Internal Regulations of the Committee of Israeli Hospitals in Baghdad
1- The committee that manages the affairs of Meir Elias Hospital, Rima Khedouri Eye Hospital, and the pharmacy
Naming of the Committee | Dar Al-Shifa, and any health facilities that may be established in the future for the Israeli community in Baghdad, shall be named

Composition of the Committee | 2- The committee consists of seven members appointed by the Lay Council in Baghdad and meets following its appointment
to hold the first session, and the session is chaired by the eldest member.
3- The committee proceeds in the first session to elect a President, a Vice President, and a Secretary, and the result is reported to
the Lay Council, provided that the term of this appointment ends whenever half of the committee is renewed according to Article
Duration of Signature | (10) of these regulations, and provided that the elected President, Vice President, and Secretary may be re-appointed.
4- The President represents the committee and has the right to sign all contracts and papers except for checks and opening
credits in banks, which must be signed by the President and the Secretary according to Article (33)
of these regulations, and provided that the authority to sign some correspondence related to
the implementation of the committee's decisions may be granted to the Secretary as decided by the committee from time to time.
5- The committee's discussions and decisions are recorded by the Secretary or whoever is delegated for that in a special register
and presented to the committee at the next meeting for approval and signature by the President and the members
who attended that session.
6- A quorum of the committee consists of four members, and if a quorum is reached, the majority is three votes, and if
more than a quorum is present, decisions are taken by a majority of votes, and if equal, the side containing the
President prevails. Furthermore, if a quorum is not reached in a session, the following session may be held if
three members attend, provided that decisions in that ⟦session⟧ are taken by consensus, and it is required in
this case that no decision be taken on any subject that was not recorded in the agenda of the previous session
in which a quorum was not reached.
7- The committee holds its meetings at least once every two weeks and may establish the rules it
deems appropriate for organizing its meetings, work, and the method of distributing tasks among its members.
8- If a member is absent from attending five consecutive sessions without any legitimate excuse,
he is considered resigned, and he is notified of this by the committee, and a copy is sent to the Lay Council for information
and to appoint a member to fill the vacancy, provided that the provisions of Article (10) of these regulations
apply to the member appointed in his place in this manner.
9- Resignations of members are submitted to the Lay Council with a copy to the committee, and if
the said Council accepts the resignation, it appoints another member based on the committee's nomination to fill the vacancy,
and Article (10) of these regulations applies to the new member.
10- Three members shall leave by lot after three years from the date of implementation of these regulations, and the
other four shall step down after six years from the said date. The committee shall nominate, at least one month before the end
of the membership term, other members to be appointed in their place, provided that the withdrawing member may be
re-appointed for one or more terms, and this method shall be applied during successive years.

Duties of the President - If the President of the Committee is unable to exercise any of the powers and duties entrusted to him under
this system for any reason, the Vice President shall act on his behalf.
Subcommittees 12 - The Committee may appoint subcommittees from among its members or others to perform special tasks, and if the appointment
of such committees is for the purpose of collecting donations and subscriptions, the Physical Council shall be informed accordingly.
Committee Responsibility 13 - The Committee shall be responsible to the Physical Council for the management of all work of the health institutions from
to the Council technical, financial, and administrative aspects, and it may establish the necessary regulations to ensure this.
14 - In emergency and urgent cases where the Committee cannot be convened to take decisions regarding them, the Secretary
Emergency Cases has the right, after obtaining the President's approval, to take any measures that are within the Committee's authority
under this system to ensure the proper management of the institution, provided that the Committee is convened as soon as possible
to present the matter to it and take its decision in this regard.
15 - Each member of the Committee has the right to inquire about any matter from any of the employees of the institutions

in Inquiry opinion they deem necessary or appropriate in this regard.
16 - The Committee shall determine the fees collected in its health institutions of all kinds, such as accommodation, surgeries,

17 - The Committee has the right to appoint and employ staff, including nurses, and determine their salaries, increase or ⟦decrease⟧ them,

employees under special contracts for more than one year, the Committee must inform the Council upon
their appointment, promotion, and dismissal for approval.
18 - The Committee shall organize its annual budget and submit it to the Physical Council at least two months before the start

Likewise, if it appears to the committee ⟦a⟧ after starting the work that its cost will exceed fifteen
percent or the allocations available in its budget, contrary to what it had ⟦expected⟧ in
the beginning, the approval of the Council must be obtained as soon as this becomes clear to it.
(b) - If the amounts collected from donations are for unspecified purposes, the approval of the Lay Council
must be obtained regarding how to dispose of them, if this has not been previously determined within the budget.

