The inspectors have noticed that teachers and instructors assigned to set examination questions submit the question paper
without it being accompanied at the same time by an "answer key and grade distribution" for these questions, while
this model is important and necessary for the following reasons:-
First - Setting a model answer for the questions makes the question setter a reviewer of himself when he gathers the points
and illustrative drawings required to be answered and matches them to the curriculum; this review ensures
"accuracy in setting questions" and helps to "avoid ambiguity, repetition, and deviation from the curriculum"
and also ensures "accuracy in the distribution of grades" in proportion to the points required to be answered.
Second - Setting a model answer enables the question setter - taking into account his circumstances and the circumstances of the examinee student -
"to estimate the necessary time" to answer these questions on a correct practical basis. Thus, it is possible
to avoid questions that are "longer" than the appropriate limit, as well as questions that are "too brief" relative to the time.
Third - Correcting answer sheets requires setting a "certain standard" and a "homogeneous distribution of grades"
according to which the correction proceeds. That is, the correction process cannot begin in a
sound and accurate manner unless a model answer is set for the questions.

Subject / The importance of reviewing the weekly lesson schedules for schools
You know that some subjects of intermediate and secondary study have few hours per week and are taught in specific classes,
such as physics and health, which have three periods and two periods respectively for the third grade, and similarly chemistry and biology, three for the first
three and for the second two periods for the second grade, unlike language and mathematics lessons, for example, which have many periods in all
classes. It often happens that when an inspector reaches one of the schools in the districts and sub-districts, he does not find on the day of his arrival the teacher whom
he came to inspect in the weekly lesson schedule implemented in the school. The inspector is then faced with two options: either
he is forced to return on another day when that lesson happens to be scheduled, and this matter is unlikely due to the cost of time
and travel expenses. Or he asks the school principal to switch one of the lessons to the lesson intended for inspection and tasks
the specialized teacher with teaching in an instantaneous, artificial, and improvised manner so that neither he nor his students are prepared for the lesson.
And when the former has no plan to discuss nor the others have assignment notebooks to audit, it becomes impossible in this case to hold
the teacher accountable for his shortcomings, just as the report submitted as a result of this type of inspection cannot reflect a true picture
of his work. It is nothing but a superficial report written merely to "fill" the space and blacken the white on the form.
To avoid these disadvantages and solve the problem, I see that Directors of Education must keep in their offices the latest copy
of the weekly lesson schedule for every intermediate, secondary, and preparatory school so that the inspector in the province center can review them and plan
his tours outside this center according to these schedules so that he reaches the school when the teacher intended for inspection specifically
is on the schedule. Thus, the element of surprise in inspection is ensured, and the inspector is able to observe the lessons and review his pages while it
is proceeding naturally.
Directors of Education used to keep weekly lesson schedules for intermediate and secondary schools. If they exist,
they are old and were sent to them at the beginning of the school year and do not contain the changes that occurred over time.
And how frequent these changes are, given the instability of the staff in many intermediate and secondary schools throughout the months of the school year.

Further to our circular No. 25411 dated 4 / 9 / 1955.
School certificate forms are considered government property subject to the Law of Accounting
Principles and its instructions in their own right and have an official price. Since most of the employees
responsible for distributing these forms to the schools and institutions in need of them have not registered as guarantors
for the Guarantee Fund, the following has been decided: -
1- Every month, the school principal shall collect an amount of (50) fils from the students graduating from his school
who wish to obtain a school graduation certificate. At the end of the month, he shall send this amount
with an official letter to the accountant of the Provincial Directorate of Education.
2- The accountant receives the amount and issues a receipt for it (Accounting / 37), then notes on the school's letter that
he received the amount, referring to the number and date of the receipt and signing it. Then he refers this letter to
the employee specialized in distributing certificates so he knows that the accountant pays the amounts to the treasury at
appointed times according to the regulations.
3- The employee specialized in distributing certificate forms shall send the certificates for which the
price has been paid to the party that requested them by an official letter.
4- The employee specialized in distributing school certificate forms shall keep a register, allocating some of
its pages to the certificates received by him, provided that the page is divided into fields showing
(1) type of certificate form (2) number of certificates (3) their serial numbers (4) number and date of
the dispatch list or correspondence under which these certificates were received. The rest of the pages are allocated
to those issued by him, provided that the page is divided into fields showing (1) type of certificate (2)

5- Facilitate the auditing of certificates for the employee specialized in distributing these certificates
because they are not government funds and the accountant has no relation to them.
6- The Directorate of Education of the Liwa must conduct an inventory of the certificates held by
the specialized employee, stating their serial numbers, and then demand from him proof of delivery
of the amounts of the sold certificates to the treasury. If it appears that there are
some amounts not paid to the treasury, legal measures must be taken in this
regard and that employee must be obligated to pay what remains in his liability immediately.

