Baghdad, January 6, 1929
His Eminence, the Acting Hakham Bashi of Baghdad, the Respected
After greetings:
On June 21, 1928, I submitted a petition to the venerable Lay Council
complaining about my difficult circumstances and requesting the favor of increasing my meager salary, but circumstances
prevented the consideration of my request due to the exceptional conditions, the nature of which is not hidden
from your Eminence.
Therefore, I found no alternative, while in the most critical of times, but to submit to your Eminence a true
copy of the aforementioned petition, hoping for it to be viewed with an eye of kindness and for the
increase to be assigned starting from the date of the petition.
Thanking your Eminence in advance.

and a copy of which was submitted to me,

To Moise Effendi Meyer
Acting Director of the National School
Subject: Reprimand for negligence and indifference in work attendance
Further to our letter No. 527 dated 10/14/928 and our decision No. 530 dated
10/15/928
It pains us greatly to see you failing to carry out your job duties as we informed you
recently, and there is no doubt that such negligence issued by a responsible employee leads to the obstruction of ⟦line⟧
the public interest
Accordingly, we found no alternative but to warn you of the necessity of abandoning this error and hastening
to take over the duties of the National School directorate, while drawing your attention to the fact that this department will deduct
the daily portion of your salary for the period in which you did not attend the National School, starting
from the 15th of this month
It is hoped that after this letter you will respect the regulations as duty dictates to you.

His Excellency, the Respected President of the Spiritual Council
Subject: Accountant's report regarding the advances of the hospital administration
Greetings and respect,
From the report submitted by the accountant to your esteemed council dated June 5, 28,
it is clear that the Council's claim against the hospital administration is for the amount of (21752/10) Rupees, which is the remainder of the claim
on account of their share of the future revenues of the Nuriel endowments.
As for what was recorded in the revenue account of the Nuriel endowments starting from the month of April 1928 until
this date in the Council's books, it is the amount of 4553 Rupees, four thousand five hundred and fifty-three Rupees, in cash and bonds,
received and unreceived.
It is not hidden from Your Excellency that a portion of the revenues collected by the trustee's agent has not been submitted to
the Council, as according to the <del>letter</del> letter received by the esteemed Council, it is clear that some repairs have been carried out on
the aforementioned endowments, and the expense of these repairs was taken from the rent of the Lower River Cafe, and as promised
by the aforementioned trustee's agent, he will submit the expense list along with the rent account of the mentioned cafe.
Furthermore, the case of Khan Bakr and the lawsuit filed by Ali Chalabi Al-Khudairi to annul the lease and stop the payment
of the bond for one thousand (1000) Rupees has not been settled yet.
In addition to what has been stated above, the completion of wages is beginning to decline,
and the sum of what we mentioned undoubtedly affects the endowment revenues. This is the information I have.
With highest respect to Your Excellency,
Accountant

His Excellency the Respectable President
Greetings and respect. According to your order, I met with Aboudi Effendi and I ⟦discussed⟧
with him the matter of the promissory note. After back and forth, it became clear that the transaction cannot proceed except by withdrawing
the promissory note and keeping it in the Alliance administration, through ⟦promises of⟧ Sassoon, the Director of the Alliance, since
in the terms of the contract found at the Alliance school, there is an article stating that if any destruction
or demolition occurs, the lease can be canceled. This is what we understood from Rabbi Heskel, Rabbi Shamil, and I followed up
again with Mr. Aboudi Effendi, ⟦it remains⟧, and he suggested what we mentioned above regarding withdrawing the promissory note and submitting it
to the Alliance administration.
And there is a second promissory note for the amount of fifty rupees only, which must be withdrawn as Rabbi Heskel
informed me that he received half the amount from the debtor, which is 25 rupees, and will receive the rest through facilitation.
This, and it must be noted that this transaction is dependent on the agent of the trustee of the Nuriel Endowments.
To Your Excellency, with utmost respect,
The Accountant

My Honorable Mr. President,
Based on what was stated
in the accountant's report above, we recommend withdrawing the aforementioned promissory note and keeping it in the Alliance administration
until the new contract is written ⟦...⟧ in March and when the aforementioned valid promissory note is referred to
the Nuriel Endowments, and the remaining twenty-five rupees are received from Rabbi Heskel and deposited in the treasury of
the Nuriel Endowments, and white tea gold is received in its stead. We request the settlement of
the matter to ⟦illegible⟧
