It has come to the Ministry's attention that many teachers and instructors are conducting private
tutoring without obtaining permission from the provincial directorates of education to which they belong. Therefore,
we request that you notify all teachers and instructors that private tutoring is absolutely
prohibited except after obtaining approval from the Director of Education under paragraph (e) of
Article 16 of the Secondary Schools Regulation No. (54) of 1954
and Article 11 of the Primary Schools Regulation No. (62) of 1950, and that
violators will expose themselves to the severest penalties.
We also request that these tutoring sessions be organized according to the following: -

1) The student submits the application to the Director of Education, provided that he is not a student of the school
he chooses.
2) The Director of Education shall note that this additional work will not interfere with the duties
of the <del>teacher</del> basic teacher.
3) The number of hours for secondary school teachers, including their official additional lectures
and their original quota, shall not exceed 30 hours per week, and for primary school teachers
32 hours per week.
4) The hourly wage for secondary school teachers shall not exceed half a dinar,
and for primary school teachers, a quarter of a dinar.
5) The Directorate of Secondary Education and the Directorate of Examinations shall be informed of this immediately,
indicating the teacher's name, job title, the student's name, school, grade,
and branch.
6) These individuals shall not be appointed as correctors in public examinations or as monitors in
the center where the student is being examined if the student is in a final grade.

The course of study is divided into four levels up to the Cambridge Certificate level, and there is a

All professors teaching at the institute are British nationals, and the purpose of this course is to
strengthen the student in modern English language, writing and speaking.
The days and times for the four levels are as follows:
Either Monday, Wednesday, and Friday.

Supplement to the Special Instructions for Selling Books and Stationery and Maintaining their Records
in all official schools for the year 1954-1955
1- All Iraqi primary school students are exempted from book and stationery fees, as are the children of Palestinian
refugees. As for foreigners, the matter of their exemption is left to the local administrations.
2- Iraqis among students of secondary, intermediate, industrial, and home arts schools are exempted if their final
grade average is (65%) or more and they are needy, provided that the exemption rate does not exceed (30%) of the total students
of the school.
3- In secondary, intermediate, industrial, and home arts schools, the children of educational service employees,
the children of their retirees, Palestinian refugees, and boarding school students who study at the expense of
the government are exempted, and these are not included within the exemption percentage mentioned in the second paragraph.
4- After verification, students shall be provided with what they have lost of books, stationery, and school tools again in exchange
for a price.
5- Nothing of these materials shall be recovered from the student if they leave, are dismissed, or transfer to a private
or foreign school, provided that they are not provided for free again after returning to study in official schools in the same grade.
6- If the student transfers to another official school, what they were provided with of supplies should be recorded in their
transfer certificate, and the school they transferred to must take that into consideration when providing them with other supplies.
7- Prescribed textbooks are not recovered from the student ⟦illegible⟧ prescribed school
in it in the Kurdish language ⟦illegible⟧
8- It is not permissible to provide a student transferred from a private or foreign school with anything after the end of registration
except for a price.
9- The student covered by the exemption is provided with one geometric ruler in the primary study stage in the fourth,
fifth, and sixth grades, and one ruler in the intermediate and secondary study stages, and it is not taken back from them.
10- There are no considerations for siblings when providing these supplies ⟦illegible⟧
11- The student covered by the exemption is provided with one copy of the prescribed English language dictionary in the
intermediate and preparatory study stages.
12- The Ministry of Education shall be contacted regarding cases not covered by these instructions.

Everything that contradicts this circular of the instructions contained in the booklet of special instructions for selling

The student Firyal Abdul Jabbar (a student at Al-Saada Primary School for Girls) entered
the Student Health Hospital on 25 / 7 / 1955, and the aforementioned student began tampering with the hospital furniture
and tearing the materials within her reach; therefore, please inform her school administration to take necessary action against her
We also request a circular to be sent to students and school pupils who enter the hospital to avoid tampering
with the furniture they encounter and to maintain compliance with hospital regulations and the safety of its furniture
