In view of the fact that this causes us repetition and confusion in transactions
that is unjustified, we therefore request that you notify the administrations of secondary and intermediate schools
and emphasize to them the necessity of not giving copies to us and restricting their correspondence to
the Provincial Directorates of Education, provided that in cases of extreme necessity it is permissible to give us
a copy if there are reasons that warrant it, and we will ignore all letters
that reach us from them without taking any action on them.

The specialist inspector / for administration has ⟦illegible⟧ noticed that the administrations of some private secondary schools
do not pay attention to accurately recording the names of students in each class, and there is also a discrepancy in the names of lecturers relative to the staff list
sent to the competent authorities. Therefore, we request a circular to these schools regarding the necessity of organizing the names of students
enrolled in each class and the weekly lesson schedule, including the name of the lecturer who actually teaches each lesson,
and hanging a copy of these two schedules in each classroom.

We have noticed recently that some school administrations have not observed the following points when organizing
documents or transfer forms. Please observe this letter of ours and act accordingly with all accuracy and caution,
and we will punish the school that is deficient or negligent regarding these points.
1- Documents or transfer forms must be organized in ink, provided they contain the number and date
mentioning the number of years the student failed in their last grade and stating whether they failed in the school
or the Baccalaureate, mentioning the examination number.
2- Stating the grade or school transferred from in the past year.
3- The photograph is to be pasted with glue, and the use of pins (or clips) is absolutely not permitted.
4- Documents must be addressed to the entity the student intends to visit, and the phrase
(To whom it may concern) may not be mentioned.
5- The photograph and the stamp must be stamped with the school seal and signed by the principal himself, provided that
his name is mentioned under the stamp in a clear and explicit manner.
6- Students may not be provided with school exams (for the third and fifth grades) at all unless
the student is a scholarship student at the government's expense. The grades of the last general <del>exams</del> exam
in which the student failed must also be mentioned.
7- It is not permitted to sign or stamp three stamps at once because it is contrary to the Stamp Law System No. 2 of 1952.
8- The school administration must mention the student's name in a clear and distinct manner, matching what is listed in the
General Examinations Register or in the school list.

each of them, mentioning the school address and the number of school janitors. We will hold the negligent school administration accountable
in this regard. We have previously circulated such a request in our letter No. 36902
dated 12/20/1954. In view of the opening of some new schools this year, we wanted
to remind and draw attention to what was stated in our aforementioned letter, noting the observations that may
have been relevant to past years.

age for entry into the fourth secondary grade. Please take note and act accordingly.

(The Bureau does not see any ambiguous aspect in the matter that requires expressing an opinion. Since the old regulation has
expired, and the new regulation has become the one to be implemented. This regulation explicitly stated
that the student's age should not exceed sixteen years when joining the first year of secondary study.
It does not include a special provision regarding age for after the first year. Therefore, it appears that the age limit mentioned above
is limited only to the first year:-
It seems that this opinion is what the Ministry of Education decided in the margin of its letter and requested its employees
to act accordingly, as there is no room for any other opinion.

Your letter No. 248 dated 2 / 1 / 1955 regarding the implementation of Article Thirty-One of the Secondary Schools Regulation
No. (54) of 1954. Please follow the following instructions and circulate them to all intermediate and secondary schools affiliated with you
1- Subjects in secondary schools are divided into two groups
a- Academic subjects, including scientific and social studies, religious studies, and language lessons
b) Non-academic subjects, including drawing, sports, manual work, needlework, and singing
2- The student must achieve an average of no less than 60% for each of these two groups in order to meet the success requirements
3- The student must pass all subjects in both groups in order to meet the success requirements
4- If the student fails the average of the subjects in one of the groups, he must select subjects within that group for the purpose of
the makeup exam
5- If the student fails the average of both groups, his status shall be that of a student required to take a makeup exam in the total. He must fulfill the average in
the makeup exams for each group by choosing subjects within that group
6- The rules for passing, failing, and makeup exams apply to the subjects of each of the two groups as stipulated by the regulation, meaning that a student who
fails a subject from the first group and a subject from the second group and fails the total of one of the groups is considered failing
failing regardless of his average in the other group
7- Measures shall be taken to proceed with what was followed in the past regarding schools with a large number of non-Muslim students

