To the Honorable President of the Lay Council
I submit to your honorable council, in my capacity as a member of the community and the father of a student at the
Laura Kadoorie School, the following:
The English language, which is the most important foreign language for this country, has
unfortunately become neglected in teaching at the Laura Kadoorie School for Girls to a great extent. After the
number of classes teaching English in the aforementioned school was ten classes out of 20 classes,
this number now does not exceed five, and these classes are the first three classes of
the school and the two high classes only.
Studying this language for five years does not provide the students with the required benefit, in addition to
the fact that the hours in which this language is taught are very few. I have written this letter to draw your council's attention
to this prominent deficiency in the curriculum of the aforementioned school, which is attributed to the presence of
only one English teacher in it. It is necessary to assign the teaching of the remaining five classes to an assistant
another teacher, as was the practice in the past and in all schools.
I also wish to submit to your council that among the thirty-three lessons received by
the fourth grade of the school per week, distributed as follows:
19 French, 9 Hebrew, 6 Arabic, 1 Physical Education (which is in fact a leisure lesson and nothing else), and 2 Sewing
there is not a single lesson for English.
This is what had to be presented to your honorable council, and the matter is for its guardian.

to school students, and there remain books valued at (2512/6) rupees distributed among the schools.

The salary of the teacher Sharabi is one hundred and thirty-five rupees, while for the salary of teacher Bardash
the community administration has no knowledge of its amount, so please inform us of that;

from the recovery of amounts received from the Execution Department regarding the lawsuit of Khedhouri, the former administrative clerk —
(Note that this case is among the issues whose resolution was entrusted to the lawyer Yusuf Zelkha)
2) An Ottoman Lira (value 11/12 rupees) was found in the iron safe which
the former Acting Hakham Bashi received from his predecessor, and it has remained in the suspense account

In reference to your inquiry during the council meeting on Sunday evening 4 / 1 / 1931 regarding the reason for not deducting
the difference of the salary reductions for hospital employees from the monthly allocations
I have reviewed the decision regarding the aforementioned reductions and found no mention requiring the deduction of these
differences from the allocations; meaning that the decision was in the form of an order to the hospital administration, and it is clear
from the council's decision in the same session, from which it appears that the monthly allocations must be 1917

So I request your final order as to whether it is necessary to deduct the aforementioned reduction difference
amounting to 141 Rupees (and this amount is outside the budget approval decision) and whether the deduction
includes the months of November ⟦and⟧ December or this last month only;

After greetings and respect,
With reference to the decision of the honorable Council dated 12/19/35, a copy of which
I place below: payment
(In view of the scarcity of the community's assets, the Council decided to postpone the disbursement of twenty-five percent of all
salaries and allowances due to all community employees for a period of four months starting
from the month of December 935, provided that the postponement period be reviewed at the end of the fiscal year so
that the Council can carry out its work during this year.)
I would like to draw your attention to the fact that the aforementioned decision did not clarify whether the aforementioned
postponement concerns the salaries of employees and teachers only, or includes everyone who receives a salary or allowances
from the community fund, including the needy, retirees, the prominent, the Spajid Committee, Uzri
Dalim, and others, or not.
Furthermore, the accounting department has not been provided with the actual amounts for the total salary expenditures of the community's schools
and its hospitals.
So please provide me with this information so that I can act in accordance with the Council's decision on the subject
under discussion.

The Honorable President of the Lay Council
The Council has a claim against the administration of the Nuriel Endowments for an amount of (1/5314) since the year
1926-1927, and there is a decision by the previous Lay Council to collect this amount
from the rental fees of the twelve rooms and the tea house numbered 6/9, starting from the beginning
of the year 1930. Accordingly, the Acting Hakham Bashi had demanded the agent of the endowment trustee in his letter
No. 1151 dated May 21, 1930 (attached to this decision) to submit the rental fees
of the aforementioned endowments.
The aforementioned trustee's agent replied to His Excellency on May 6, 1930, that he had collected
the sum of (1362) Rupees from the aforementioned rental fees and that his failure to submit the said amount to
the Council is due to his desire to settle the account between him and the Council (the translation of the
aforementioned letter is attached to this report).
It appears from this to the honorable Council that we have not yet received a single dirham from the aforementioned rental fees
in payment of the aforementioned claim, in addition to the fact that the Council has a claim against the administration of the Nuriel and Haron Saleh schools
amounting to (30590) Rupees.
It was the custom to collect all revenues of the Nuriel endowments, and after paying the endowment expenses,
the remainder of the revenues would be divided equally: the first half to the hospital administration, and as for the remaining
half, it would be collected by the Council in settlement of its claims against the Nuriel and Haron Saleh schools.
The agent of the trustee of the Nuriel endowments is currently collecting all revenues and spending them
without paying attention to settling the claims of the Lay Council.
The previous Lay Council had notified the accounting department in its decision No. 372 dated
February 2, 1930, to record the amount of (5/6156) Rupees, the surplus found in the
Alliance fund, as a debt against the Alliance, while the reply from the Alliance Israelite Universelle in Paris is pending regarding the settlement of this
amount which has not been paid until now. Against all these claims, the Council has only an amount of Rupees
(4/2972), which is what remained from the revenues of the Nuriel endowments for the previous year.
This is what had to be presented, and the matter is for the Council to decide.
