its session (34) held on 11/27/1958.
2- The examination system mentioned in the Cultural Unity Charter shall be applied in the first
preparatory grade, with the exception of what relates to the regions that speak the Kurdish language or the Kurds
who moved after primary school to districts whose language is Arabic, so the
passing grade shall be (40) in the Arabic language.
3- Approval for the start of the mid-year holiday on January 22, 1959, until February 7.
Therefore, we hope to circulate this to all schools affiliated with you to act accordingly.

It has been confirmed to us from the many objections submitted to this Ministry
recently that some school administrations did not apply the instructions regarding
examinations despite their clarity; we found many cases of failure and incompleteness resulting
from not adding one, two, or three marks, and we also found that some administrations
did not care to alert students to their incompleteness in the general total in addition to their incompleteness
in other subjects, and their documents (cards) were left without reference to their incompleteness
in the general total.
For all of this, we hope you will alert all school administrations affiliated with you that negligence
in such matters inevitably leads to the wasting of the rights of students (male and female) in a manner not accepted by
the policy of this Ministry, in addition to it being a source of discontent and a manifestation of
negligence.

1. The entrance examinations in both branches are open to everyone who has completed intermediate study (i.e., graduates of
the third grades, whether they previously entered the entrance exam and failed it or did not enter).
2. External students may be admitted to the final examinations for the third intermediate grades
as external candidates if they have successfully completed the second grade in an official, private, or foreign school
inside Iraq or held the equivalent from outside Iraq.
3. External students may be admitted to the final examinations for the second intermediate grades
as external candidates if they have successfully completed the first intermediate grade in an official, private,
or foreign school inside Iraq or held the equivalent from outside Iraq.
4. External students may be admitted to the final examinations for the first intermediate grades as
external candidates if they have completed primary study or held a certificate from outside
Iraq equivalent to that.
5. Students in paragraphs 2, 3, and 4 must not be registered in the same grades
in which they wish to participate in the examinations.
6. The examinations stipulated in paragraphs 2, 3, and 4 are conducted by official schools
where their students are placed, and the Directorates of Education designate these schools.
7. The deadline for submitting these applications is the end of April, and they are decided upon by the
Provincial Directorates of Education.

regarding the general examinations for primary education and the entrance examinations for preparatory education.
In view of the fact that these amendments have not been decided upon by the Council so far, and because it is not expected to decide
on them in the current year, and given the necessity of reconsidering this matter in light of the agreement that
was made to unify education programs in the Arab Union, please inform all those concerned
that the general examinations for primary education as well as the entrance examinations for preparatory education remain
in the status stipulated by the regulations and laws.