We have noticed recently that some school administrations have neglected the instructions issued by
this directorate regarding the organization of documents and transfer certificates. This has led us to the necessity of drawing your attention
in the future and not sending them to us incomplete in any of the items listed below, hoping to act accordingly with all
accuracy and regularity, and we will reject every document or transfer certificate that does not meet the mentioned instructions.
1- The document or transfer certificate must be written in ink and may not be written in pencil or copying pencil, and it is required
that it be written in two copies, one of which is kept in the student's file for reference when needed.
2- It must be subject to numbering and dating and be addressed to the party that the student
wishes to contact, and it is not permissible to neglect the address or write it (To Whom It May Concern).
3- It is required that the photograph be pasted with glue and may not be stapled in any way, as some school
administrations have used (clips) without noting the risks that may arise if the photograph is not pasted
properly.
4- The school administration must mention in the remarks field the books and stationery received by the student in
the event of their transfer to another school. Neglecting this aspect is a matter that exposes the school principal to financial
responsibility ⟦line⟧.
5- The school principal must sign the photograph and the students after stamping, and the name of the signatory must be written clearly
below the signature ⟦line⟧.
6- It is not permissible to merge three or more stamps and stamp or sign them at once, as this is contrary to the
Stamp Law No. 52 of 1952, so please refer to it when needed, as ⟦that⟧ every employee who processed a transaction
of this type shall be fined

that it be written in two copies, one of which is kept in the student's file for reference when needed.
2- It must be subject to a number and date and be addressed to the party through which the student
or female student wishes to go, and it is not permissible to neglect the address or write it (To Whom It May Concern).
3- It is required that the photograph be pasted with glue and may not be stapled in any way, as some school
administrations have used (clips) without noting the risks that may arise if the photograph is not pasted
securely.
4- The school administration must mention in the remarks field the books and stationery received by the student in
the event of their transfer to another school. Neglecting this aspect is a matter that exposes the school principal to financial

5- The school principal must sign the photograph and the certificate next to the seal and write the name of the signer clearly
below the signature.

Paragraph (c) of Article Sixteen of the Secondary Schools Regulation No. 64 of 1954 states the following:-
"The maximum limit for hours taught is thirty teaching hours per week only"
Since paragraph (a) of this article stated that the teaching hours of a teacher in secondary schools do not exceed
(22) hours per week, the lectures that may be assigned to each teacher must not exceed (8)
hours per week under any circumstances.
In order to apply the provisions of the regulation in letter and spirit, the following steps must be followed when private and foreign schools request
giving lectures to one of the secondary staff teachers.
1- The number of proposed lectures must not exceed (8) per week for each teacher.
2- The teacher must submit his written consent to deliver the lectures, indicating that there are no lectures
for him in official, private, or foreign schools such that their total exceeds (8) lectures per week.
3- The candidate must submit a letter from his school principal indicating that he has no lectures in his school and that
he has not previously obtained another letter from him stating that there is no objection to him delivering lectures in private
and foreign schools.
4- The number of lectures for principals of official secondary and intermediate schools in private and foreign schools may not exceed
(6) lectures per week. Likewise, the number of lectures for assistants of these schools may not exceed
(10) per week according to the provisions of Article (15) of the Secondary Schools Regulation No. 64 of 1954.
5- The teacher or principal who violates these instructions and who is negligent in applying them exposes himself to disciplinary
penalties.
6- All approvals issued by this Ministry regarding lectures in private and foreign schools are considered
void if they contradict what is stated in this letter of ours.
Please notify all secondary and intermediate school administrations of these instructions and act accordingly.

