce, so that the inspector can see what he wants from them before his travel to the province, knowing in advance
when and where he will find the subject he is assigned to inspect, on any day and in any class, so that surprise is achieved and the
need to overturn lessons and alter the times of periods on the day of the inspector's arrival at the school is eliminated.

Subject / The importance of reviewing the weekly lesson schedules for schools
You know that some subjects of intermediate and secondary study have few hours per week and are taught in specific classes
such as Physics and Health, as they have three periods and two periods respectively for the third grade, and likewise Chemistry and Biology, three for the
third and for the second two periods for the second grade, unlike language and mathematics lessons, for example, which have many periods in all
classes. It often happens that the inspector reaches one of the district and sub-district schools and does not find, on the day of his arrival, the teacher whom
he came to inspect in the weekly lesson schedule implemented in the school. The inspector is then faced with two options. Either
he decides to return on another day when that teacher happens to be present, and this matter is unlikely due to the cost of time
and travel expenses, or he asks the school principal to switch one of the lessons to the lesson intended for inspection and tasks
the specialized teacher with teaching in an instantaneous, artificial, and improvised manner so that neither he nor his students are prepared for the lesson.
And when the former has no plan to discuss nor the others have assignment notebooks to audit. In this case, it is impossible to hold the
teacher accountable for his shortcomings, just as the report submitted as a result of this type of inspection cannot reflect a true picture
of his work. It is nothing but a superficial report written merely to "fill" the void and blacken the white space on the form.
To avoid these disadvantages and solve the problem, I see that the Directors of Education must keep in their offices the latest copy
of the weekly lesson schedule for every intermediate, secondary, and preparatory school so that the inspector in the province center can review it and adapt
his tours outside this center according to these schedules so that he reaches the school during its intended school schedule for inspection
specifically. Thus, the element of surprise in the inspection is ensured. The inspector is able to observe the lessons and review his pages while it
is proceeding naturally.
The Directors of Education used to keep the weekly lesson schedules for intermediate and secondary schools. If they exist,
they are old and were sent to them at the beginning of the school year and do not contain the changes that occurred to them over time.
And how frequent these changes are given the instability of the staff in many intermediate and secondary schools throughout the months of the school year.
So please kindly emphasize to the directors of ⟦...⟧ provincial education to demand the administrations of intermediate and secondary schools and teachers'
training institutes affiliated with them to send the latest copy of the weekly lesson schedules in use. And to provide them with every
change that occurs to them from time to time.
