In reference to your inquiry during the council meeting on Sunday evening 4 / 1 / 1931 regarding the reason for not deducting
the difference of the salary reductions for hospital employees from the monthly allocations
I have reviewed the decision regarding the aforementioned reductions and found no mention requiring the deduction of these
differences from the allocations; meaning that the decision was in the form of an order to the hospital administration, and it is clear
from the council's decision in the same session, from which it appears that the monthly allocations must be 1917

So I request your final order as to whether it is necessary to deduct the aforementioned reduction difference

The Honorable President of the Lay Council
The Council has a claim against the administration of the Nuriel Endowments for an amount of (1/5314) since the year
1926-1927, and there is a decision by the previous Lay Council to collect this amount
from the rental fees of the twelve rooms and the tea house numbered 6/9, starting from the beginning
of the year 1930. Accordingly, the Acting Hakham Bashi had demanded the agent of the endowment trustee in his letter
No. 1151 dated May 21, 1930 (attached to this decision) to submit the rental fees
of the aforementioned endowments.
The aforementioned trustee's agent replied to His Excellency on May 6, 1930, that he had collected
the sum of (1362) Rupees from the aforementioned rental fees and that his failure to submit the said amount to
the Council is due to his desire to settle the account between him and the Council (the translation of the
aforementioned letter is attached to this report).
It appears from this to the honorable Council that we have not yet received a single dirham from the aforementioned rental fees
in payment of the aforementioned claim, in addition to the fact that the Council has a claim against the administration of the Nuriel and Haron Saleh schools
amounting to (30590) Rupees.
It was the custom to collect all revenues of the Nuriel endowments, and after paying the endowment expenses,
the remainder of the revenues would be divided equally: the first half to the hospital administration, and as for the remaining
half, it would be collected by the Council in settlement of its claims against the Nuriel and Haron Saleh schools.
The agent of the trustee of the Nuriel endowments is currently collecting all revenues and spending them
without paying attention to settling the claims of the Lay Council.
The previous Lay Council had notified the accounting department in its decision No. 372 dated
February 2, 1930, to record the amount of (5/6156) Rupees, the surplus found in the
Alliance fund, as a debt against the Alliance, while the reply from the Alliance Israelite Universelle in Paris is pending regarding the settlement of this
amount which has not been paid until now. Against all these claims, the Council has only an amount of Rupees
(4/2972), which is what remained from the revenues of the Nuriel endowments for the previous year.
This is what had to be presented, and the matter is for the Council to decide.