Your letter No. 248 dated 2 / 1 / 1955 regarding the implementation of Article Thirty-One of the Secondary Schools Regulation
No. (54) of 1954. Please follow the following instructions and circulate them to all intermediate and secondary schools belonging to you.
1 - Subjects in secondary schools are divided into two groups:-
A - Academic subjects, including scientific and social lessons, religion lessons, and language lessons.
B - Non-academic lessons, including drawing, sports, manual work, needlework, and singing.
2 - The student must achieve an average of no less than 60% for each of these two groups in order to meet the success requirements.
3 - The student must pass all lessons in both groups in order to meet the success requirements.
4 - If the student fails the average of the lessons of one of the groups, he must select lessons from within that group
for the purpose of the completion exam.
5 - If the student fails the average of both groups, his ruling shall be that of a student completing in the total, and he must fulfill
the average in the completion exams for each group by choosing lessons that are within that group.
6 - The rules for passing, failing, and completion apply to the subjects of each of the two groups as stipulated in the regulation, meaning that the student
who fails a subject from the first group and a subject from the second group and fails the total of one of the groups
is considered to have failed regardless of his average in the other group.
7 - Measures shall be taken to proceed with what was followed in the past regarding schools with a large number of non-
Muslim students.

It has been noted that many of the documents received by us have fundamental deficiencies. Since documents must contain
all information related to the student regarding their studies, behavior, and attendance, and whether they were provided with documents
to other parties, the number of years spent in each grade, and whether they passed in the first or second session.
In the latter case, whether they were incomplete due to illness, failure, or both. All this information is necessary
whether the document is for transfer or another purpose. Therefore, we request you to circulate this to all schools affiliated with you,
official, private, and foreign, and to refrain from certifying incomplete documents and request them to observe the following:-
1- It is not permissible to list annual effort grades for the sixth primary, third intermediate,
and fifth preparatory grades, but it is permissible to mention the grades achieved in the ministerial exam.
2- If the student passed, the session in which they passed must be mentioned, and if the success was in the second session,
the subjects in which they were incomplete and the reason for the incompleteness (illness or failure) must be mentioned.
3- The grades in which they spent more than one year.
4- Whether they are attending school or if their relationship with it has been severed, when they left school, and whether they were provided with a document to
any party, and the number and date of this document.
5- Reference should be made to their behavior in school and the regularity of their attendance.
6- Every school must keep a special register in which the numbers and dates of documents issued by the school
and the party to which they are addressed are recorded.
7- Directors of Education are requested to keep a special register in which documents certified by the Director
of Education are recorded, containing the document number, the issuing party, the party to which it is addressed, and the number and date
of certification.

Based on paragraph (2) of Article Thirty-Six of the Official Secondary Schools Regulation
No. 54 of 1954.
A student dismissed from school according to the aforementioned paragraph is not allowed to attend
official secondary schools due to failing two consecutive years in one grade.
However, if the dismissed student passes a study stage, i.e., after passing the
General Examination for Intermediate Studies (as an external student or as a result of studying in a private school), he has the right in
this case to attend the fourth grade of official secondary schools.
Therefore, please circulate the matter to all official and private intermediate and secondary schools
under your jurisdiction.

Text of the Letter

We would like to follow up on the letter of the Governorate of Baghdad / Local Administration / No. 14569
dated 19 / 12 / 955 with the following, hoping to circulate this to the principals of secondary
and primary schools to act accordingly .
1- The principal of each school, by virtue of his duties as a supervisor of fulfilling the curricula and regulations and as responsible
for the scientific and moral affairs of the students, must attend his school a suitable period before the start of the first lesson
and must not leave it until after all students have departed .
2- School principals are not to consult the Directorate of Education of their province or any other official body during
official working hours except in cases of extreme necessity or when an official request for their presence is made .

If a student is injured in a sudden accident such as falling or colliding or as a result of ⟦line⟧
beating, school administrations must take the initiative to send the student to the nearest clinic or a special medical
letter requesting an examination, treatment, and the necessary report about him so that
that report can be used as a basis for those conducting the investigation in such accidents. It is not permissible
to send the injured person among the group of sick students during the time allocated for their treatment ⟦line⟧

Subject - Older Students
I have noticed during my visits to mixed private schools that there are many older
students in them. Since the attendance of such students in such schools that include a large
number of girls creates dangerous educational problems and bad consequences, and given the importance of that
I see it necessary to alert the administrations of these schools to the necessity of observing this sensitive aspect
and not allowing older students to attend and the necessity of transferring them to boys' schools.

The following are instructions regarding school tours and trips, please follow them: -
1- Our telephone approval must be obtained at least one day before going on a tour
2- Write to us at least one week in advance when wishing to visit factories, institutes, and institutions
others located within the boundaries of the Capital Secretariat.
3- The Directorate of the Iraqi Museum must be informed when wishing to visit museums at least two days in advance, and the
contact should be made directly by telephone (( 185427 , 6039 ))
4- When wishing to travel to another province, students must apply at least twenty days in advance so that
approvals can be obtained and the responsible authorities informed.
5- Schools are not allowed more than two trips during the school year
6- <del>⟦illegible⟧</del> If one class goes on a trip, it is considered a full school trip
7- The school principal (male or female) shall be responsible for the results of the school trips
provided that the students (male and female) are accompanied by no less than two persons from the teaching or
educational staff
8- Primary schools shall inform the inspector (male or female) of the date of the trip so that he or she is aware
of it.
9- All trips shall stop immediately after the end of the spring break for the students (male and female) to devote themselves
to preparing themselves for the final and general examinations.
