Text of the Health Letter
We hope that the general vaccination this year will include all male and female students of colleges and schools of
all types and levels according to the following instructions.
1 / The student health doctor for that province shall vaccinate the individuals of the schools in the province center and nearby areas.
2 / The doctor of the health institution in the districts and sub-districts shall vaccinate the individuals of the schools there /
the doctor is responsible for the vaccination.
3 / The health official or the dresser in charge of some provincial clinics in some areas
shall himself be responsible for carrying out this vaccination.
4 / The Chief of Health shall be responsible for sending vaccinators to areas where there are schools and which are devoid
of health institutions, as stated in the section on infant vaccination in the special booklet on smallpox and its control.
5 / All these activities shall be supervised by the Chief of Health, the Health Doctor, the Smallpox Control Doctor in the province, and the
Student Health Doctor.

We had previously issued our instructions to you regarding students dismissed from their schools for
previous incidents, and we pointed out the steps to be followed regarding their reinstatement to their schools.
We indicated at the time that the remedy for this matter is left to the teachers' councils, which must
decide what they see as consistent with the requirements of justice and the public interest.
The Ministry, while reaffirming this point, wishes at the same time to emphasize that
one of the basic purposes of the school is to embrace all those wishing to attain an education and enable them to
continue their studies with ease, in accordance with what the process of upbringing and education dictates to us.
Based on the above, the Ministry does not want to prevent from studying anyone who wants and desires
it, as long as the possibilities are available - or can be provided with a little effort - and this
means that those whom the teachers' council decides to allow to attend again must
not be required to obtain a transfer certificate to another school, because this procedure overrides
the meaning of facilitation with hardship.
We want school administrations and teaching staffs to be vigilant, attentive, and keen
on applying the regulations fairly and with a tolerant spirit tinged with firmness. Every school principal
and every class supervisor must notice any abnormal behavior that may appear in students of a class or school
and intervene at the appropriate time to stop this behavior at its limit. He is obligated
to inform you immediately about cases where he finds that his effort and the effort of the teachers
have failed to solve in a satisfactory manner. You, in turn, shall convey these facts
to us as soon as you are notified of them.
Please communicate this letter of ours to all secondary, intermediate, and vocational schools
to act accordingly and inform us.

Regulation amending the Secondary Schools Regulation No. 54 for the year 954
After reviewing Article Twenty-Six of the Basic Law and based on the rights
delegated to us under Article Twenty-Three of the aforementioned law, and based on what was presented by
the Minister of Education and approved by the Council of Ministers, we ordered the establishment of the following regulation on behalf of His Majesty
Faisal II, King of Iraq"
Article One / The phrase ((at least one full calendar year from his expulsion)) is deleted from Item 8
of Article 40 of the Secondary Schools Regulation No. 54 for the year 54 and is replaced by the phrase ((that school
year))
And the phrase (not less than one calendar year from the date of implementation of the expulsion penalty) is amended
and replaced by the phrase (that school year in which he was punished by expulsion)
Article Two / This regulation shall be implemented from the date of its publication in the Official Gazette
Article Three / The Minister of Education shall implement this regulation