Paragraph (c) of Article 16 of the Secondary Schools Regulation No. 64 of 1954 states the following:-

(20) hours per week, the lectures that may be assigned to each teacher must not exceed (8)
hours per week under any circumstances.
In order to apply the provisions of the regulation in letter and spirit, the following steps must be followed when private and foreign schools request

We have noticed that some school administrations associated with this directorate, at various primary and secondary levels, have begun to follow
devious and complex methods in processing their correspondence and submitting their requests, despite repeated instructions
issued in this regard, which leads to prolonging this directorate's correspondence and disrupting its work. We are very
keen to settle all transactions of private and foreign schools and complete them as quickly as possible without requiring
follow-up by their owners, provided these transactions were sent to us according to the followed
procedures and their requests met the necessary conditions; otherwise, this leads to prolonging the correspondence
regarding them and delaying their completion. We are certain that the delay of any transaction only occurs due to the school administration's
deviation from the followed procedures, its violation of instructions, and its waste of time. To limit these cases
and to avoid the previous pitfalls, we hope you will be informed of the necessity of observing the following. Any school that violates
this will expose itself to strict measures.
1- It is not permissible to send any request to appoint a teacher or instructor before ensuring the completion of legal documents,
which are (Iraqi Nationality Certificate, Civil Status Record, Graduation Certificate, Non-conviction Certificate, Certificate of
Good Conduct, and a medical report confirming freedom from infectious diseases), which must be attached to the request itself.
Foreign teachers appointed directly by their governments on the basis of the
principle of reciprocity may be exempted from this.
2- It is not permissible to send copies of the aforementioned documents; rather, it must be carefully noted that the
legal period for the non-conviction and good conduct certificates has not expired. Also, three copies of the candidate's
photos for appointment must be attached to requests for primary schools, with a revenue stamp worth fifty fils added
to the aforementioned documents.
3- It is not permissible to appoint any candidate without submitting certificates of good conduct and non-conviction in accordance with the provisions of
the regulation.
4- The passport and residency book shall replace the nationality certificate and civil status record if the candidate
for appointment is a foreigner.
5- Appointment documents must be placed in a file and bound securely, and the
name of the school and the entity appointed to it must be written on the face of the file, and his name must be recorded on the back of
the photos attached to the request ⟦...⟧ that these documents

6- It is required for requests to transfer teachers from one school to another that each request be accompanied by an official letter
issued by the administration of the school from which the transfer is requested, confirming that the teacher to be transferred is still in service there until
the date of the transfer request. It must also be accompanied by the teacher's written consent to the transfer, otherwise the transfer shall be considered a reappointment.
7- When requesting approval for the reappointment of a teacher who holds a private education identity card, the request must be
accompanied by the teacher's private education identity card, along with two certificates of non-conviction and good conduct, and a medical
report confirming freedom from communicable diseases, which are the documents necessary for reappointment.
8- The consent obtained from lecturers in secondary schools must be written in their own hand and
must include the date of writing. If the lecturer is an official teacher, they must also state the number of their additional
lectures in official schools and their number in private schools in accordance with the instructions issued in this regard.
9- The times during which the official teacher lectures in private and foreign day schools must be stated
when submitting a request in this regard.
10- Considering that the staff of private primary schools must be permanent
and that classes there are not given by lecture except in cases of necessity, this must be noted in similar
requests, provided that the necessity is explained and the request is accompanied by two copies of the lesson distribution schedule if any
change has occurred in it.
11- Reference must be made to previous correspondence in the letters sent if they are related to a previous matter.
12- When a letter is returned in its original form by this directorate to the school administration from which it was issued, its
administration must return the same letter to us after completing its deficiencies as stated in its margin. It is not correct to send
and renew correspondence regarding it, as this disrupts the flow of correspondence and loses the incoming numbers in this directorate.
