Reference to the petition of the lawyer Yusuf Effendi Zilkha referred to me on 28/4/30
I represent: that the aforementioned lawyer had submitted to the previous Lay Council a petition in this
regard including a copy of the account claiming an amount of (49/8) forty-nine and a half rupees, the remainder of his claim
against the administration.
The Vice President of the previous Lay Council had referred this
petition to the accounting department on 23/3/930 for auditing; however, I did not receive it until after the Council
submitted its resignation. Therefore, it has become impossible to carry out any audit on its contents.
It was stated in the aforementioned petition that the lawyer had dropped the lawsuit he filed against
Hadhouri Effendi Sassoon based on the request of the Vice President, and as I have no knowledge regarding this
matter, I leave this issue to your Eminence and submit herewith the aforementioned letter with the
receipt and the attached notice.
Please note that this petition has not been recorded in the administration's registers until this date.
This is what was necessary to present, and the matter is yours to decide.

Reference to the two letters of the Hospitals Committee numbered 549 and 551 dated
April 24 and 27, 1930, referred to me
I place below the text of the second paragraph of the Council's decision No. 266 dated 8/25/930
And based <del>and viewing</del> on the two letters received from the mentioned committee dated May 7 and July 9
of the year 1929 numbered 75 and 178 containing a request to establish clinics for treating the eyes
of students in the community's schools and to bring a doctor to be a director for the Meir Elias Hospital, and since
these two matters require an increase in expenditure, the Council has therefore decided to increase the usual
allocations by three thousand eight hundred rupees (3800) in addition to the allocations amounting to sixteen
thousand seven hundred rupees, so the Council's allocations to the community hospitals became twenty thousand rupees
(20,500) on the condition that the Council pays that increase upon bringing the aforementioned director doctor
and establishing the clinics mentioned above.
Furthermore, please note that the Lay Council has approved the appointment of the internal doctor
Dr. Sinan on March 10, 1930. This is what had to be presented, and the matter is for your eminence.

After performing the duties of respect
I submit to your Eminence that I had submitted to the esteemed Lay Council on February 28
1930 a letter in which I presented the smallness of my salary in relation to the duties I perform, these duties
whose importance your Eminence undoubtedly acknowledges and for which ⟦for which⟧ I stay late every day in the office after
working hours for hours to perform them
The former Vice President of the Council had placed this letter in the files until the end of the
fiscal year to be considered during the preparation of the new budget
And since the Council was dissolved before the appointed time passed, the aforementioned

With reference to the undated letter of Reuben Hakham Sassoon, registered on the 10th of the current month and referred
to me, I submit:
Since the Director of Correspondence resigned on 31/4/930, I have been performing (at
Your Honor's request) the duties of this position in addition to my two original positions: accounting for
the Secular Council and accounting for the administration of the Midrash Talmud Torah. It is no secret to Your Honor that I have been working
until now without interruption morning and evening without being able to perform these duties in their entirety.
So how is it possible for me to undertake this task with which Your Honor has charged me? This task
whose completion requires a dedicated employee working continuously and extensively to be able to
review the books, accounts, and resolutions of the Council for more than a year and a half.
This is the last day this department will open its doors, and Your Honor may choose,
after the holiday, a competent man whom you trust to perform this task, and I am ready to hand over to him
the books and registers pertaining to it.

Honorable Yusuf Effendi Bulbul
Based on the report submitted by the accountant of the Lay Council, it has become clear that at the
end of your duty, you handed over the papers and documents you held belonging to the Council according to
a receipt given to you by the previous Lay Council. Among the aforementioned papers was
a copy of the registration for the piece of orchard registered in the name of Moshi Rubin Sadqa without a signature from
the Tabu Department. The accounting department recently found an old entry in the Council's ledgers
dated December 11, 1924, the text of which follows:

Our draft on the Ottoman Bank, check No. 26730, to the order of the
Acting Hakham Bashi, Hakham Ezra Dangoor, for the total expenses and
transfer fee for the piece of orchard belonging to the Jewish community

Subject: Requesting the former accountant for the Tabu title deed belonging to the orchard plot of Moshe Reuben Sadqa
Greetings and respect,
It is not hidden from your presence that upon the conclusion of the term of the former accountant <del>Moshe</del> ⟦Youssef⟧ Effendi Gabbay, he
handed over the papers and documents of the Lay Council in his possession according to the receipt given to him
by the previous Lay Council. Among the mentioned papers was a copy of the registration for the orchard plot -
registered in the name of Moshe Reuben Sadqa without a signature from the Tabu Department (attached herewith).
I have come across an old entry in the books of the esteemed Council dated December 11, 1924, which is:

The followed custom is that the hospital, unlike other departments, takes its monthly allocations

And based on the fact that we provided them this month with what we had deducted from the debts owed by
the hospital administration on one hand, and on the other hand due to the financial distress prevailing
over the fund resulting from the amounts withdrawn from the 6th of this month to date, totaling fourteen

on the 8th of it, according to which an amount of seventeen rupees and two annas (17/2) was processed in the Council's account,
a commission of a quarter percent on the collection of the nine bills sent to the aforementioned bank previously, totaling
the value of (6850) rupees.
Based on the above, I request that after consulting with the aforementioned bank, you inform me of how we should

Subject: Regarding the categorization of the community's administrative expenses
To the Honorable Vice President of the Secular Council
Greetings and respect,
According to the decision of your honorable council dated February 26, 929, I was required to consult with the member
Saleh Effendi Faraj Hayyim on all accounting matters. Therefore, it was necessary to consult his Excellency
regarding the categorization of the community's administrative expenses in writing via the letter dated November 20, 929
attached with the two lists: the categorization list and the notes list.
After fifteen days had passed, the aforementioned letter and the two lists were returned to me without
providing the requested instructions. Since this information is indispensable, I submit
to your Excellency the aforementioned papers attached, requesting that you provide me with the necessary instructions so that I may
proceed accordingly.
And since ⟦that⟧ the general expenses will contain nearly twenty categories, a matter which
cannot be limited to a single page in the general ledger, I request that you inform me whether
it is necessary to use a special ledger for the general expense accounts according to the required
categories, while the general expenses category remains in the general ledger as a summary account
for general expenses like other summaries.