21 - The sources of hospital revenues at the time of establishing this system are:
a - Income from immovable property endowed to it.
b - What benefactors grant from Zakat, donations, gifts, and others.
c - What is obtained from the proceeds of special parties and others.
d - The amounts allocated by the Lay Council.
e - Revenues of the Kapoth.
f - Revenues of the health institutions themselves managed by the committee from fees for accommodation, operations,

22 - Properties are registered in the Land Registry Department ⟦etc.⟧ in the name of the health institutions of the Jewish community ⟦and it is required⟧

Expenditure
23 - The reserve amounts prepared by the committee are placed in one of the banks in the name of the Jewish Hospitals Committee
in Baghdad, and withdrawals are made with the signatures of the President and the Secretary in addition to the Hospitals
Committee.
24 - This system shall be implemented from the date of its ratification by the Lay Council.

for the Israelites
Article 1 - A committee shall be formed to manage the affairs of Meir Elias Hospital, Rima Khedouri Eye Hospital, and the
Dar al-Shifa Pharmacy, and any health facilities that may be established in the future for the Israelite community in Baghdad, under the
supervision of the Lay Council. This committee shall be called the Israelite Hospitals Committee in Baghdad.
Article 2 - The committee shall consist of seven members appointed by the Lay Council, half of whom shall be reappointed
every two years. The half shall be considered three members the first time and four members the second time, and so on. The renewal of
half of the members shall take place following the election of the Lay Council every two years, provided that the formation of the committee for the purpose
of these regulations shall be considered the appointment made on December 20, 1945, and that the three persons to be
replaced at the end of 1947 shall be determined by a ballot conducted by the Lay Council. Withdrawing members may be
reappointed once or more. Following the election of the Lay Council, the committee must inform the new Council
of the withdrawing members and nominate double their number for the Council to choose from among them or others to fill
the vacant memberships.
Article 3 - The committee shall meet following its appointment or the renewal of half of its members under the chairmanship of the eldest member
and proceed to elect a president, a vice-president, and a secretary, and present the election results to the Lay Council. The
term of this election ends with the renewal of half of the committee members every two years. There is no objection to re-electing the president,
vice-president, and secretary more than once. The vice-presidency and the secretariat may be combined in one person.
Article 4 - The committee shall be represented by its president, who has the right to sign all correspondence, contracts, and papers
except for bonds, checks, and opening credits in banks, which must be co-signed by
the secretary in accordance with Article 23 of these regulations. The secretary may be granted the authority to sign correspondence
as decided by the committee from time to time.
Article 6 - A quorum shall consist of four members, and decisions shall be made by a majority of the votes of those present, provided that
the president has the casting vote ⟦?⟧ in the event of a tie.
Article 7 - The committee shall meet at least once a week. If a quorum is not reached, the meeting shall be postponed until
the following week. The committee may establish the rules it deems appropriate ⟦?⟧ to organize its meetings and activities
and distribute its work among the members.
Article 8 - If a member is absent for three consecutive sessions without a legitimate excuse, he shall be considered resigned, and he shall be
notified of this, with the Lay Council being informed accordingly.
Article 9 - Resignations of members shall be submitted to the Lay Council with a copy to the committee, and the Council
may accept or reject them.
Article 10 - The Lay Council shall fill vacancies that occur in the committee in the cases mentioned in
Articles 8 and 9 and other cases, based on the committee's nomination of double the number of vacancies, provided that
the Council is free to appoint the nominees or others. The new member shall complete the remaining term ⟦?⟧ of the member

Article Sixteen - Amended: provided that wages shall be subject to the approval of the Lay Council

Article Twenty-Six - This regulation shall be implemented from the date of its approval by the Lay Council.

forced to officially file a lawsuit with the Mayoralty of the Capital. We have repeatedly tried
to obtain a new stove, so we contacted the Adas Company regarding the matter and recently
obtained a stove that operates by electricity and oil. We have installed it and made the
necessary arrangements for it, until the expenses reached about 120 Dinars. Since this
amount was not included within the estimated expenses for this year, our committee decided
at its meeting held on 24 / 7 / 945 to inform your esteemed council of the situation for approval.

Our Lay Council, in its session held on 4 / 10 / 945, decided the following:-
1) The Council postpones providing the amount required to be spent for purchasing tools and supplies for the Radiology Institute, which
you estimated at 400 Dinars, to be included in the estimates for the new budget. On this occasion, we remind you
that the committee has not yet submitted this budget, which we previously requested from you in our letter No. 3492
dated 4 July 945, urging its submission, which will force the Council to submit
the budget without waiting for your reply.
2) The Council approved the expenditure of 200 Dinars to carry out the repairs referred to in your letter dated
18 July in the Rima Khedouri Eye Hospital, as well as the amount of 120 Dinars to purchase and install a stove in
Meir Elias Hospital, as stated in your letter dated 7 August 945.
This is provided that it is clear to your committee that our approval of these expenses depends on the existence of
surplus revenue in your budget equivalent to this expenditure, as the Council cannot bear any new
responsibility other than the allocations previously approved by the General Council for Hospitals.

It is not hidden from Your Excellency that the rent for the National School was fixed a long time ago
at an amount of 250/- Dinars annually and has not increased until now. Our committee knows well that there are
no differences between the community's institutions in various aspects, but there is an independent budget for each of them
that must be taken into consideration, especially if the matter affects its revenues to a noticeable degree.
This nominal rent is very low for the mentioned building, which contains sixteen
rooms along with other school requirements, especially since this committee, as is not hidden from your council,
carried out significant expansions four years ago, in addition to the expansions and repairs it recently
conducted in the school, such that the expenses spent on those expansions in both periods reached
an amount of approximately 1800/- Dinars.
Our committee deliberated in its meeting held on the 22nd of this month regarding this matter and decided
to increase the mentioned rent to 500/- Dinars, taking into account the facts mentioned above,
even though it believes that the actual rent for the mentioned building at the present time, compared to the current rent
of the Nuriel School, is not less than 900/- Dinars.
Therefore, we hope that your honorable council will support us in this matter and approve raising the mentioned
rent to five hundred Dinars.
